The hon. Lady is absolutely right to draw attention to the problems that veterans of conflicts have experienced, particularly the health and mental health problems. Last year we put another £16 million into veterans’ health—mental health, in particular—and this year the number has gone up to £17 million. We also want to make sure that we are clear with people signing up for our armed forces that we will respect their service throughout their lives. That is why we instituted the railcard for veterans and the national insurance holiday for employers who take on veterans, we prioritise veterans for social housing, we have set up lotteries for veterans, and we have a Minister for veterans in the form of my hon. Friend the Member for Aldershot (Leo Docherty).

I join the Prime Minister in paying tribute to the armed forces who have served in Afghanistan. On behalf of my constituents in Wealden, I also pay respect to the 457 lives lost.

I know that the Prime Minister is very dedicated to supporting women and girls. I was in Afghanistan post 9/11, and women and girls are telling me now that under the Taliban, regardless of any peace settlement, they are lambs to the slaughter—schools and clinics will be closed. I believe that President Biden is due to make an announcement and provide safe passage to 2,000 vulnerable women, but with those women leaving I would argue that that will leave a further vacuum of women who are able to carry out education and any medical treatment, which will mean more female lives lost in Afghanistan. What support are we going to give the embassy when the Taliban arrive in Kabul? With the growth of the Taliban and, in their wings, Daesh, there will also be an export of violent extremism, so what strategies are in place to protect our children here who may be brainwashed by violent extremism?

I would not like to accuse the hon. Gentleman, whom I admire greatly, of having missed my opening statement, but of course it will be a full public independent inquiry under the terms of the 2005 Act, and of course it is right that the bereaved, along with many other groups, should be consulted about the terms of reference.

I welcome the Prime Minister’s statement, and especially that the inquiry will be independent. Without wishing to prejudge the inquiry, I am anxious about institutions such as Public Health England and how they responded early on to key workers. I hope the inquiry will also congratulate the fantastic doctors, nurses and volunteers who helped roll out over 1.5 million vaccines in Sussex; I am incredibly grateful to all the staff in Uckfield, Crowborough and Hailsham.

The Prime Minister can do two things immediately for the care homes in my constituency. First, those who want to reside in a care home currently have to spend 14 days isolated in their room. Will the Prime Minister look again at that isolation period because it impacts so greatly on the physical and mental health of residents? Secondly, the care homes have taken such a big hit, so can we consider putting in place a short financial package to support them so they can support our loved ones throughout this period?

My hon. Friend is totally right to raise the work of care homes, and we have put in repeated investments; I think another £1 billion went into supporting care homes throughout the pandemic. She is also right to raise the very painful questions of visiting and the ability of care home residents to leave their care home safely, and in that we have to balance the risks to them as well. We tried to increase the number of visitors they can have, and we hope very soon that greater freedoms will be possible.

That is exactly why we put in temporary and technical measures to allow free trade to continue across the whole of the UK. It is very important for those who object to the measures that we have taken that the protocol should uphold the principle of east-west trade, as well as north-south trade, and that is exactly what we are trying to do.

In Sussex, by the end of this week we will have delivered 1 million covid jabs. Will my right hon. Friend join me in paying tribute to the local vaccine heroes and, in particular, to Adam Doyle and his leadership in Hailsham, to Charlotte Luck in Uckfield, and to Dr Susie Padgham in Crowborough? Does the Prime Minister agree that the UK’s success is built on the confidence that people have in the fantastic vaccine technology and that should, and when, our constituents be contacted to have a vaccination, they should definitely take up the first available appointment?

I can certainly join my hon. Friend in paying tribute to Adam Doyle, Charlotte Luck and Dr Susie Padgham for all their efforts, and my hon. Friend is completely right in what she says about the foundations of the UK’s vaccine success. I had my jab on Friday. I do not know whether you have had yours, Mr Speaker. [Interruption.] You certainly have. I know that the right hon. and learned Member for Holborn and St Pancras (Keir Starmer) has had his. I encourage everybody to get it.

The UK Internal Market Bill, which has cross-party support, is a vital part of the armature—the skeletal structure—of the whole UK economy as we leave the European Union, and it ensures that goods and services placed on the market are available throughout the UK on the same terms. It is vital for our country and the hon. Gentleman should support it.

With the UK terror threat level now at severe following the horrific attacks in Paris and Vienna by cowardly Islamic State terrorists, the whole House joins the Prime Minister in heartfelt solidarity with our French and Austrian allies. Does he agree that here in the UK we must redouble our support for anti-extremism programmes such as Prevent, and does he share my concerns about UK-based TV channels such as the Islam Channel, which just this week was fined by Ofcom for giving airtime to extremist preachers who justify antisemitism, wife beating and female genital mutilation?

I was proud as Mayor of London to change the London plan to ensure that we went for Parker Morris plus 10% for our space standards. We will ensure that we not only build back better and more beautifully, but that we give people the space they need to live and grow in the homes that we will build.

As the Prime Minister takes a well-earned staycation, does he mind if I suggest some holiday reading? “How Innovation Works” by Matt Ridley will give new ideas for how we can recover from covid. “The Happiness of Blond People” by my dear friend Elif Shafak is about our stories of immigration and the fragility of belonging. Finally, as the MP for the Hundred Acre Wood, may I suggest that it is never too early to read “Winnie-the-Pooh” to Wilfred? As Pooh says:“You are braver than you believe, stronger than you seem, and smarter than you think.”That is sage advice, from Wealden, to children everywhere.

I am happy to point out to m’learned friend that actually, there are 100,000 fewer children in absolute poverty and 500,000 fewer children falling below thresholds of low income and material deprivation. This Government, as he knows, are massively increasing universal credit with £7 billion more to help the poorest and neediest families in our country. We are getting on with it. We are taking the tough decisions. He still cannot make up his mind.

Talking about child poverty, the single biggest determinant of a child’s success is whether he or she goes to school. The right hon. and learned Gentleman still will not say whether children should go. I think it is absolutely infamous for him to come to the House one day and say he supports the programme and then, the next day, not to confirm that he wants kids to go to school now.

Seafarers, global key workers, have given us goods from food to medicine during covid, but that is now under threat. Some 400,000 mariners are stuck on board their ships due to the failure of countries to agree crew changes. The United Kingdom is the world’s leading maritime nation, and we are home to the International Maritime Organisation, which gives us a unique responsibility. Will my right hon. Friend the Prime Minister agree to meet the Chamber of Shipping to marshal the global community to help to get our seafarers home and ensure that free trade continues to flow?

I loathe bullying, but I am not taking any lessons from a party that has presided over systematic bullying and discrimination against those who stick up for the Jewish community and for Israel in this country, and we still have yet to hear a proper apology from the Labour party or from the Labour leadership for what they have done.

The Taliban have resumed their attacks in Afghanistan, and today the US has undertaken defensive airstrikes, undermining the fragile peace deal, which will mean the release of thousands of prisoners and the continued export of opium to fund extremism. Does my right hon. Friend share my concern that no peace deal can bypass the Afghan Government, and will he give me his assurances that we will stand shoulder to shoulder with Afghan women, many of whom have already lost their lives just fighting for dignity under Taliban rule?

We of course stand shoulder to shoulder with the Government of Ashraf Ghani, and my hon. Friend is right, by the way, in what she says about women in Afghanistan. It is one of the great achievements of this country, despite all the sacrifices that we experienced in the operations in Helmand, that millions of women in Afghanistan were helped into education, thanks to the interventions of this country, and we can be very proud of what we did.

Violence in Iran has escalated. Does the Foreign Secretary share my concern about the reports that 450 Iranians may have been arrested for taking to the streets against a regime that brutalises women and oppresses religious minorities?

As I said earlier, I have made it absolutely clear to the Iranian authorities that we believe in and support the right of the people of Iran to demonstrate peacefully in accordance with the law. I will continue to make that point to my Iranian counterparts later this week.

It pains me to give any kind of negative answer to the hon. Lady, but I must tell her that my diary is very busy. I have had many meetings on the crisis in Rakhine and the Rohingya, and I am not at this stage able to consecrate the time that she wants from me. May I invite her to write to me and I will do my best to help her?

The reason the UK is one of the biggest donors to Bangladesh and to the solution of the crisis in Rakhine is that Burma, one day, will have a great future and we—our country—will be part of that future. When our soldiers and development experts are deployed in northern Nigeria—I have seen for myself the great work that they do—to help defeat the barbaric terrorists of Boko Haram, they are also helping to bring stability to a country rich in natural resources that will, by the middle of the century, have more people than the United States. When we strive to get girls into school in Pakistan, to unite the world behind Ghassan Salamé’s plan for a peaceful Libya, to improve the resilience of Bangladesh to flooding, to help Kenya to beat corruption, or to help tackle the problems of Somalia—all areas in which the UK, global Britain, is in the lead—we are doing the right thing for the world, but we are also investing in countries with huge potential, filled with the consumers of the future.

Our exports rely on shipping lanes and clear international rules enforced with rigour and fairness. We will not be so foolhardy as the Leader of the Opposition, who apparently believes that all this can be taken for granted and left to the good will of foreign powers.

I am concerned that the Foreign Secretary might be moving on from the aid budget without mentioning a very good project that we are involved in—a finance initiative for women entrepreneurs that is helping women in the developing world to set up businesses, not only providing security and stability but enabling them in future to become trading partners with us.

I am delighted that my hon. Friend has made that valuable point. The emphasis that she places on women’s commercial potential and ability to drive the economy is absolutely right, and it is one of the reasons why all UK overseas effort is focused, above all, on the education of women and girls. I believe that that is the universal spanner that unlocks many of our problems.

We believe that the international rules-based system, on which our safety and prosperity depends, must be defended and upheld. To that end, my right hon. Friend the Chancellor has ensured that Britain has the biggest defence and overseas aid budgets in Europe. The Foreign Office, the Ministry of Defence, DFID and our intelligence services will have a combined budget of £51.2 billion this year, allowing Britain to devote more resources than any other European country to safeguarding our interests and projecting our influence worldwide.

Today, the UK accounts for 13% of the EU’s population but 16% of its GDP, 21% of its defence spending and 25% of its spending on development aid. None of that will be lost to our European friends after we leave the EU, because, as the Prime Minister has said, our commitment to the defence and security of Europe was unconditional and immovable long before we joined the EU, and it will remain equally resolute after we leave.

I agree very much with the hon. Lady that, unless the refugees are allowed to return, this crisis —this purge—will indeed satisfy the definition of ethnic cleansing. As for genocide, I am afraid we have recently received evidence of a very troubling kind, and we will make sure that such testimony of what has been taking place is collated and used so that the proper judicial authorities can determine whether it answers to the definition of genocide. As she will know, genocide is a strict legal term, and we hesitate to deploy it without a proper judicial decision.

The Burmese military have produced an absurd report claiming that not a single innocent life has been lost and that they have not been involved in any violence against the Rohingya. Does my right hon. Friend agree that no whitewash report will cover up all the mounting evidence of the atrocities carried out against the Rohingya?

I absolutely agree with my hon. Friend that it is vital that the Burmese Government acknowledge the scale of what is happening and the horror with which events are being greeted around the world. For many years, the world has looked to Aung San Suu Kyi as a great moral leader. We still salute her for her struggle for democracy in the face of the generals, but it is vital now that she stands up to condemn what is happening and brings the nation together. I am sorry to say that so far the Burmese Government have failed to do that.

I really think that I have already made my position clear. Indeed, the Iranians have also made their position clear. There was absolutely no connection with anything that was said in the Foreign Affairs Committee last week. By the way, I see assorted members of the Committee here today, and they passed no comment on it. Those remarks had no impact on the judicial process in Tehran.

Rather than posturing and engaging in party political point-scoring, we need to recognise the extreme sensitivity of these negotiations and get on with securing the release of Nazanin Zaghari-Ratcliffe. That is why I am going to Tehran in the course of the next few weeks. I agree that it will not be easy at all because it is a very difficult negotiation, but that is the effort to which the Foreign Office is devoted and dedicated, and it deserves the right hon. Lady’s full support.

Does the Foreign Secretary share my concerns that while we recognise the destruction of Daesh at its base, it will regroup in other areas? In particular, it could merge with the Taliban in Afghanistan. Is there anything that can be done about that?

My hon. Friend is right that Daesh and the phenomenon of Islamist terrorism is widespread and ubiquitous, but we can defeat it. Look at what we have done just in Iraq and Syria—removing Daesh from 90% of the territory it held. As I said, 2 million people are back in their homes. Daesh can be defeated in the ungoverned spaces where its fighters have made their homes and set up their headquarters, and it will ultimately be defeated in Afghanistan as well. I am not saying that this is for tomorrow or, indeed, for the day after, but we, and moderate Muslims everywhere, will win this struggle.
