I believe that the biggest help to the cause of the Union is the incompetence of the Scottish Nationalists in government.

The whole functioning of this place hangs on the belief that everyone behaves in an honourable way at all times. Unfortunately, the people who matter out there do not believe that we do. We now know that 72% of them think that the Prime Minister is part of the problem; 72% of the citizens of these four nations cannot hear the two words “Boris” and “Johnson” without immediately hearing a word that I am not allowed to say on their behalf. Is the Prime Minister really going to look my constituents in the eye and tell them that the best future they can hope for is a future under a Prime Minister whose character and conduct can only be described in words that are banned from use in this place?

I think the best future for the people of Scotland is to continue with the United Kingdom that has served this country well for hundreds of years and whose role is valued around the world, perhaps never more than in the last few months.

We will certainly be legislating to expand the dormant assets scheme to include new financial assets, which would unlock an estimated £880 million. We will be considering how to spend the English portion of that. The community wealth fund that my hon. Friend proposes is certainly an option and I thank him very much.

Q5.   My constituent Anne has told me that a friend saw the ambulance outside the house on the night Anne’s husband died, but she was not allowed to go into the house to comfort her friend. Anne’s husband went to his rest in an almost empty building while scores of his friends stood freezing outside. Anne went back to an empty house to grieve for the rest of the day alone. My constituent Susan was not allowed to go in the ambulance or even to follow the ambulance, blue light and all, after her husband had a heart attack. Other constituents had the heartbreaking realisation that they were not allowed to go into care homes to break the news in person to their relatives that someone in the family had died. In their words, not mine, the Prime Minister is a “charlatan”, a “hypocrite” and a “liar”. What will he now say to my constituents—

Yes. I know how much my right hon. Friend cares about this matter. This is not only one of the reasons why we are rolling out our massive plan for jobs, but why I am proud that under this Government we have increased the national living wage by a record amount, to £8.91 per hour.

The communities of Leslie, Markinch, Pitteuchar, Thornton, Woodside and East Wemyss in my constituency are all either losing or have already lost their post offices since 2019. In addition, constituents in Coaltown of Balgonie, Windygates, Cadham, Methil, Buckhaven and Methilhill have all had the disruption of temporary closures or relocations, and the post office at Glenwood is currently closed until further notice. Given that the Post Office is 100% owned by the Prime Minister’s Government, what exactly does it take for him to admit that the current trading model for the Post Office is not working for the people who rely on its services?

I am not sure whether you are more surprised at the Prime Minister consistently giving you a promotion or a sex change, Madam Deputy Speaker, but we will leave it to you to decide that for yourself.

While there are still billions of people across the world unvaccinated, all of us who have been vaccinated remain at risk that a new vaccine-resistant strain could evolve and undo all the work that has been done here and in other wealthy countries. So will the Prime Minister give a simple commitment to the principle that no one can claim to have defeated the coronavirus until the whole of humanity is adequately protected?

I thank my right hon. Friend for her question. Of course, the families of the 96 who died in the Hillsborough disaster and those who were injured have shown tremendous courage and determination. My right hon. Friend raises a particular issue about the recent court case and asks for a review of the law. I can give her the reassurance that we will always consider opportunities to review the law and how it operates if necessary, and we will certainly be looking at the case she describes.

In just over three years, the directors of Blackmore Bond plc took £46 million of other people’s money and made it disappear. Around 2,800 small investors, whose money the directors promised would be secure, now face losing everything. Most of the money—around £26 million—was taken by Blackmore Bond after the Financial Conduct Authority had received compelling evidence from an expert witness who told them that he thought the company was breaking the law, but before the FCA took any decisive action. How many more scandals like that will it take before we have a regulatory environment that is fit for purpose and that offers our constituents proper protection against investment scams?

I thank my hon. Friend because he is totally right. That is one of the key messages that all of us in this House should be transmitting to adults, who are getting younger and younger now in the groups that we are reaching: “Come forward when you are asked. Get your vaccine. You won’t feel a thing. It is absolutely vital. It is not just good for you; it is good for the whole country, so get it done.”

Earlier, the Chair of the Health and Social Care Committee, the right hon. Member for South West Surrey (Jeremy Hunt), raised the question of the recruitment and retention of medical staff. Throughout the entire health and social care sectors we could be about to see a big increase in the numbers of staff leaving, either because they delayed their retirement in order to stay on and help until the worst of the crisis was over or, in some cases, because they are simply burnt out with the stress that they have been working under for so long. What specific plans do the Government have to increase the recruitment and retention of staff across the entire spectrum of the health and social care professions?

We actually have 60,000 nurses in training. I am reading every day about the enthusiasm with which people now want to go into that wonderful profession. We have, I think, 11,000 more nurses this year than last year, and we are investing massively in social care to ensure that our older people are looked after properly. One of the reasons we will be bringing forward plans for reform of social care is that I want to see proper join-up between health and social care. At the moment, we do not have that as a country, and we need it.

The Prime Minister refused point blank to answer the question from my right hon. Friend the Member for Ross, Skye and Lochaber (Ian Blackford), so I will ask him again: what gives any British Prime Minister the moral and democratic right to impose the obscenity of an even bigger arsenal of weapons of mass murder on the people of Scotland, against their express will?

My right hon. Friend is completely right because not only are we massively expanding shipbuilding with the two frigate production lines that I have described, the five Type 31s at Rosyth and the six Type 26s in Govan, and we are also committed to the Type 32, but we want to be in the lead globally—as she and I have discussed, and I thank her for all the work she has done to champion shipbuilding and the Royal Navy—in clean, green marine technologies so that our ships are also emitting less carbon. That is perfectly feasible.

The Prime Minister has announced an additional increase of just over £4 billion a year in the defence budget. Meanwhile, the Ministry of Defence admits that it already has a £6 billion budget shortfall in its equipment plan. That shortfall could rise to as much as £13 billion over the lifetime of the plan, so will the Prime Minister tell us what he thinks the MOD’s equipment budget shortfall will be at the end of the four-year period covered by his statement today?

As I say, this is the biggest increase in defence spending since the cold war. It gives us a long-term ability to reform, but it also delivers more ships, cyber, artificial intelligence, drone technology and the future combat air system, which will be absolutely vital to this country—all of it creating 40,000 jobs across the UK, so this is a big step forward for our whole country.

It is clear this afternoon that there is significant agreement across the House that the restrictions the Prime Minister has announced, although not necessarily popular, are necessary. There is also a great deal of cross-party agreement that the support schemes for businesses need to be extended at the same time as the restrictions are extended. So rather than simply rejecting it out of hand, will he agree to an invitation to speak to business leaders, trade union leaders and Opposition parties, in order to put together a financial support scheme for not only those employees who currently rely on the furlough, but the tens of thousands of small business owners who have been left without any support at all during the past six months?

I have had the opportunity in the course of the past few months to talk to many businesses up and down the country—across Scotland—and they have uniformly been appreciative of the support the Government have given so far. As I have said earlier, we will ensure that we maintain a very creative and imaginative approach in helping those businesses, but the best thing we can do is fight the virus and keep the economy moving.

The very limited guarantees contained in the EU citizens settled status scheme come nowhere near the promise the Prime Minister has previously made that no EU national will be any less favourably treated after we leave the EU. Therefore, as well as the settled status scheme, will he now guarantee the right to healthcare, pension rights, the right to leave and return, the right to bring over family, the right to vote and all the other rights currently enjoyed by EU citizens? And does he need to get permission from his Chancellor of the Exchequer before answering that question?

I think it is common ground among many people in this country that we should extend the hand of friendship to the office of the President of the United States of America.

Is it not time for the Government to question seriously whether the current President of the United States is a fit and proper person to be our greatest ally? This is someone who can only be described as a serial child abuser. Putting children into concentration camps is not acceptable. The President has not yet taken the children out of those camps: he is holding them hostage to force their parents to give up their claims to asylum, and he is also trying to abolish due process by having no courts and no judges to decide on them. How can this person be fit for a state visit?

The JCPOA took 13 years to negotiate, so to say it was rushed is perhaps a slight exaggeration. I want the House to remember the crucial point that the JCPOA has not gone. The JCPOA is there, and the UK is a party to it, as are France, Germany, Russia, China, the EU and Iran, and that will continue. We will do our level best, around that core, to build a superstructure or entablature—whatever we want to call it—to allay my hon. Friend’s understandable concerns.

Although I appreciate that the Foreign Secretary cannot go into detail here, can he assure us that the Intelligence and Security Committee will be briefed on what reassessments now need to be done of the global threat to United Kingdom citizens so that this Parliament can be assured that our security services are taking cognisance of the increased risk we now face as a result of the premature and stupid actions of our so-called closest ally?

This week we learned that Spanish secret police have been operating in several EU countries. The Foreign Secretary and the Prime Minister have referred to the expulsion not of diplomats but of spies and intelligence officers. To the Government’s knowledge, how many foreign powers currently have spies, intelligence officers and secret police agents operating in the UK?

I congratulate my hon. Friend on the pioneering role he has played in championing the blue belt initiative, which has consecrated millions of square miles of ocean, protecting habitats and species around the world. As he knows, the UK Government have put a further £20 million into that scheme. As he rightly foreshadows, it is our ambition at the Commonwealth summit to go further.

The Foreign Secretary will be aware of the plight of my constituents Mr and Mrs Westwood, who were first of all defrauded of their entire possessions in Zimbabwe and then forced to flee for their lives by armed gangs with very close links with the Mugabe regime. Will he explain why the Westwoods recently received a letter that appeared to indicate that the Foreign and Commonwealth Office was no longer willing to give them any assistance? Will he agree to meet me and the Westwoods to give them his personal assurance that the FCO will not abandon them?

Last week, at the same time as representatives of 57 Parliaments were meeting in Minsk to discuss co-operation on human rights issues, the Belarusian authorities were convicting a human rights activist on charges on which defence witnesses were not allowed to testify. The defendant was taken to hospital during the trial and convicted in his absence. What action are the Government taking to make sure that the authorities in Belarus recognise the absolute right of anyone to a fair trial?

I think the conclusion that anybody looking at the President’s electoral rhetoric and what he is in fact doing will draw is that his bark is considerably worse than his bite. I think we have every opportunity to do a very good deal with him on all sorts of things, not least free trade.

What assessment have the UK Government made of the risk to which the hon. Member for Cheltenham (Alex Chalk) referred a few minutes ago, namely that the Islamophobia being propagated in America may make it easier for Daesh to recruit terrorists to operate in the United Kingdom?
