Question to the Ministry of Justice:

To ask the Secretary of State for Justice, how many Slavery and Trafficking Reparation Orders under the Modern Slavery Act 2015 have been made for victims of the Daesh atrocities in each year since the passing of that Act.

The Ministry of Justice holds data on prosecutions and court outcomes for modern slavery offences; however, centrally held information in the courts proceedings database cannot identify the exact circumstances of the offence that led to a slavery or trafficking reparation order, for example, to identify that it was issued under the Modern Slavery Act 2015 as a result of a Daesh atrocity. This information may be held on court record but can only be obtained by manually searching court records at disproportionate cost.

There is a standard service level agreement for contracted-out occupational health services provided on behalf of Her Majesty’s Prison and Probation Service. The service levels are strict and high to make sure value for money is achieved for the taxpayer. This includes tighter turnaround times for the delivery of occupational health services and financial penalties for poor performance.

There was a standard service level agreement for contracted-out occupational health services for HM Prison and Probation Service in July 2017. However, the new occupational health services contract, which came in to effect in October 2017, has stricter and more stringent service levels.

To ask the Secretary of State for Justice, if he has plans to introduce variations in the standard service level agreement for contracted out services for Her Majesty's Prison and Probation Service Occupational Health service.

The new standard service level agreement - with supplier OH Assist - for contracted out Occupational Health services for Her Majesty's Prison and Probation Service has the flexibility for the introduction of future variations at any point during its four year duration, depending on operational need and in line with Public Contract Regulations.

As part of the Secretary of State’s strategy for prison reform, new freedoms have been afforded to Governors that enable prisons to leave national contracts, like the OH Assist Occupational Health Services contract, in order to make their own local arrangements.
