This is the country that secured furlough and that delivered the vaccine across the whole of the UK, while the SNP gets on with overtaxing to the tune of £900 million—that is how much they are overtaxing in Scotland. And we had a referendum in 2014.

I know that my right hon. Friend is aware of the importance of the seafood processing industry to the Grimsby-Cleethorpes area. However, there is one cloud on the horizon: the recently imposed 35% tariff on white fish, which is causing industry leaders considerable concern even though they recognise the importance of maintaining sanctions on Russia. Will my right hon. Friend arrange meetings with me and my hon. Friend the Member for Great Grimsby (Lia Nici) with the appropriate Ministers, so we can discuss measures to mitigate the impact on the industry?

Boris Johnson Portrait The Prime Minister
- Hansard - -

I will make sure that my hon. Friend gets a meeting as soon as possible with the relevant Minister, but it is very important that we encourage our great fish and chip shops in Grimsby, Cleethorpes and elsewhere to make sure they are not just using Russian fish for their fish and chips.

This country has already shown unbelievable leadership in powering beyond coal, and the countries of the world can see that.

Martin Vickers Portrait Martin Vickers (Cleethorpes) (Con)

As my right hon. Friend is aware, northern Lincolnshire and the Humber are major centres of our renewable energy sector and can play a major part in spearheading our achievement of the COP26 targets. Will he reaffirm the Government’s support for developing the industry, not just in northern Lincolnshire but elsewhere, which would have the added benefit of levelling up many of our industrial areas?

Boris Johnson Portrait The Prime Minister
- Parliament Live - Hansard - -

Yes. I congratulate my hon. Friend on what he is doing to support low-carbon industries across the north-east. That has immense potential throughout the country—he is quite right.

All our donations are registered in the normal way. I would just remind the hon. Lady that the Labour party’s paymasters, the GMB, think that Labour’s policies mean that no families would be able to take more than one flight every five years and that they would have their cars confiscated.

This week is UK Wind Week, and later this afternoon I will be welcoming some young people from my constituency who see their futures in the renewable energy sector that has done so much to level up the Grimsby, Cleethorpes and north-east Lincolnshire area. Will the Prime Minister give an assurance that the Government will continue to invest in the skills and development of our young people in order to benefit the renewable energy sector?

Boris Johnson Portrait The Prime Minister
- Parliament Live - Hansard - -

Yes, and I think the whole House should be proud of the fact that the UK still produces more offshore wind—[Interruption.] Not hot air, but energy for the people of this country. It is clean, green energy produced off Cleethorpes in the North sea, and we are going to be massively increasing the volume of that output.

I am so sorry to hear about the hon. Member’s own loss. I assure her that, of course, I cannot imagine that there will be any chair of the inquiry or any terms of reference that we could devise that would not include looking back at the state of preparedness before covid struck this country.

Cleethorpes, like other resorts, is heavily reliant on the coach industry to bring tourists into the resort. Although the support for the industry has been very welcome, there have been one or two anomalies. Some coach operators in my constituency and elsewhere have been designated as tourism operators rather than coach operators, which meant that they did not qualify for some of the financial support. Will my right hon. Friend look again at this issue and perhaps arrange for me and representatives from the industry in my constituency to meet the Transport Secretary so that we can see whether any additional help is available?

Boris Johnson Portrait The Prime Minister
- Parliament Live - Hansard - -

As ever, my hon. Friend makes what sounds like an excellent point about coach operators and tourism operators. I will make sure that he sees the relevant Transport Minister as soon as possible.

The purpose of this road map is to be cautious but irreversible, and if I take it from what the hon. Gentleman has just said that he supports the road map, then I am glad to have his support.

I fully support my right hon. Friend’s cautious approach. However, he will know that coastal resorts have been particularly badly hit, as they rely to a considerable extent on the hospitality sector. That said, northern Lincolnshire and the Humber can play a major part in the post-pandemic economic recovery. Will the Prime Minister give an assurance that the Government will continue to support established and new businesses in the area?

Boris Johnson Portrait The Prime Minister
- Hansard - -

Yes, indeed. We will ensure that we support businesses throughout the pandemic. I am absolutely certain that the hospitality industry in Cleethorpes and the surrounding area will bounce back very strongly indeed.

I must reject what the hon. Member said about relaxing the lockdown. We are not ending the lockdown. We have to be very clear with people that the measures remain in place. We are saying that they should look at the precise guidance that was given, which is that, if they must go to work—if their job means they must go to work—they should be actively encouraged to go to work, and we are setting out steps to allow them to do so. The other important change we are making this week relates to people’s ability to exercise. In the next two steps, on 1 June and the beginning of July, we will be governed entirely by the science, and we will continue to work with Opposition parties and across all four nations as we go forward.

Martin Vickers Portrait Martin Vickers (Cleethorpes) (Con) [V]

I fully support the cautious approach outlined by my right hon. Friend. He will be aware that many small businesses, such as guest houses, bars and restaurants, in Cleethorpes and other seaside resorts face considerable problems and will need continuing support. What assurance can he give that that will be forthcoming?

Boris Johnson Portrait The Prime Minister
- Hansard - -

As somebody who, on at least a couple of occasions, has enjoyed the wonderful hospitality sector in my hon. Friend’s constituency, I know how important and how vibrant it is. I remind him of what has been achieved so far to support the hospitality sector, with the coronavirus job retention scheme and the furloughing scheme, which has been very important. The bounce-back loans have so far paid out £5 billion already. I do not want to anticipate what my right hon. Friend the Chancellor will say about the furloughing scheme, but the House should expect, as I have said several times, more very shortly.

I must ask the hon. Gentleman to wait and contain his impatience until the Budget, when he will learn more about the national infrastructure plan.

I support the Prime Minister’s decision yesterday to go ahead with HS2, although I have to tell him there is little enthusiasm among my constituents because it does nothing to improve connectivity to Cleethorpes. To build up enthusiasm among the people of Cleethorpes, may I urge him: to instruct London North Eastern Railway to reintroduce the direct train service from Cleethorpes through to King’s Cross; to make the Gainsborough-Brigg-Cleethorpes service, which at present runs one day a week, into a seven-day service; to manufacture the rails at Scunthorpe; and, of course, to reopen Suggitts Lane level crossing?

Boris Johnson Portrait The Prime Minister

The voice of Cleethorpes has been heard, and my hon. Friend makes a vivid and compelling case. As I stood up to answer, the Chancellor whispered in my ear that we will certainly be looking at it in the infrastructure review.

Q6. What plans he has to (a) encourage investment in and (b) improve the transport infrastructure of northern Lincolnshire.

Boris Johnson Portrait The Prime Minister
- Hansard - -

We will invest in infrastructure in every corner of the UK, including spending £13 billion on transport in the north of the country.

Martin Vickers Portrait Martin Vickers
- Hansard - - - Excerpts

I thank my right hon. Friend for his reply. Three things that would encourage investment in northern Lincolnshire and boost the local economy are free port status for the Humber ports, improved access to those ports by upgrading the A15 between Lincoln and the A180, and improved east-west rail freight connections. Will my right hon. Friend confirm his support for those proposals?

Boris Johnson Portrait The Prime Minister
- Hansard - -

I can indeed confirm support for those proposals. I well remember meeting my hon. Friend and his constituents in a corridor in Portcullis House, and they raised with me the issue of the railway crossing at Suggitt’s Lane. I assure my hon. Friend that Suggitt’s Lane is never far from my thoughts and that, in addition to the other pledges I have made today, I have undertakings from the Department for Transport that it will seek to find a solution and a safe means for pedestrians to cross that railway line.

I quite agree with the hon. Gentleman; he is absolutely right. One of the reasons I wanted to have a Queen’s Speech was so that we could bring back the domestic violence Bill.

May I draw the Prime Minister’s attention to an email I received from Port Equipment Engineering Ltd, which is based at Immingham in my constituency? It said:

“The people voted to leave and this has to be respected. Pushing it back further would certainly cause damage to the local area. Please represent us in Parliament and speak of the massive impact this is having and how it will escalate quickly with further problems.”

I urge the Prime Minister to stick to his guns and deliver on 31 October. The port of Immingham is ready and waiting, and will hopefully get free port status after we leave.

Boris Johnson Portrait The Prime Minister

I thought that was coming, Mr Speaker. I am certainly grateful for my hon. Friend’s support for my ambition to get Brexit done by 31 October. Apart from anything else, it will not only help to take the sting out of the current conversation and calm everybody down, but deliver the business certainty and confidence that people have been crying out for around the whole United Kingdom.

I completely agree. One of the interesting phenomena of the global reaction to the new US President is how much it is at variance with some of the commentary I have heard from the Opposition Benches this morning. When I go around the world, I find that many people in foreign ministries and other Governments are hopeful that they will see American leadership again where it has been lacking. They are particularly encouraged by the role of the United Kingdom in helping to transmit and improve American policy.

Last week I led a delegation to Kosovo, and I can tell my right hon. Friend that the President, the Prime Minister and others that we met there greatly appreciated his visit. May I invite him to reaffirm our continued support for Kosovo and to take part in any future initiatives to help it?

Boris Johnson Portrait Boris Johnson
- Hansard - -

Yes, I certainly shall. I much enjoyed my time in Kosovo. All those on the Labour Benches who have sprung to the defence of their former Prime Minister today should know that he is memorialised, at least in Kosovo, in that no fewer than eight 16-year-olds there have been christened Tony Blair.

I can tell the right hon. Gentleman that the Foreign Office is in regular contact with the Iranian Government at all levels. The matter has been raised by the Prime Minister with President Rouhani, and by me with Foreign Minister Zarif. My hon. Friend the Member for Bournemouth East (Mr Ellwood) has only recently had meetings on that very subject. The matter is of the utmost priority for this Government, and we are doing our level best to resolve it.

Talks on the future of Cyprus have broken down without agreement. As one of the guarantor powers, can the Minister advise what the Government will do to try to influence the situation and to enable the talks to continue?
