We are devoted to levelling up across the entire country, and that goes for Barnsley as well as everywhere else.

I know that the Prime Minister shares my commitment to conservation around the world, and I am sure he agrees that we have to reverse the tide of deforestation. Will he ask Ministers in the Department for Environment, Food and Rural Affairs to look seriously at my proposals for a kitemark scheme for food products in the UK, so that consumers can see clearly whether the products they buy come from sustainable sources or from producers who are doing further damage to our environment?

I am very happy to look at my right hon. Friend’s interesting suggestion for a kitemark scheme. In the meantime, this Government are leading the world in tackling deforestation, with a £3 billion investment being led across Whitehall.

I remember it well: it was at Prime Minister’s questions, Mr Speaker. It would be a good thing if the he could continue to keep up that spirit. Let me point out that not only did this country devise the first effective treatment of covid, secure the first stage 3 approval of a vaccine, and become the first to produce a vaccine that could be used at fridge temperature to great value to humanity across the world, but, Mr Speaker, as I stand before you today, it has vaccinated more people than the rest of Europe combined. It would be good to hear that from the right hon. and learned Gentleman opposite.

The Prime Minister is absolutely right to be taking the steps needed to protect the NHS at this very difficult time and I am very grateful for the work being done by my local Epsom and St Helier Trust team. The Prime Minister is also only too well aware that thousands of businesses, many of which fall outside the scope of Government support, face desperate times. Many of them support the Prime Minister in what he is doing but are very concerned that this House will not have an opportunity to take a further view on these regulations until the end of March. Will he give the House today an undertaking that he will personally lead a debate before the February half-term on progress towards reducing restrictions and that he will not wait until the end of March if it is possible to do so without overwhelming the NHS?

My right hon. Friend is absolutely right to say that this House should, and, I think, will inevitably, be given an opportunity to debate and discuss these issues at a national level before the end of March, and I hope substantially before the end of March. What we are trying to do, as he knows, is to vaccinate the first four cohorts in the JCVI list by the middle of February. If we can do that, if there is no new mutation in the virus, and if the vaccine programme proceeds as planned, then there will be substantial opportunities for relaxing the restrictions. Schools will be our priority, as I have said, and I have no doubt that the House will be consulted, as you would expect, Mr Speaker.

As the hon. Lady knows, businesses have been eligible for £25,000 in grants. We have had 11 million people supported under the coronavirus job retention scheme and spent huge amounts of money— £26 billion in bounce-back loans alone. We will support businesses large and small for the duration of this crisis, but the best way to get all the hairdressers and nail bars—all these businesses—back on their feet as fast as possible is to make sure that we continue to depress the virus, keep it under control and keep the incidence down, and that way we will go forward. Our vision for the country is to try to get back to normality for as many as possible as fast as possible.

I warmly welcome my right hon. Friend’s statement. I am looking forward on 4 July to dropping in at the Wheatsheaf in Ewell to thank them for moving from being a great hub of the local community to a great virtual hub of the local community in the last few weeks. However, my right hon. Friend and I both represent a large number of people who work in the creative industries, and although today’s announcement is very welcome, it is inevitable that many parts of those industries, such as the exhibitions sector and small theatres, will still be held back for a period of time. Can my right hon Friend assure me that he, the Chancellor and other Ministers will continue to look at ways in which we can ease the pressure on one of our most essential sectors?

My right hon. Friend is a great champion of those industries and, as I have said to colleagues in the House already, we are doing a huge amount to engage with them and to support them.

I have the utmost respect for the people of Scotland. I have less respect for the SNP Government of Scotland, who are currently, because of their failures, producing less growth than any other part of the UK.

May I start by congratulating the Prime Minister on ensuring that this is the final Prime Minister’s questions of our time as a member of the European Union? I know that he shares my concern about the loss of biodiversity around the world. I have seen at first hand how it is possible to turn a palm oil plantation back into a fast-recovering rainforest full of wildlife. While we are already doing good work on restoring environment around the world, will he ensure that we step up our work through the Department for International Development to restore biodiversity, and in doing so, help to tackle climate change?

My right hon. Friend raises an exceptionally important point. That is why it is vital that we have a direct link between the Chinese COP summit on biodiversity and our COP26 summit on climate change.

My right hon. Friend will remember from the referendum the strength of feeling that he and I experienced in some of our most deprived communities about Brexit. Could he gently explain to the Leader of the Opposition the sense of betrayal that will be felt in those communities if we do not now deliver Brexit?

Boris Johnson Portrait The Prime Minister

My right hon. Friend is completely correct in what he says. I think it is a feeling that is well known to Members on the other side of the House and well known on our Benches as well. The people of this country, wherever they come from, are coming together now in a desire to get Brexit done, and I hope that this House will today reflect that will.
