I am inordinately proud of the way my constituents and people up and down this country have dealt not just with the pandemic but with the economic crisis that they now face. None of that is reflected in the shameful behaviour we see set out in the report. Earlier—much earlier—I saw the Prime Minister look at his watch, and one of his colleagues suggested that perhaps we should want to turn the page on what has happened. Believe me, I think everyone in this place would like to turn the page and never have to revisit it, but the only way we can do that is if the Prime Minister accepts responsibility fully and moves on, so we can turn that page.

I thank the hon. Member’s constituents very much for what they did throughout the pandemic. It is thanks to people up and down the country who followed the rules that we have been able to defeat covid, or beat it back in the way that we have, and I apologise heartily for what I got wrong.

I, like so many others in this place, I am sure, am profoundly proud of the way in which the people of this country stood together and showed commitment and resolve throughout the covid crisis. They are now facing a cost of living crisis, and on top of all that, they are giving 100% support to the people of Ukraine. It breaks my heart that they have been so badly let down by the person to whom they looked to lead them with the same sort of commitment and honour that they have shown. Does the Prime Minister recognise that no apology, however heartfelt or genuine, can make up for that loss of faith? Perhaps it is time he recognised that the people of this country deserve better.

I thank the hon. Member very much, and I understand completely people’s feelings about covid, what they did and the failings in No. 10, but I think that the job of the Government is to get on and deliver for those very people now facing the cost of living crisis that she describes, and that is what we are going to do.

The Prime Minister said in his statement that he understands the anger of people in this country, but does he also understand that for many people in this country who are watching, their greatest fears about how this would be handled have been realised? They have seen an apology, yes, but they have also seen obfuscation, delay and tinkering, rather than an acceptance of responsibility. The Prime Minister says that he wants to get on and deal with the important issues facing this country. Perhaps the only way we will be able to do that is for him to accept that he has become an obstacle to it and resign.

Q7. My constituency of Edinburgh West has some of the most polluted streets in our country. An estimated one in 29 deaths in Edinburgh are related to air pollution and we do not meet World Health Organisation guidelines, so will the Prime Minister meet me to discuss whether his Government can support my private Member’s Bill, which would tackle the issue, bring us into line and let us all breathe a little easier?

I thank the hon. Lady for raising that issue; it is incredibly important, which is why we are now moving to all-out electric vehicles across the whole of the country, faster than any other European country. The World Health Organisation has praised our clean air strategy as an example for the rest of the world to follow. We will set out our evidence-based approach and the targets we are setting, but I would of course be happy to make sure that the hon. Lady meets the relevant Minister to set out her case.

What I would say to my hon. Friend and her students is that nothing that is said or takes place in this House—none of the argy-bargy, the repartee and the occasional abuse to which we subject each other—should in any way deter anybody from seeking a career in politics, because it is a wonderful privilege and we are all very lucky to be here.

In my constituency of Edinburgh West, numerous people come to us with delays from the Department for Work and Pensions with pensions and benefits, to add to the delays that others are facing with passports and with the Driver and Vehicle Licensing Agency. Can the Prime Minister tell us who—among the many jobs being done at the moment—is making sure that the Departments of Government are running smoothly and quickly?

I think that actually the Department for Work and Pensions, under the Secretary of State for Work and Pensions, my right hon. Friend the Member for Suffolk Coastal (Dr Coffey), has performed outstanding service. It has performed miracles. Among the things that it has achieved is helping to get millions of people effectively back into employment, in spite of all the difficulties that we have faced. We now have unemployment running at virtually record lows, in spite of all the difficulties we have faced in this pandemic and as we come out of furlough. That is largely thanks to the work of the DWP. Of course there is more that can be done and people can always up their game, but I think that the DWP and its officials working across the country —huge numbers of men and women—have done an outstanding job.

My hon. Friend is totally right. This is one of the areas that I know that every embassy and consulate in the Foreign Office campaigns on. I believe that we make a huge difference around the world. There are countries that have changed their policies on marriage and their approach to LGBT issues in response to British lobbying. The latest Magnitsky sanctions that we have implemented are in respect of Chechnya for its policy on LGBT issues. We will continue to campaign and evangelise for our values and our beliefs around the world.

I draw the House’s attention to the fact that I am a member of the board of governors of the Westminster Foundation for Democracy. In that capacity, I am aware of the importance of the work that it and other organisations do in protecting open, democratic societies across the globe. Not being a Scottish nationalist, I am also aware how important that is to the UK’s own national interest. Can the Prime Minister assure us that that work will continue despite the difficulties we face following the current financial year?

Yes, I can. I have seen the excellent work that the Westminster Foundation for Democracy does around the world. I have personally attended debates that it has championed in countries where democracy is precarious, and I thank the hon. Lady very much for what she is doing.

Yes, indeed. I thank my hon. Friend for what she is doing to campaign for such an excellent charity and, indeed, for her constituent David. I can tell her that the Department of Health is working with Tessa Jowell’s Brain Cancer Mission, announcing £40 million over five years on brain tumours of the type that she describes. I would encourage my hon. Friend to continue the excellent work that she is doing in this area.

Can I associate myself and the Liberal Democrats with the Prime Minister’s comments on the holocaust?A year ago next week, in a speech at Greenwich, the Prime Minister said that it was “high time” that the US“cut their punitive tariffs on Scotch whisky.”Since then, the industry has lost half a billion pounds in exports to the US, and the Government have failed to reach a deal to have the 25% tariff on single malt removed. So will the Prime Minister commit to working urgently with the Department for Business, Energy and Industrial Strategy to comply with the World Trade Organisation rules that led to the issue, and can he promise that in the Budget his Government will take steps to support this vital industry and employer?

I do not want to anticipate the Budget, but I know that my right hon. Friend the Chancellor habitually does things to support fantastic industries such as Scotch whisky. But one of the reasons for leaving the EU is that we will be able to do a free trade deal with the US and to obviate tariffs of the kind that the hon. Member describes, which would be there in perpetuity if the Scottish nationalist party were to get its way and to take Scotland back into the EU.

Regardless of today’s announcement, many businesses and people in my constituency of Edinburgh West and across this country are still completely excluded, and have been for many months, from Government support. Can the Prime Minister assure us that his Government will address the issue of those millions of people who have been excluded?

We hope that nobody has been excluded. There is a massive package of support—and Barnett consequentials for Scotland running to many billions—with £13.5 billion for the self-employed alone.

Prime Minister, we are all disappointed and distressed that we are back where we were in March in many ways. The Prime Minister says that he wants to keep the economy going, but for many businesses and individuals, particularly the clinically vulnerable, that will be impossible. Will the Prime Minister and Chancellor end this chop and change, knee-jerk reaction approach that we have seen in recent days and extend the job retention scheme and furlough until next June so that businesses and individuals can have certainty and clarity about the support they will get, which will enable them to plan their way through this crisis?

I understand the point that the hon. Lady makes, but she will also understand that the schemes that my right hon. Friend the Chancellor has announced go on until next spring. We should not forget that the original furlough scheme has yet to elapse.

There are 3 million people in this country who get no support at the moment because they are self-employed or on contract. Our black, Asian and ethnic minority communities have an unemployment rate that is twice the national average and women are disproportionately affected by covid-19. The Prime Minister said a few minutes ago that he stands ready to help. Will he look at a universal basic income so that these people can get the help that they need now?

The hon. Lady raises a very important point about the self-employed. As she knows, we have provided very considerable support as part of the overall package of £120 billion—I think we have given £22 billion altogether through the furlough scheme for employed and self-employed people. Her further suggestion for a universal basic income is one that we have looked at. The best way forward for our country is to get the disease under control in the way that we are doing; get our people back into work; build, build, build; and take this country forward.

Given the concerns expressed in this House today, and on previous occasions, will the Secretary of State use Friday the 13th to impress on this US President that we do not share his attitude to human rights, particularly his withdrawal from the United Nations Human Rights Council, and that we will maintain this country’s position as an honest broker in areas of tensions such as Israel, the middle east and Asia?

Given the various concerns expressed in this Chamber about both today’s events and the demonstration of Russian power, which we saw earlier in the week, can the Foreign Secretary reassure us that discussions on how to counter this are taking place with current EU member states and other allies?
