Nobody wants a trade war, nor is there any need for one. I am afraid the right hon. Gentleman is underestimating what this country is currently achieving—not just the Moderna investment, but record venture capital investment in this country, which has now overtaken China as a venue for venture capital investment, to say nothing of what we are getting in tech, and of course the benefits of that are being felt throughout the whole of the United Kingdom.

Q5. I very much support the Government’s work to level up all parts of the United Kingdom, including Scotland and my constituency in the Scottish Borders. For the Scottish Borders, improved transport connectivity is the key to levelling up, so will the Prime Minister reconfirm his Government’s support for improvements to the cross-border A1 road and the feasibility study to extend the Borders railway to Hawick and Newcastleton and on to Carlisle?

I thank my hon. Friend for an excellent piece of lobbying. Certainly, the Department for Transport is working with Transport Scotland on the possible extension of the Borders railway to Carlisle. On the A1, a decision is to be made later this year.

I knew it would n0t be long—there they are! There are a couple of reasons. First of all, senior members of the hon. Member’s party said that it was a “once in a generation” event in 2014. I think that that point of view is shared across the House, and quite rightly. The other reason, which is absolutely plain to people in this country, is that we are all trying to build back better and get out of a pandemic. That is the priority for the British people—it is the priority for the whole country —and I think people are, frankly, amazed to hear the Scottish nationalist party still, in these circumstances, banging on about their constitutional obsessions.

Scottish rugby legend Doddie Weir lives in my constituency and has been diagnosed with motor neurone disease. Doddie’s foundation, the My Name’5 Doddie Foundation, is campaigning alongside the research community, patients, MND Scotland and the MND Association for the Government to invest £50 million over five years to establish a virtual MND research institute. I understand that positive discussions have already taken place with the Health Secretary, but it is important to ensure that other priorities such as this are not lost in the pandemic. Will the Prime Minister commit the Government to supporting this initiative, so that we can work towards finding a cure for this devastating disease?

I thank my hon. Friend very much for raising this important question and for championing research into motor neurone disease, and I thank him also for raising the excellent work of the My Name’5 Doddie Foundation. We have spent £54 million in the last five years towards this cause, and we are looking at ways significantly to boost the research that we are supporting.

The hon. Gentleman is right to raise the issue of food poverty and of poverty generally. That is why, in answer to the previous question from the hon. Member for Newcastle upon Tyne Central (Chi Onwurah), I made the point that we have actually been successful, as we have been championing work and employment, in getting large numbers of families out of poverty. That is what we are going to do. As he knows, we are putting up £170 million to support local councils throughout the winter, so that no child goes hungry this Christmas or over the winter season through any inattention of this Government. I am grateful to him for raising the issue with me.

As the Prime Minister will know, the Scottish cashmere and whisky industries are being hammered by the tariffs imposed by the United States as a result of the trade dispute with the European Union. Those tariffs are now doing serious harm to such iconic Scottish products, costing us jobs in the Scottish borders. Will the Prime Minister reassure me that the Government are doing everything they possibly can to find a resolution to the dispute?

My hon. Friend is entirely right to raise that issue. It continues to be a cause of grave concern, and I raise it repeatedly with our American friends. I am working with my right hon. Friend the Secretary of State for International Trade to reach a negotiated solution as fast as we possibly can.

I will be calling on local representatives such as the hon. Gentleman to show some guts and determination, and to champion their communities as venues for people to return to and support. He can do that with confidence because, as I say, we are introducing a sensible package of measures that allows businesses gradually to reopen while ensuring social distancing. It is that mixture—plus the NHS test and trace scheme—that allows us to go forward; that is the formula that I believe works. As for the issue of putting names behind the bar or registering in restaurants, I do think that that is something that people get. As far as possible, we want people to do that and businesses to comply with it. We believe that it will be very important for our ability to track back and stop outbreaks happening. The hon. Gentleman should encourage all businesses in his constituency to take the names of customers.

I very much welcome the statement from the Prime Minister, but he will be aware that my constituents will not get the benefit of the measures announced today, as the First Minister of Scotland is delaying Scotland’s release from lockdown. Does the Prime Minister agree that the First Minister should share the evidence to justify why Scotland has taken a different approach from the rest of the United Kingdom?

I am grateful to my hon. Friend, who has his finger on the pulse. I was earlier informed that the First Minister of Scotland was about to make a statement uncannily similar to the one that I have just made, as she has done several times before, but I may be misinformed about that. It remains none the less the case that the similarities between our approaches greatly outweigh the differences.

May I first of all wish a very happy birthday to Danny? I can reassure the hon. Lady that I believe that under this Government—under this Conservative Government—he will have the best possible chance not only of having the funding for his school that he needs, because we are investing in every primary and every secondary school in the country, but of having, as I say, the £14 billion to level up funding both in primary and in secondary schools. I believe that Danny will have a better chance of a great job under this Government—and look at what we have achieved already: record employment under this Government—and a better chance of being able to find, eventually, his own home. So Danny has a great future under this Government, and I hope she will reassure him on that point.

Q9. In Scotland, Nicola Sturgeon and the SNP are letting down our wonderful NHS staff and the patients they look after. Waiting time targets have been missed, capital investment has been slashed and there is a £1 billion maintenance backlog. Does the Prime Minister agree with me that, rather than obsessing about independence referendums, Nicola Sturgeon should end her neglect of Scotland’s NHS?

I congratulate my hon. Friend on everything that he does for his constituency of Berwickshire, and he is absolutely right. As I said earlier, that is why SNP Members rant, to use their own word, so incessantly about independence—because they wish to distract or to dead-cat, as the saying goes, from the lamentable failures of the SNP Government. He is entirely right that, if this goes on, I think the SNP will forfeit all right to manage the NHS in Scotland.

I talked last night to both UN Special Representative Martin Griffiths and the Emirati Deputy Foreign Minister, Anwar Gargash. We are urging the coalition parties to engage in a political process as fast as possible. We believe there is scope for a political process, and we have made that point consistently over the past few months.

T2. In recent months, Gaza-based terrorists have not only renewed the firing of rockets into Israel, but adopted a new tactic of dispatching airborne fire-bombs, and even explosives, across the border using kites. Although that may sound crude, it poses a real risk to life and has caused extensive fire damage to agricultural fields in Israel. Will the Minister therefore join me in condemning those actions?
