The hon. Gentleman talks about staffing levels: the NHS now has a record number of people working in it, with 10,900 more nurses this year than there were last year and 6,000 more doctors. On ambulances, and he is right that this is absolutely critical, the crucial thing is to help the hospital staff to move patients through the system. Too often, I am afraid, it is impossible because a proportion of the patients sadly are in delayed discharge and that is making life very difficult for the ambulances as they come up to hospital. That is why it is so crucial that this Government, in addition to everything else we have done, are fixing social care and helping patients out of hospital. That is why we put in the £39 billion, which unfortunately his party voted against.

Q9. I thank the Prime Minister for all he has done to help to level up Stoke-on-Trent. The number of workless households in our city has halved over the past decade of Conservatives in government. Does he agree that the best way to level up Stoke-on-Trent is to get more people in well-skilled, better-paid employment opportunities?

My hon. Friend is absolutely right. The Leader of the Opposition knows a lot more about Stoke Newington than he knows about Stoke. [Interruption.] That is absolutely true. I am proud that we are getting young people into work up and down the country. I was at an event last night to celebrate the 163,000 kickstarters who we have helped into work. That is our ambition—to help people into good jobs. I am proud to say that I leave office with unemployment at roughly 3.8%; when Labour last left office it was at 8%. That is the difference between them and us.

As I have already said to the House, it is absolutely disgraceful, in any circumstances, to be rude to the people who help us—the staff and custodians. It is intolerable, and I will make sure that those who are guilty of it apologise or are otherwise disciplined.

Now we have had this report and the Prime Minister has repeatedly apologised, does he not agree that we should be focusing on the real issues that matter to the British public—[Interruption.]

Does the Prime Minister not agree that we should focus on the real issues that matter to the British people: the cost of living and Russia’s invasion of Ukraine? Given what happened in Durham, the only people left to apologise in this Chamber are on the Labour Front Bench.

Yes. People in glass houses should not throw stones.

One of the first things that I did when I became Prime Minister was to uprate local housing allowance so that people on social rent would be able to afford where they live more easily, as a key component of tackling the cost of living. We are also building record numbers of homes. I was very pleased to see a huge increase in the number of people able to get the homes that they need, but the hon. Member’s point about renters is also very important, and that is why we are tackling the rights of renters as well.

£56 million through the levelling up fund and £40 million through transforming cities—that is just some of the investment that we have recently secured for Stoke-on-Trent. Will my right hon. Friend agree that, after decades of neglect, this Conservative party is the only party that is levelling up opportunities in Stoke-on-Trent?

I thank my hon. Friend, who is a fantastic champion for Stoke-on-Trent. In addition to all the things that we are supporting in Stoke-on-Trent, I am delighted to say that it will become home to the Home Office as well.

It is because we have been able to run a strong economy and take our economy out of lockdown that we have been able to invest massively in the NHS, to lift spending on defence to record levels and to keep supporting our fantastic public services. That is what this Government are able to do.

I enjoy my conversations with the right hon. Lady, in spite of the insults and party political points that she directs towards the Government. I do not want to cause any further dissension on the Opposition Benches, but I think you will agree, Mr Speaker, that she has about a gigawatt more energy than the right hon. and learned Member for Holborn and St Pancras (Keir Starmer). I am just putting that out there. But it is the same old Labour: no plan and no ideas. We are getting on with delivering on the people’s priorities and taking this country forward. Growth is up, jobs are up, wages are up and productivity is up. All Labour does is play politics while we deliver.

Q5. I thank the Prime Minister and the Government for securing our fantastic Stoke-on-Trent levelling-up funding. If we are truly to level up opportunities and access to opportunities in Stoke-on-Trent, we must also improve our poor public transport, so will my right hon. Friend agree to look at the possibility of bus franchising in the Potteries?

Boris Johnson Portrait The Prime Minister
- Parliament Live - Hansard - -

As my hon. Friend knows, I am a fanatic about buses. We are putting £1.2 billion more into bus funding, and I know that Stoke-on-Trent has applied for that. I urge my hon. Friend to take up his suggestion immediately with my right hon. Friend the Secretary of State for Transport.

No, because I think that the Turing scheme is fairer and will enable students on lower incomes to have access to great courses around the world. I believe it is a highly beneficial reform of the way we do this, and it is truly global in its ambitions.

With a new station at Meir, investment in Longton station and restoration of the Stoke to Leek line, does my right hon. Friend agree that investment from this Government has the potential to reverse the Beeching cuts, restore our local railways in Stoke-on-Trent and cement our position as one of the best-connected places in the whole UK?

Boris Johnson Portrait The Prime Minister
- Hansard - -

Yes. I thank my hon. Friend; I know that he supported the bid for the reinstatement of the Stoke to Leek line. That is currently being assessed by the Department for Transport as one of the Beeching reversals, which are so popular around the country and so right, and he can expect an outcome in the summer.

Does my right hon. Friend agree that the Budget is a historic moment for levelling up our economy and ensuring that everyone has the opportunity to succeed, especially in Stoke-on-Trent?

Stoke-on-Trent is the crucible in which the future of this country will be forged, as it has been in the past. It could not have a more doughty or valiant advocate. I agree entirely with what my hon. Friend said.
