It is absolutely imperative that the British public are told the whole truth. Everyone hopes that there have been no redactions or changes to the report. Indeed, Downing Street said that its intention was to publish the report in full, in its entirety, unchanged. Did anyone in No.10 receive a copy of the report yesterday, and were any requests made for sections to be removed or altered? Were any changes made, following requests, to the section relating to the gathering in the No.10 flat on 13 November 2020?

Many references have been made to the views of the electorate of this country, and I can tell the Prime Minister that those views are shared by my constituents as well. So I would ask the Prime Minister: would he be prepared to take a truth detection test after every prime ministerial statement?

My hon. Friend is completely right in what he says about the Severn and the violence of the flooding in the Severn area, which I have seen for myself several times. There are still flood warnings in place along the Severn, and all I can tell him is that we are working flat out to put in place the remediations to help people who have suffered from flooding, but we are also investing £5.2 billion in the flood defences of this country.

The leader in this morning’s Times is a scathing criticism of the Government’s limited sanctions against Russia. If the Prime Minister will not listen to Members of this House, will he at least listen to The Times newspaper?

In the general findings of Sue Gray’s report, there is a reference to the

“failures of leadership and judgment by…No 10”.

Does the Prime Minister accept that she was largely referring to him?

I thank my right hon. Friend and respect very much the points of view that he has put across consistently throughout this pandemic. It has been very important that we have had a voice speaking up for freedom in the way that he has done. But I have to think also of those who will be at the bedside of elderly and vulnerable people who are dying of nosocomially acquired covid, and their feelings about our failure to get vaccination rates up high enough within the NHS. It is a very grim problem, as I am sure my right hon. Friend can understand.

Nobody wants to have compulsory vaccination, but since the policy was announced, rates of vaccination within the NHS have gone up notably, and that is a positive thing. We will reflect on the way ahead. We do not want to drive people out of the service, but it is a professional responsibility of everybody looking after the health of others within our NHS to get vaccinated. I hope my right hon. Friend agrees with that.

Does the Prime Minister agree that unlike someone who attended bring-your-own-booze parties, the Welsh First Minister, Mark Drakeford, has behaved with decency and integrity throughout this entire pandemic?

I am delighted that my hon. Friend has made that valuable point. The emphasis that she places on women’s commercial potential and ability to drive the economy is absolutely right, and it is one of the reasons why all UK overseas effort is focused, above all, on the education of women and girls. I believe that that is the universal spanner that unlocks many of our problems.

We believe that the international rules-based system, on which our safety and prosperity depends, must be defended and upheld. To that end, my right hon. Friend the Chancellor has ensured that Britain has the biggest defence and overseas aid budgets in Europe. The Foreign Office, the Ministry of Defence, DFID and our intelligence services will have a combined budget of £51.2 billion this year, allowing Britain to devote more resources than any other European country to safeguarding our interests and projecting our influence worldwide.

Today, the UK accounts for 13% of the EU’s population but 16% of its GDP, 21% of its defence spending and 25% of its spending on development aid. None of that will be lost to our European friends after we leave the EU, because, as the Prime Minister has said, our commitment to the defence and security of Europe was unconditional and immovable long before we joined the EU, and it will remain equally resolute after we leave.

Does the Foreign Secretary not recognise that there is a £20 billion to £30 billion black hole in the Ministry of Defence budget? What is the Budget doing about that?
