4. Tomorrow is the second anniversary of the murder of my constituent Mike O’Leary, whose body was desecrated in an attempt to cover up the crime. Will the Prime Minister meet campaigners and me to discuss the need for a new offence or amended sentencing guidelines to reflect the extra suffering faced by the families of murdered victims whose bodies were concealed or desecrated?

The Prime Minister will be aware of the considerable public concern in relation to the impression that significant political donations can help acquire a peerage. The hon. Member for Na h-Eileanan an Iar (Angus Brendan MacNeil) will publish a Bill later today that will prohibit large party donors from being nominated to the other place for a period of five years. Will the Prime Minister offer full Government support to my hon. Friend’s efforts?

I am grateful to Professor Dasgupta. At COP26 we had not only an immense agreement on forests, which are vital habitats for untold manner of wildlife, but a negotiation with our Chinese partners that will continue through till their Kunming biodiversity summit. COP26 achieved an integration of high climate science with nature. It is the first time that has happened.

A potential barrier to the accelerated move towards 100% zero emission vehicles that the Prime Minister mentioned in his statement is grid capacity, particularly in rural areas such as Carmarthenshire. What are the British Government doing to ensure that the grid will be resilient enough to meet expected demand?

We will continue to push on the net zero dates. Although I agree with the hon. Gentleman’s characterisation of those countries’ targets, I think we also need to look at what both of them are saying about what they will do pre-2030. As the right hon. Member for Ashton-under-Lyne (Angela Rayner) pointed out, that is the key issue on which we need to focus. The Indians have now made a big commitment to decarbonising their power system by 2030, and the hon. Gentleman has heard what we have already said in the House about the Chinese commitment to “peak” CO2 output in 2030 or before. The question is, how long before? Both those countries have made substantial progress, but obviously it is not yet enough.

In his statement, the Prime Minister said:

“We have the technology to do what is necessary: all that remains in question is our resolve.”

With that in mind, why do the British Government not extend the favourable financing model being proposed for nuclear energy generation to other technologies, such as the proposed Swansea tidal lagoon?

As the hon. Gentleman knows, I was very attracted to the Swansea tidal lagoon model, but it is extremely expensive for the energy it produces. I see Opposition Members shaking their heads. If they can produce plans that show a more economical way of doing it, I shall be only too happy to study them.

Of course I congratulate AstraZeneca in Cheshire and everywhere else where it is established in the UK and around the world. It has done an outstanding job. My hon. Friend is absolutely right to stress the importance of international co-operation, and we must never ever again see countries blockading vaccines and the movement of vaccines from one part of the world to another.

A new EU-UK food and plant safety agreement would not only alleviate Northern Ireland friction, but remove non-tariff barriers for Welsh exporters created by the current Brexit deal. As the hon. Member for North Down (Stephen Farry) said, the US President guaranteed at the G7 that such alignment would not jeopardise a UK-US trade deal. The Prime Minister could actually have his slice of cake and eat it, if he sees sense. Can he clarify whether reports of reduced checks in the trade deal with Australia, as he mentioned in his reply to the hon. Member for North Down, would prevent such alignment with the EU?

Brexit is quickly turning into a story of betrayals. First, it was the Northern Irish Unionists, then it was the fishermen, and now our farmers face a skewed trade deal with Australia. The big question therefore is: who comes next? Considering that the Trade Remedies Authority wants to cut protections on half of the steel products previously protected by the EU, are our steel industry and the vast supply chain that it sustains next in line?

No. I suggest to the hon. Gentleman that once again he is completely missing the dynamism and optimism of so many people I meet in the agricultural sector, who see opportunities for Welsh lamb and Welsh beef around the world. Why is he not thinking of this as an opportunity for exports, instead of cowering in this way? Welsh lamb, Welsh beef and Welsh farmers can do brilliantly from the deals that we are opening up around the world. He should be championing Welsh agriculture and Welsh produce.

West Wales and the valleys received over €2 billion in direct EU economic investment during the 2014 to 2020 multiannual financial framework. That support will come to an end in a matter of weeks, yet the British Government have yet to publish their alternative proposals despite all the promises of “not a penny less”. When will the Prime Minister level with the people of Carmarthenshire and the rest of Wales about the British Government being about to pick our pockets?

On the contrary, the UK Government are continuing to support all parts of the UK. We will now, as the hon. Gentleman knows, have the opportunity to fund projects with our own money, rather than siphoning it through Brussels. The quantum will be identical and, in addition, through the Barnett formula, the UK Government have already given the Welsh Government £2.4 billion in capital funding alone this year.

Last time I looked on a map, London, Birmingham, Manchester and Leeds were all in England. So can the Prime Minister explain why Scotland and Northern Ireland get a 100% Barnett rating from HS2 while Wales gets nought per cent?

Of course, as the hon. Gentleman knows very well from looking at the map, north Wales will benefit from the Crewe link. I might say to the representative from Wales that it is high time that the Welsh Labour Government got on and delivered the M4 bypass at the Brynglas tunnels. If they will not do it, we in this Government will.

I beg to move, That the Bill be now read a Second time.

I also beg that we come together, as a new Parliament, to break the deadlock and, finally, to get Brexit done. Now is the moment, as we leave the European Union, to reunite our country, and allow the warmth and natural affection we all share for our European neighbours to find renewed expression in one great new national project of building a deep, special and democratically accountable partnership with those nations we are proud to call our closest friends. Because this Bill, and this juncture in our national story, must not be seen as a victory for one party over another or one faction over another; this is the time when we move on and discard the old labels of “leave” and “remain”. In fact, the very words seem tired to me as I speak them—as defunct as “big-enders” and “little-enders” or as “Montagues” and “Capulets” at the end of the play. Now is the time to act together as one reinvigorated nation, one United Kingdom, filled with renewed confidence in our national destiny and determined, at last, to take advantage of the opportunities that now lie before us. The whole purpose of our withdrawal agreement is to set this in motion and avoid any further delay.

The Bill contains provisions not to extend the transition phase—phase 2 of Brexit. Is there not a danger of that strengthening the hand of the European Union in those negotiations? Why has the Prime Minister boxed himself into a corner?

On the contrary, I think that most people would agree that this strengthens our negotiating position; if we have learnt anything from the experience of the last three years, it is that drift and dither means more acrimony and anguish. My right hon. Friend is completely right, and that is indeed what we intend to do. But we also intend to try to address the substantive difficulties in the JCPOA itself—the fact that it expired, the fact that the sunset clauses are not adequate and the fact that in 2025 it is at least theoretically possible for Iran to proceed very rapidly to break out to acquire a nuclear weapon. That is a legitimate concern of President Trump, and we have to deal with it as well.

This very worrying decision by President Trump could lead to at least three cataclysmic scenarios: first, the takeover of the Iranian regime by hard-liners; secondly, the eventual development of an Iranian nuclear bomb; and thirdly, ultimately, another war in the middle east. Which scenarios does the Foreign Secretary consider to be most likely?

As the hon. Gentleman knows, Iran remains in compliance. Iran has not elected to proceed to enrichment or to break out of the agreement, and the UK will be working to ensure that remains the case.

If the hon. Lady is saying that she would like the right to approve such interventions to be once again taken back by the Executive and not necessarily to be a matter for the House of Commons, that is a very interesting point of view.

Three years ago, the YPG and the YPJ had already defended Kabone against the better-armed Daesh forces and took the fight to Raqqa and won. Why are the British Government now effectively supporting a similar brutal offensive by the Turkish army against those same Kurdish forces in Afrin province? Has it got anything to do with the recent £100 million fighter jet deal signed by Turkey and British arms exporters? Will the Foreign Secretary today call for a de-escalation zone in this part of Syria?

I must correct the way the hon. Gentleman has expressed it. The UK is not effectively supporting the Turkish incursion in Afrin. As I said to my Turkish counterpart yesterday, we have grave reservations about humanitarian suffering and the consequences for the struggle against Daesh.

As my hon. Friend knows, we are doing everything we can to make sure that that appalling possibility does not take place. That is our aim. As he will also know, much of the region—Japan and South Korea—is protected by an American guarantee. The new element in this equation is that North America could now itself be the victim of an ICBM from North Korea. That is why the situation is now so grave, and why we must make sure that we terminate this programme where it is.

I was glad to see the emphasis on diplomacy in the Secretary of State’s statement today and to hear him say in media comments yesterday that there is no easy military solution. Considering that the North Korean regime above all craves security guarantees and normalised economic and diplomatic relations, does he agree that those are the key bargaining chips that might bring the regime back to the negotiating table with other partners to de-escalate this crisis?

I am sure that my hon. Friend’s words will have broken like a thunderclap over Brussels and they will pay attention to what he has said. He makes a very valid point; the sums that I have seen that they propose to demand from this country seem to me to be extortionate, and I think that to “go whistle” is an entirely appropriate expression.

As the hon. Gentleman knows very well, we work closely under the Joint Ministerial Committee to bring in the devolved Administrations and make sure the great deal we are going to get has their endorsement and approval.
