Energy bills are soaring, wages are falling and the cost of living crisis is getting worse and worse, but while my constituents are forced to choose between heating and eating, the Chancellor is benefiting from the non-dom tax loophole and 17 of the Prime Minister’s 22 Cabinet members have refused to deny that they or their families benefit from tax havens or non-dom status. They are laughing in our faces while robbing the public purse. So I ask the Prime Minister, how many more children need to go hungry at night before he stops putting the greed of his super-rich mates before the needs of ordinary people?

That is one of the recommendations of the Sue Gray inquiry that we are going to take up to make sure that nobody should feel that in No. 10. That is why we are going to review the code to ensure that nobody feels that they have any inhibition on coming forward with any complaint that they may have.

The Prime Minister and his allies are trying to distract and deflect from the truth, but here are the indisputable facts: the Prime Minister attended Downing Street parties; he told this House and the people we represent that he attended no parties and, in fact, that there were no parties. The rules were clearly broken and the ministerial code has been violated, so when will he stop insulting the intelligence of the British people, do the right thing and resign?

Yes indeed. I really think that she should withdraw that because it is not—[Interruption.] She did say that. [Interruption.] She did, and it was totally untrue. It is because we are the most boosted and the most tested, and because we have the most antivirals of any European country, that we are able also to be the most open. That is thanks to the efforts of this Government, but also hundreds of thousands of people up and down the country—millions of people—who are doing the right thing.

NHS workers say that they are broken—overworked, exhausted and undervalued, pushed to the brink before the pandemic and now abandoned by the Government. So will the Prime Minister listen to workers and trade unions and support NHS staff by protecting doctors and nurses who treat covid patients by giving them FFP3 masks and properly rewarding them not with cuts or pay rises that are actually pay cuts when you take inflation above 5% into account, but with a genuine pay rise of 15%, making up for a decade of falling pay? If he asks how we are going to pay for it, he could look at the £37 billion put towards the privatised test and trace budget.

I really think that the hon. Lady should listen to what is actually going on this country today. We are investing record sums in the NHS. There are 5,000 more doctors and 10,000 more nurses now than there were last year. There are record numbers of people in the NHS. That, in my experience, is what NHS staff want to see, in addition to the extra money we have put into pay rises. That has been made possible through the £36 billion that we have voted through and that she opposed. [Interruption.] Maybe she did not, but I think the record will show that she voted against it.

Q5. This week, it was revealed that fossil-fuel companies, interest groups and climate denialists had donated £1.3 million to the Conservative party and its MPs since 2019. So, a simple question, no waffling or dodging the issue: on the eve of COP26, will the Prime Minister demonstrate that he is serious about tackling the climate emergency by paying back that money and pledging that his party will never again take money and donations from the fossil-fuel companies that are burning our planet? Yes or no?

All our donations are registered in the normal way. I would just remind the hon. Lady that the Labour party’s paymasters, the GMB, think that Labour’s policies mean that no families would be able to take more than one flight every five years and that they would have their cars confiscated.

I cannot give the hon. Lady the answer to exactly how the increment in the Global Partnership for Education funding will be dispensed around the world, but clearly Afghanistan is a very important recipient country. It is where we can achieve a huge amount and have already achieved a huge amount. We are committing a further £100 million, and we remain the third biggest bilateral donor. Those are facts of which people in this country should be very proud.

When Tony Blair shamefully led my party into the wars in Afghanistan and Iraq, dutifully following Washington, he was fully backed by the Tories, but dissenting voices in this place and millions on the street foresaw the disasters that the wars would unleash. Twenty years on, it is clear that the dissenting voices were right and the British establishment was wrong. The wars took the lives of 50,000 Afghan civilians, more than 1 million Iraqis and 636 British soldiers. They destabilised a whole region, undermined democracy at home and made us all unsafe, and now the Taliban are set to regain power in Afghanistan. Does the Prime Minister agree that those catastrophic wars in Afghanistan and Iraq show the need for a new foreign policy—one that is based on restraint and diplomacy, not military aggression?

As I said earlier, the circumstances in Afghanistan in 2001 demanded action. It was clear that the US had been under attack and article 5 of the NATO treaty was invoked. I believe it was right to take action against that brutal and ruthless terrorist cell that was incubated in Afghanistan. The hon. Lady advocates democracy, but the Taliban had no democracy then and nor did they educate girls in school. If she refuses to see what the soldiers, the men and women of this country, the diplomats and the development officers have done in helping young girls and women in Afghan—if she refuses to see their achievement—I really think she is blind to the facts.

I know that my hon. Friend speaks for many millions of people who have wanted to visit loved ones and I know the anguish that they have felt. We need to balance those wholly legitimate feelings with the need to manage the risk of infection, as I know my hon. Friend understands very well. We will update the guidance as soon as it is possible to do so.

Tala, 13, Rula, just five years old, her big sister Yara, aged nine: three Palestinian children killed in an Israeli air- strike. The Israeli military murdered 63 other children and 245 Palestinians in its recent assault on Gaza. The call for Palestinian freedom has never been louder, but this Conservative Government are complicit in its denial. They have approved more than £400 million in arms to Israel since 2015, so can the Prime Minister look me in the eye and tell me that British-made weapons or components were not used in the war crimes that killed these three children and hundreds of other Palestinians? [Interruption.]

We have more than 120,000 covid deaths, the highest death rate of any large country in the world, and the deepest recession of any major economy. This is the Government’s horrific pandemic record. The Prime Minister now claims that he has taken a cautious approach to easing restrictions, but Government scientists themselves have warned that the big bang reopening of schools on 8 March could lead to the infection rate rising above 1, triggering an exponential increase in cases. Nine education unions have described the plans as “reckless”, so instead of repeating his mistakes, will the Prime Minister listen to teachers and scientists, and follow the devolved Administrations with a phased return to schools?

Perhaps the hon. Member might direct her fire at her own Front Bench and the Leader of the Opposition, because he has just quite rightly supported those plans. I think she has possibly been failing to pay attention—[Interruption.] No, he is withdrawing his support. I told you—I told you—but there you go. We have been here barely two hours, and it has gone again: one minute you have it, the next minute it has gone. There you are. I thought he was with us on reopening schools, but never mind.

Last week, the Health Secretary told “Good Morning Britain”,

“We don’t have parking charges in English hospitals”

for NHS staff

“and we’re not going to for the course of this pandemic.”

But that is not true, because they were reintroduced for staff at University Hospitals Coventry and Warwickshire in June, as they have been elsewhere. I have written to the Prime Minister about this matter, and I now ask him whether he will live up to the Government’s promise of free parking throughout the pandemic for NHS staff in Coventry and across the country.

Key to stopping the spread of the virus is giving people the financial support they need to self-isolate when they need to, but millions of working people still do not have that. The Government’s test and trace support payment scheme is totally inadequate; only a small proportion of workers qualify, and even for those who do, at £500 for up to two weeks, the scheme pays less than the minimum wage. Will the Prime Minister finally do as I urged him at Prime Minister’s questions back in March and raise statutory sick pay to the level of the real living wage, extend it to cover all workers and give people the financial security they need to self-isolate?

I just remind the hon. Lady that, in addition to the £500, there is also the support of universal credit. As to those who are thinking of not isolating still, alas I must tell the House that there is a fine of £10,000.

Of course, and that is why we are putting our hopes and confidence in a local, regional approach, rather than a blanket, one-size-fits-all national approach. We hope that those areas that are complying with the rules—and the vast majority of people are complying with the rules—will be able to see the opportunities that my hon. Friend describes.

The Prime Minister calls it NHS test and trace, but would it not be more accurate to call it Serco test and trace, as it has been outsourced, like other health contracts, often to friends and family members of Tory MPs, lining their pockets while taking the public for a ride? Despite its record of failure, last week Serco was handed another test and trace contract, worth £45 million. These giant corporations put private profit before public health. Is it not time to end the scandal of outsourcing and bring these contracts into public hands for a genuine NHS test and trace?

I have to say that I think the hon. Lady is grossly undermining the huge effort of local authorities, which are an integral part of NHS test and trace. They are doing a magnificent job and I thank each and every one of those individuals for what they are doing. We are putting another £300 million into supporting our local authorities deliver test and trace, and of course it is right that we should reach out across the entire UK economy, and our armed services, to help them and us deliver on this enormous project, and we will continue to do so.

I do not think that I can be accused of anticipating the Budget excessively when I say that there is about to be an infrastructure revolution in this country, which will benefit, among other places, the west midlands, and Dudley in particular.

Q14. As the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) said, statutory sick pay in the UK is among the lowest in Europe. It is less than £95 a week. If the Prime Minister does not think he can live on that, he should not expect our constituents to live on it either, so I urge him to act before it is too late and introduce decent sick pay for every worker in Britain.
