What we are doing for the people of Putney, and indeed the people throughout the country, is making sure that we invest now in protecting them, as I have said to the House and I have said repeatedly, not just with the increases in universal credit, the living wage and the warm home discount and cutting fuel bills, but with the £330 cut in NICs. The reason we can do that is that we have a robust economic position and strong employment. That is giving us the revenue to pay and to cushion people at this difficult time. It would not have been possible if we had listened to the Labour party during covid.

This weekend tens of thousands of Huddersfield sports fans are coming down to London. On Saturday, Huddersfield Giants are in their first rugby league challenge cup final for over a decade, and, on Sunday, it is Huddersfield Town in the championship play-off final for a place in the premier league. As well as wishing the best of luck to both Huddersfield teams, will the Prime Minister, agree with me that the best way that Labour-run Kirklees Council can honour the sporting tradition of Huddersfield is by following through with its pledge to house the new national rugby league museum in its birthplace, the George Hotel in Huddersfield, and not pull out of that deal, as it has indicated it wants to do?

Is that the Labour council pulling out of its deal? I am not surprised. All I can say is that I congratulate my hon. Friend on his campaign for a national rugby league museum and I urge him to take it up with the Arts Council or other relevant bodies.

The hon. Gentleman is right that energy-rich Scotland and the hydrocarbons that we have in this country should be used to help the British people. We should not be needlessly reliant on oil and gas from Putin’s Russia. I think that is the policy of Alba but, unfortunately, is not yet the policy of the SNP.

Q7. I am so proud to represent a vibrant Ukrainian community in Huddersfield and Colne Valley. This Friday, at the Ukrainian club in Huddersfield, they will be collecting medical supply donations to send to Ukraine and the surrounding nations. Will the Prime Minister join me in thanking all our community in West Yorkshire, who have rallied round their Ukrainian neighbours and friends, and will he continue to put the UK at the forefront of donations of not only humanitarian and medical supplies, but the military aid that is allowing the Ukrainian people to fight so bravely against Putin and his cronies?

I thank the Ukrainian community in Yorkshire for everything they are doing and, of course, Ukrainian communities up and down the country and the people of this country as a whole. I am proud that we are the biggest bilateral donor, I think, other than the United States, of aid to Ukraine. I am also proud, as I know the whole House is, of the work that is being done continuously to give the Ukrainians the tools they need to defend themselves.

I know that, as we speak here today, they will be deeply fearful for the safety and democratic freedoms of their friends and families back in Ukraine. Will the Prime Minister commit to unleashing the toughest possible sanctions on Russia and continue to support our NATO allies militarily in eastern Europe?

I have a vibrant Ukrainian community in my constituency, many of whom I met earlier this month. Will the Prime Minister reassure them of our commitment to the defence support package for Ukraine and our readiness to unleash economic sanctions on Russia, and will he stand firm for freedom and democracy alongside the Ukrainian people?

Yes, the UK has been at this for a long time now. It was an important signal, which I hope my hon. Friend will take back to his constituents, that we stuck up for Ukrainian rights of navigation when we sent HMS Defender through that route. If hon. Members remember, the Government came under pressure from people for taking what was described as a “provocative” route, but all we were doing was sticking up for the rights of freedom of navigation for the Ukrainians.

I totally support what the hon. Lady says about combating apathy. I do think that apathy is our foe now, particularly among people who think that the variant is so mild that they do not need to get vaccinated. As the hon. Member for Ealing North (James Murray) was saying, people need to get their first dose and their second dose, and they need to get their booster.

I very much welcome the Prime Minister’s announcement today, having backed his very cautious, calm and proportionate plan B measures. I would like to congratulate everybody involved in the superb vaccination roll-out. Last week, I had a telephone call with a constituent who is an ambassador for Blood Cancer UK, and he told me about the challenges still facing those who are immunosuppressed. Will the Prime Minister please ask the Health Secretary if he could update the guidance and support for those with blood cancer and other conditions, so that they can emerge from the omicron wave and covid, and live with it safely and cautiously?

My hon. Friend is completely right to draw attention to those who are living with conditions that make them particularly vulnerable. That is why it is so important that, among all the other things the Government have done, we have invested more in antivirals per head than any other country in Europe.

The hon. Lady is right to say that a just transition is vital, but that is why we are investing £12.6 billion around the world and £26 billion in this country, to help the transition to a clean, green economy, while creating 440,000 new, high-quality jobs.

I congratulate the Prime Minister and the President of COP26 on their leadership in Glasgow. Does the Prime Minister agree that we can continue to show leadership by continuing to reduce our carbon emissions, getting cars and freight off the roads and reducing the need for domestic flights? We can do that by investing in high-speed rail, investing in east-west connectivity, investing in Northern Powerhouse Rail, and investing in local rail connections such as the Huddersfield-Penistone-Sheffield line.

Yes, I passionately agree with that. GKN does an amazing job across the country, particularly in delivering some of the most difficult solutions, such as sustainable aviation. We need to ensure that we have the ecosystem of gigafactories and electric vehicle manufacturing capabilities, and all the supply chains here in Britain, but with an energy cost that allows those businesses to be competitive. That applies to steel, automotive and everybody else, and I am afraid that, at the moment, the differential between our domestic users’ electricity costs and industrial energy costs is too high, and we have to fix it.

As chair of the all-party group for woods and trees, I thank the Prime Minister and the negotiating teams for their fantastic work in tackling deforestation. I also welcome the Government’s continued commitment to the northern forest, planting 50 million trees across the north, hopefully with many of them in South Yorkshire. Will he join me in appealing to community groups and schools to get involved with the Queen’s Green Canopy project, as we all plant a tree for the jubilee?

My hon. Friend is completely right. Planting a tree for the jubilee is a wonderful thing to do; we should all be doing it. We want to plant 36,000 hectares of trees every year as part of our contribution—one of the many ways we are contributing—to the fight against climate change, and to beautify our landscape.

I would be happy to study the case, but the whole point of universal credit, which this Government introduced, is that it is helping hundreds of thousands of people into work. That is its success.

I associate myself with the comments of the Prime Minister and the Leader of the Opposition about our friend Jo Cox. Will the Prime Minister join me in congratulating rugby league legend Kevin Sinfield on his OBE in the Queen’s birthday honours? Kevin has done so much to raise awareness of motor neurone disease and support his good friend Rob Burrow. MND is a devastating disease. There is no cure, but scientists believe they are on the cusp of developing effective treatments. Will the Government please commit to investing £50 million over five years to establish a virtual MND research institute and to accelerate research?

The NHS in Kirklees has now given over 50% of people who have been vaccinated their second dose. Will the Prime Minister join me in thanking our local NHS, GPs, community pharmacies and the wonderful volunteers at my local Honley vaccination centre, who have all played a magnificent part in this superb effort, which now means that we can proceed to the next step of the road map on Monday?

The hon. Gentleman makes a really interesting point. As he knows, indoor education is opening on 8 March. Given that transmission is much less likely outdoors, I would have thought, a fortiori, that outdoor education should be able to open on the same date, but I will make sure that we get back to the hon. Gentleman if that should, for any reason, turn out not to be the case. I cannot see why it should not be the case, but we will get back to him.

As the owner of one of my local hair salons has just said, the future now looks a little brighter thanks to this road map. Will the Prime Minister join me in thanking the wonderful volunteers, GPs, pharmacies and nurses who have helped to administer thousands of vaccines in my area? Will he also ensure that the Chancellor announces in his Budget support for the wedding, hospitality and events sectors, which will have to wait just a little bit longer now before they can fully reopen safely?

The Chancellor will be setting out the support that we need to put in place for all the businesses that he mentions. I can tell the hon. Lady, who I know has campaigned hard and well on behalf of her constituent, and quite rightly, that we are working virtually round the clock to secure the release of all the dual nationals that concern us in Tehran. Without going into the details of the cases, which are, as she knows, complex, we are doing everything we can to secure what we regard as the completely unjustified detention in Tehran of Nazanin Zaghari-Ratcliffe, although, as the hon. Lady knows, she is now out on furlough, admittedly in the conditions that she describes.

With Yorkshire leading the way in the vaccine roll-out, does the Prime Minister agree that once we have vaccinated the most vulnerable, the elderly and our wonderful health and social care workers, we should then look at prioritising the vaccination of police officers, emergency service workers, carers, teachers, nursery staff and all those whose essential daily work brings them into contact with other people?

My hon. Friend is a great advocate for his constituents in Colne Valley, and I much enjoy my exchanges with him. I thank him for what he says about those groups. We must rely on what the Joint Committee on Vaccination and Immunisation has to say and the priorities that the experts have decided, but of course we want to see those groups that he mentions vaccinated as soon as possible. I am very pleased that in spite of all the difficulties in supply, last week we gave 1.5 million people their first dose, up half a million on the week before.

I welcome the Chancellor’s £4.6 billion in new lockdown grants, but can the Prime Minister please look again at more support for hospitality, pubs, breweries, the entertainment industry, tourism and weddings, as well as the self-employed and those excluded so far? Specifically, will he look at delaying the tax return deadline to help freelancers and the self-employed, and also look at extending the business rates holiday and the VAT reduction? Finally, will he look at setting up a hospitality and tourism recovery fund?

I thank my hon. Friend, and I know that our right hon. Friend the Chancellor is going to consider all measures necessary to allow the hospitality sector to bounce back just as fast as we can get it out of the restrictions that businesses currently face and get them bouncing back. That will depend, as the House has heard extensively today, on our ability to roll out this vaccine, but above all it depends on our ability to follow the rules, restrictions and guidance in these measures, and I hope very much that hon. Members will support them this afternoon.

Thank you, Madam Deputy Speaker. With a case rate of 552 per 100,000 and the sixth highest case rate in England, many people expect Kirklees to be in the highest tier when the announcement is made on Thursday. That will mean the closure of hospitality, apart from takeaways, at a time of year when many cafés, bars, pubs and restaurants try to make profits to see them through the rest of the year. Can I end this session by asking the Prime Minister one more time: please will he speak to the Chancellor again about support for the hospitality supply chain and for breweries and cider producers; will they look again at grant funding; and will they please consider once again cancelling business rates for another year to support our hospitality businesses?

If I may so, the hon. Lady raises the most important point, the one we have been circling around all afternoon. In common with much of the rest of Europe, we are seeing an autumn surge now. I believe we have the right package of measures to address it. As for how we avoid endlessly going in and out of these types of measures in the way that she describes, I think the answer lies not just in getting people to self-isolate, but in mass testing—the lateral flow tests and the loop mediated isothermal amplification, or LAMP, tests of the kind I have described, which will not only help to drive down the R by isolating the positive cases, but liberate the negative cases to go about their lives much more normally. That is the game changer we can all look forward to.

I thank the Prime Minister for answering all 99 questions before mine. My constituents have pretty much been under local restrictions since the start of August, with the impact on local businesses, wellbeing and mental health. I ask the Prime Minister to continue to ask the Chancellor to support businesses in the supply chain for the hospitality industry, such as food and drink businesses and microbreweries, and to look again at whether we can have some covid-safe outdoor exercise such as golf, tennis and exercise classes to support wellbeing and mental health.

I will look carefully at my hon. Friend’s point about microbreweries, which he has raised with me before. We can have covid-secure golf, covid-secure tennis, covid-secure whatever he likes in 28 days’ time. We just have to get through this difficult period. I apologise for it; I am sorry that the nation has to do it, but it is by far the best way forward for the country.

My Colne Valley constituency, as part of the Kirklees Council area, which is part of West Yorkshire, is going into tier 2 of the covid restrictions. Will the Prime Minister please tell me and my constituents whether we are now tied to the fortunes of West Yorkshire as a whole? Or can smaller, more localised geographical areas move out of the tiers as people make local sacrifices?

I know the whole House will want to join me in expressing our deepest sympathies to the family and friends of Sergeant Matt Ratana, who was tragically killed in Croydon on Friday. It is a reminder of the huge debt we owe to those who put their own lives at risk to keep us safe every day.

Tomorrow sees the start of Black History Month. For generations, countless people of African and Caribbean descent have been shaping our nation’s story, making a huge difference to our national and cultural life and helping to make Britain a better place to be. This is a fantastic moment to celebrate their contribution to our country.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

The events sector, which includes weddings, festivals, conferences and music events, supports nearly 1 million jobs and is worth more than £30 billion to the UK economy. It has been devastated by covid: revenue is down 90% since last year. Will the Prime Minister look at financial support, focusing on grants and not just loans, especially for freelancers, including musicians and performers? Will the Government support proactive, covid-secure testing events to boost confidence and start to allow the events industry to support itself?

My hon. Friend is absolutely right to champion the sector in the way that he does. The £1.57 billion culture recovery fund is clearly intended to support the organisations and freelancers he mentions. The vision he lays out, in which people can be tested before they go to events, is absolutely right, and I hope that when that day comes, the public will show their support for this vital sector by visiting theatres as they reopen.

My constituency, as part of Kirklees, goes back into local restrictions today, and we have just heard about the new measures that could last up to six months, taking us through the busy Christmas period. Will the Prime Minister ask the Chancellor if he will now lay out a financial support package for hospitality, including the likes of the wedding industry, marquee companies, small breweries, freelance musicians and performers, event venues and many more, whose livelihoods will be impacted by the measures he has announced today?

The sectors that my hon. Friend refers to have in many respects already been provided for and supported, but clearly there will be further demands. I know that my right hon. Friend the Chancellor will be applying his imagination and creativity to helping those sectors in the months ahead, but the best thing for them is to get back to life as close to normal as possible by getting this virus down. That is the point of the package of measures that we are announcing today.

I do not wish to accuse the hon. Gentleman of failing to listen to what I have been saying over the past few days, but in addition to the £120 billion of support that we have put into the economy, we have to recognise that people now are, as he says, worried about their jobs. That is why we have a plan to build, build, build with a £600 billion programme of investment and to deliver jobs, jobs, jobs. For sectors across the country where we need to keep young people in particular in employment we have offered, as he knows, an opportunity guarantee so that they will have either an apprenticeship, an in-work placement or the opportunity for training.

The pubs are reopening, but we still will not be able to go to the Marsden jazz festival, the Slaithwaite Philharmonic, the Holmfirth Picturedrome, the Lawrence Batley theatre or even a Honley male voice choir concert. Will the Prime Minister, in an effort to support the thousands of musicians, actors and dancers across the country who are struggling, look at replenishing the Arts Council funds that have been redirected to the emergency covid response so that we can have vibrant creative industries coming out of this crisis?

The House is speaking with pretty much one voice this afternoon. I totally share people’s sense of urgency about wanting to get our wonderful creative culture and theatrical sector open as fast as we can, but the House will also remember that what we are trying to do now involves striking a balance. It is very important, as we open up the economy, that we do not go too far and risk a second spike and further outbreaks. People can see what is happening in Leicester, for instance. We need to be very careful that we do this in a prudent way. As we open the theatres, which we will, we want to make sure that we can do it in a covid-compliant and covid-secure way, and I am sure that is what the House would want.

Does the Prime Minister agree with me that we now have a wonderful opportunity to win hearts and minds on High Speed North by getting thousands of SMEs involved in procurement and tens of thousands of young apprentices trained up, and the Huddersfield University Institute of Railway Research doing innovation and, most importantly of all, fully integrating it with Northern Powerhouse Rail, linking the northern cities and my local town of Huddersfield?

My hon. Friend speaks eloquently and passionately for Huddersfield, which is among the many towns and cities that will benefit from HS2.
