We are reforming the ministerial code. Of all the things that the hon. Lady has just said, I disagree with her most passionately about what she said about the police. I think they do an outstanding job, and I think we should allow them to get on with that job. I will await their conclusions.

I draw attention to general finding number (vii) in the report, which documents that No. 10 Downing Street has morphed from a small team supporting the Prime Minister into a self-indulgent bureaucracy all of its own. I am personally tired of reading in Sunday newspapers about officials briefing against Ministers, and about delays as things are stuck in No.10. I have spoken to Ministers who are getting frustrated by this. Call me old-fashioned, but when my right hon. Friend institutes his review, could he ensure that it is Ministers who are accountable for decisions that are taken in their name, not flunkies in No.10? Will he ensure that the reforms properly restore ministerial accountability?

I thank my hon. Friend very much; I enjoyed our joint trip to Tilbury this morning. Yes, I do think it is vital, as Sue Gray says, that we learn from this and that we strengthen Cabinet Government and the principle of ministerial responsibility.

I thank the hon. Gentleman for his thoughtful argument. As I have said, we already have Magnitsky sanctions in place on the Russian regime, sanctions in response to the seizure of Crimea and Sevastopol already in place—a wide variety of sanctions. I think what we need to do, if I may say so, is build up an instant, automatic package of western sanctions that will come in automatically in the event of a single toecap of a Russian incursion into more of Ukraine.

I welcome the robust sentiment behind my right hon. Friend’s statement. It is important that the unity that exists across this House is expressed in opposition to Putin if we are to make that a reality. My right hon. Friend mentioned Bosnia in his opening remarks, and he will be aware of the sabre rattling in Republika Srpska, encouraged by Russia. He will also be aware that there is still occupied territory in Moldova. Can he reassure me that these areas are also under discussion with the allies?

My hon. Friend makes an excellent point. The crisis around Ukraine will be replayed across the whole map of eastern Europe if we fail now, and if we do not stand up to Putin. She is entirely right in what she says about the Balkans.

No, this plan does address the problems in the care sector. In addition to the £6 billion that we have put into supporting local government with social care during the pandemic, we are putting another £0.5 billion into supporting the care workforce. I have mentioned the 700,000 training places that we are investing in. We are also trying to ensure that people who become carers—they are wonderful people; I thank the hon. Member for what she has done—get the progression and career structure that they need, and understand how valued and respected they are.

The public will welcome the certainty in my right hon. Friend’s announcement today, particularly with regard to the cap and the floor, but does he agree that it is time that we had a real and informed debate about the nature of old age, now that we are all living longer? The longer that we can live independently, the better it is for everyone’s wellbeing, and we can all make lifestyle choices to encourage that. Does he agree that we need a fair debate about new models of care and housing models to encourage exactly that discussion?

My hon. Friend is completely right. One of the things that we are bringing in today is the housing and innovation fund, to ensure that we care for people in the right settings. She is completely right that there is no point in having residential care when a domiciliary option would be better, more effective and perhaps less expensive. That is exactly the right approach. The patterns of care and way we do things will change and improve—very rapidly, I believe.

I thank the hon. Gentleman; he is absolutely right to raise this issue. If I may say so, this is an appalling state of affairs, and the House will be aware of what is happening in northern Syria. The British Government have actively deplored this, and I have spoken twice to President Erdoğan on the matter, both last weekend and this most recent weekend. I urged him to cease fire and for a standstill. Everybody in the House shares the hon. Gentleman’s feelings about the loss of civilian life. It is particularly unsettling to see some of our close allies at variance. The UK is working closely now, as he would expect, with our French and German friends to try to bring an understanding to President Erdoğan of the risks that we think this policy is running, and of course to persuade our American friends that we cannot simply turn a blind eye to what is happening in Syria. The hon. Gentleman is entirely correct in what he said.

I am grateful for Members’ comments about the tragic events that unfolded in my constituency this morning. To put 39 people into a locked metal container shows a contempt for human life that is evil. The best thing we can do in memory of those victims is to find the perpetrators and bring them to justice. Will my right hon. Friend join me in paying tribute to all those who attended the scene this morning and showed incredible leadership and professionalism? Let us remember that the scenes they witnessed will stay with them forever.

I entirely agree with what my hon. Friend and, indeed, other colleagues in the Chamber have already said. As the Leader of the Opposition said, it is hard to put ourselves in the shoes of those members of the emergency services as they were asked to open that container and expose the appalling crime that had taken place. I share my hon. Friend’s strong desire that the perpetrators of that crime—indeed, all those who engage in similar activity, because we know that this trade is going on—and all such traders in human beings should be hunted down and brought to justice.
