That is why it is so important to keep schools open and why it was so important to take the balanced and proportionate approach that we have. It is very important to ensure that schools are safe and I thank parents and teachers for everything that they are doing, but the right hon. Gentleman is wrong in what he says about catch-up. We are investing massively in catch-up. We have a £5 billion programme of investment in catch-up. We are innovating the whole time, particularly with investment in one-to-one tuition, or one-to-two-or-three tuition, for kids who need it. That is a huge development, which is of massive benefit to pupils up and down the country.

I thank the Prime Minister for his statement today. I also thank people such as Dr Tim Cooper in my constituency who took up the Prime Minister’s challenge and enabled absolutely every eligible person in my constituency to have their boosters over the Christmas period, with walk-in clinics continuing until Sunday of this week. Can the Prime Minister take care to remember some younger residents in particular who have had covid and have had to wait for their booster through no fault of their own? Can the situation of those individuals be taken into account if any new measures are considered, or, indeed, can he can think of ways that we could perhaps ease the restrictions on their access to boosters?

My right hon. Friend makes a very important point; it is a fundamental point about fairness. It was raised with me last night at the press conference by one of the public questioners. It would not be fair to insist on boosters as meaning that someone has been fully vaccinated until young people in particular have had a chance to get boosted.

Yes, it does. That is why it is absolutely vital that we should get to the bottom of whatever may or may not have taken place on 18 December last year, but we need to focus on what is happening this year. I urge the hon. Gentleman’s constituent and everybody else to get their booster jab and to look after themselves.

At the moment, indecent exposure or flashing is illegal offline but not online. I welcome the Prime Minister’s support for that to change when he spoke to the Liaison Committee in November. Will he support outlawing cyber-flashing and other forms of sexual image abuse online when the forthcoming Online Safety Bill comes to the House?

Boris Johnson Portrait The Prime Minister
- Parliament Live - Hansard - -

My right hon. Friend is right to draw attention to the phenomenon of cyber-flashing. It is one of the issues being addressed by my right hon. Friend the Home Secretary in the online harms Bill.

I thank the hon. Gentleman very much for his question. As he knows, we have removed VAT from all PPE, including VAT on face masks that, as everybody knows, can protect from infection. That removed the burden of VAT in care homes, NHS trusts and for key workers. For home-made face masks, those that meet the Public Health England guidance will be covered, and will continue to be covered, by the zero rate, but I am happy to ask the relevant Minister to write to him to clarify the entire position.

Friday is the first anniversary of my right hon. Friend becoming Prime Minister and, over the last 12 months, his focus on record funding for the NHS, boosted funding for every schoolchild in England and great progress on recruiting more police officers has all enabled us to start to address some of the ingrained regional inequalities in our country. Can my right hon. Friend ensure that levelling up remains central to his vision for our country for every single year of his premiership?

Boris Johnson Portrait The Prime Minister
- Hansard - -

I thank my right hon. Friend, and I can absolutely give her that guarantee. In the current circumstances, now is the time to double down on levelling up and that is what we are going to do. That is why we are rolling out a colossal programme of investment in infrastructure, massive investments in our public services and fantastic new technology, because that is the way to give every part of our country the opportunity to realise its potential.

Yes indeed. I think the scheme provides a fair, balanced and proportionate way of helping all those who have suffered most during the troubles. It is very important that Sinn Féin, along with all other parties, allow the scheme to go forward as soon as possible.

Many peaceful protests have been held across the country against racism following the appalling events in the US, including in my own constituency yesterday. Can I commend my right hon. Friend the Prime Minister for recognising the significance of these events? As well as scrutinising the health impact of c-19 on ethnic minority groups, can he look again, using the Race Disparity Audit, for any persistent and systemic racism in all Government Departments—from the treatment of BAME people in the judicial system through to how we teach children about these issues in our education system?

I thank my right hon. Friend. I completely agree with the need for all political leaders to promote these issues—to recognise how important they are in people’s hearts. I am very proud of what I did as Mayor to encourage the promotion of young BAME officers in our Metropolitan police; we had a system to move them up. I want to see that kind of activity across the government of this country. It is the right way forward for the UK.

The hon. Gentleman raises an important point. We have doubled the scheme and will ensure that not only the Scottish agriculture sector, but the agriculture sector of the entire country has access to the seasonal workforce it needs. That is why we are introducing a points-based immigration system that will enable this country to get the skills that it requires.

Child sexual abuse is not a thing of the past in this country. Over 4,000 offences of online child abuse were recorded by the police last year. Organisations such as Facebook and Instagram find it easy to analyse our online shopping habits but less easy to keep children safe. Can my right hon. Friend say how the Government will continue to make it their priority to protect children from sexual abuse online?

Boris Johnson Portrait The Prime Minister
- Hansard - -

My right hon. Friend raises a subject of massive interest to the House and to the whole country, and we are indeed very concerned about what is happening online. The Cabinet discussed it yesterday, and the online harms White Paper sets out our plans to make companies more responsible. We will be taking further action in the near future to stamp out this vice.

I think that distinguished former Prime Minister’s commitment was—and it was universally agreed—that the event in 2014 was a once-in-a-generation referendum, and that is the way it should be.

My right hon. Friend will know that under the Conservatives, record numbers of women are in work in this country. If we are to be successful post Brexit, we will have to make sure that we continue that. Will he join me in helping those 50,000 women a year who feel that they have no option but to leave their job because of pregnancy discrimination? Will he help me to enforce the law, so that more of those women can be productive members of society?

Boris Johnson Portrait The Prime Minister

I thank my right hon. Friend for everything that she has done to promote working women and equalities of all kinds. I will certainly look at what we can do to alleviate the difficulties that pregnant women, in particular, face, and we will get on with that.

I am afraid that the hon. Gentleman is absolutely right. I noted the decision of NatWest bank to withdraw support for RT. That was a wholly independently taken decision, I wish to assure the House, in spite of what we may have heard this morning from Moscow. One of the things we are doing to promote free and fair information in Russia is, of course, to support the BBC World Service.

Oleg Sentsov is a Ukrainian film maker imprisoned for 20 years in Russia for his pro-Ukrainian views. Will the Government send a strong message to the Russian Government condemning Sentsov’s imprisonment and demanding his immediate release?

Boris Johnson Portrait Boris Johnson

We are indeed concerned by the number of Ukrainian nationals who have voiced their opposition to what has happened—the illegal annexation of Crimea—and who face lengthy jail sentences, including Mr Sentsov and Mr Oleksandr Kolchenko. We are appealing to the Russian authorities to release them immediately.
