I can tell the House that we have already taken steps to support local authorities—through another £3.2 billion to support them, a £600 million contribution to fight infection—and we are incredibly proud of what our social care workers do. What this Government have done, in sharp contrast to the previous Government, is not only introduce a national living wage, but increase it by the biggest ever amount.

On Friday, the last surviving battle of Britain air crew member, Group Captain John Hemingway, turns 101 in the week that marks the 80th anniversary of the start of that pivotal campaign. In common with that golden generation, he will not seek any recognition for himself, but we ought to shine a spotlight on the sacrifice of those who defended freedom, and particularly the 1,500 from all Commands who fell. Will the Prime Minister give some thought to how we might recognise Group Captain John Hemingway not for himself, but as the final representative of the few?

I am not going to make any commitments now from the Dispatch Box on future pay settlements, but what I can say is that I am lost in admiration for the efforts of our civil servants, whether in DWP, HMRC or the Treasury. If we think about the furloughing scheme, everybody said it was impossible and far too complicated, and that we would never get that cash into people’s pockets, but they did it within four weeks. That is a fantastic tribute to the work of our civil service, and I thank them from the bottom of my heart.

I thank the Prime Minister for his update on progress in testing and tracing this invisible killer, but can he confirm for the people of West Oxfordshire that the new systems we are putting in place will, in the fullness of time, be able to detect local flare-ups?

Yes indeed. The intention is that the covid alert system, in time, will be sufficiently sensitive and flexible to detect local flare-ups, so that, for instance, if the covid is detected in the water supply of a certain town or in a school in an area, steps can be taken on the spot to deal with that flare-up and measures taken to keep the R down locally as well as nationally.

We are, of course, responsible, and we take full responsibility, but overall GP numbers are up and we are now recruiting 6,000 more. We are able to do that because we are running a sound economy and investing massively in our NHS across the whole country.

As the coronavirus hits the headlines every day, will the Prime Minister join me in thanking and paying tribute to the supreme professionalism of those at Public Health England and, in my area, to RAF Brize Norton for bringing home people who have been affected? Their work often goes unremarked, but it has the admiration of all of us.

My hon. Friend puts it beautifully, and I salute everybody involved in bringing home the victims and potential victims of coronavirus for the difficulties and risks they face. Indeed, our NHS has so far done an outstanding job in preparing and informing the country.

I think most people in the House understand that the Good Friday agreement imposes particular requirements on the governance of Northern Ireland—it is a unique situation. As for the question the hon. Lady raises, the people of Scotland had a referendum in 2014. They voted very substantially to remain part of the UK and were told it was a once-in-a-generation decision.

I, too, welcome the reasonable compromise proposals that we have heard today. Will the Prime Minister please confirm that when we speak of customs checks, we must be careful not to conflate administrative customs procedures that can take place in a warehouse with physical customs checks at a border and that the latter are not required, not proposed in his proposals and not needed even for the excise checks that currently take place?

If I may say so, my hon. Friend has put his finger on the heart of the question and is entirely right. That is the distinction that it is important for all right hon. and hon. Members to bear in mind as they approach this question. We can solve this problem through exactly the means he describes.

I welcome the Prime Minister to his place and thank him for the passionate, optimistic defence of free market values that we have heard today. Will he look at the offer that we give our armed forces, in particular with a view to retention? May I also invite him to visit RAF Brize Norton, not only to thank them for the excellent hard work they do there but to see where we need a little bit of help?

I will be only too happy to visit my hon. Friend in Brize Norton; I have a feeling that I may be going there in the course of my duties anyway. I congratulate him on the campaign he wages and the interest he shows in our armed services, particularly the RAF. I will ensure that they get the pay they desire, and I believe that they are getting a new and improved pay settlement on Monday.

The Commonwealth, along with the other multinational, multilateral institutions I have mentioned, can play an important role in encouraging Zimbabwe on that path. We have a wonderful Commonwealth summit coming up in April 2018, as my hon. Friend will know. April might be too early to welcome Zimbabwe back into the Commonwealth, but the summit may be a useful moment to bring Commonwealth nations together to exhort Zimbabwe to set Commonwealth membership as a target.

Zimbabwe a National Emergency—ZANE—is a wonderful charity based in Witney that provides much needed care to the people of Zimbabwe. Will my right hon. Friend please confirm that he will have any discussions necessary with the charitable sector to ensure that, during this period of political instability, much needed aid still gets through?

West Oxfordshire has been celebrating the 80th anniversary of the foundation of Royal Air Force Brize Norton this weekend with a magnificent sculpture at the main gates. The extraordinary history of that station is exemplified by its response to our hurricane relief programme. Will the Foreign Secretary join me in celebrating that response and provide an assessment of the contribution that the station made to our humanitarian hurricane response?

I am grateful to my hon. Friend for giving me the opportunity to congratulate RAF Brize Norton on its anniversary and all its achievements in tackling the consequences of the hurricane. Along with colleagues on the Government Benches, I used RAF services during trips to the region, and the station will continue to be absolutely vital to getting those areas back on their feet.

I really must disagree powerfully with the hon. Lady’s assertion that somehow this crisis has been whipped up by the Americans, the President or the White House when, if we look at the history not just over the past year, but over the past 10 or 30 years, we will see that this has been a movement towards the acquisition of thermonuclear weapons by a rogue state. We have now come to a point where we have to use all the diplomatic and peaceful means at our disposal to freeze that nuclear programme and to ensure a peaceful solution.

Does the Foreign Secretary agree that Britain, with its close and established ties with the United States and its strengthened ties with Japan, is in a unique position to bring together regional players to achieve the sort of regional solution that we need in order to avoid the instability that none of us in this House wants to see?

My hon. Friend is absolutely right. That was why the Prime Minister’s trip to Japan was so timely and why her interventions there were so warmly welcomed not just by our Japanese friends, but by the South Koreans and many others. As my right hon. Friend the Defence Secretary will confirm, the United Kingdom is committed to the security and stability of east Asia as much as it is to Europe.
