Urgent Questions are proposed each morning by backbench MPs, and up to two may be selected each day by the Speaker. Chosen Urgent Questions are announced 30 minutes before Parliament sits each day.

Each Urgent Question requires a Government Minister to give a response on the debate topic.

Well, it is not the Foreign Secretary but a substitute for said Minister. He will do his level best, we feel sure.

Andrew Stephenson Portrait The Minister for Africa (Andrew Stephenson)
- Hansard - - - Excerpts

The UK is deeply concerned by the ongoing conflict and humanitarian crisis in Yemen. We fully support the peace process, led by the UN special envoy, Martin Griffiths, and urge all parties to engage constructively with that process. A political settlement is the only way to bring long-term stability to Yemen and to address the worsening humanitarian crisis. A nationwide ceasefire will have effect on the ground only if it is underpinned by a political deal between the conflict parties.

The UK has been at the forefront of international efforts to bring a peaceful solution to the appalling conflict in Yemen. On 26 September, the UK co-hosted a political event at the UN General Assembly to co-ordinate the international community’s support for the UN-led peace process and to endorse UN special envoy Martin Griffiths’ plan to begin wider political discussion. My right hon. Friend the Minister for the Middle East and North Africa visited the region from 25 to 29 August, in support of the United Nations’ efforts to make political progress and alleviate the humanitarian situation.

Yemen remains the world’s largest humanitarian crisis, with nearly 80% of the entire population—more than 24 million people—requiring some form of humanitarian assistance. The UK has shown extensive leadership in responding to the crisis, committing £770 million of support to Yemen since the conflict began in 2015. Our funding for this financial year is providing food for more than 1 million Yemenis each month and more than 1 million people with improved water supply and sanitation.

We have been very concerned by the UN’s funding situation and the fact that it has been forced to stop delivering some of its life-saving support in Yemen. In response, the UK brought forward funding from our £200 million pledge and has already released 87% of the funding that we have pledged to UN agencies this year. We thank Saudi Arabia, the United Arab Emirates and Kuwait for providing approximately $800 million in September and urge all donors rapidly to distribute their humanitarian pledges.

I enjoyed the hon. Gentleman’s question. However, as colleagues will know, I always welcome Ministers to the Dispatch Box to answer urgent questions that I have granted. That point is so blindingly obvious that only a very, very, very clever person could fail to grasp it.

Andrew Stephenson Portrait Andrew Stephenson
- Hansard - - - Excerpts

The UK has supported 1,700 survivors of gender-based violence since 2017 through our £13 million of funding to the United Nations High Commissioner for Refugees and the International Organisation for Migration. My hon. Friend is correct, though, to raise this issue as one of the most pressing in the conflict, with the number of incidents of gender-based violence reported to have risen by more than 60% since the start of the conflict.

I thank the hon. Gentleman for his attempted point of order. The Minister has signalled an interest in responding, and of course I will hear him.

Andrew Stephenson Portrait The Minister for Africa (Andrew Stephenson)
- Hansard - - - Excerpts

If I could clarify, Mr Speaker, I said before that the Minister for the Middle East and North Africa was undertaking Army reserve duties, but it was actually Navy reserve duties. It is not the Conservative party conference that is the reason why the responsible Foreign Office Minister is not at the Dispatch Box today.

The short answer is that that is not a point of order, but it is open to the Government to do that. Whether it is politically wise is another matter. In the event that Members are disappointed, I feel sure they will trouble the Backbench Business Committee for further debates, which may continue ad infinitum. I am sure the Minister would not want to countenance such an unfortunate, even grisly, scenario.

Andrew Stephenson Portrait Andrew Stephenson
- Hansard - - - Excerpts

Thank you, Mr Speaker. The guarantee gives recipients security because, of course, they know future outcomes can never be known. As referenced earlier, my right hon. Friend the Chief Secretary to the Treasury has responded to the letter from the hon. Member for Blaenau Gwent (Nick Smith), sent on behalf of a cross-party group, by saying that she will not be reviewing the current arrangements.

I believe that all of us here today are united by our commitment to fairness for our miners and mining communities. Although we may be divided on the best way to deliver that, I can assure the House that I will seek to agree changes to the scheme that benefit scheme members and protect taxpayers.

I do hope that the hon. Gentleman now feels that he has fully ventilated his concerns, at least for now.

Andrew Stephenson Portrait Andrew Stephenson
- Hansard - - - Excerpts

Any discussions that are ongoing between Bombardier and potential buyers are of course commercially sensitive. However, one would imagine that a company like Airbus, which is so reliant on this excellent company providing so many components to it, would be taking an active interest in the company and how it goes forward.

Sammy Wilson Portrait Sammy Wilson
- Hansard - - - Excerpts

I bet you wish you had chosen me the first time, Mr Speaker.

The people of Northern Ireland appreciate the political and financial commitments that Governments of all shades in this House have given over the years to keeping aircraft manufacturing alive in Northern Ireland. Bombardier’s lease was due to be renewed this year. When it was privatised, a peppercorn rent was made available for the site—it is a very land-intensive industry—which is a fraction of a per cent. of what the commercial rent would be. That could be a deal breaker when it comes to the sale of the site. What discussions has the Minister had, or will he have, with the Belfast Harbour Commissioners about setting a level of rent that ensures that operations can continue on the site?

John Bercow Portrait Mr Speaker

The right hon. Gentleman was not to be outdone by his hon. Friend.

Andrew Stephenson Portrait Andrew Stephenson
- Hansard - - - Excerpts

I thank the right hon. Gentleman for his question. Three weeks into the job, I have not had any conversations with them yet, but I look forward to doing so because, as he says, that could be very worthwhile as we look to secure the future of this company and all those whose livelihoods depend on it.

The Petitioners therefore request that the House of Commons urges the Government to support the St Joseph’s Catholic Primary School’s proposed extension.

Thank you, Mr Speaker. I congratulate the Minister on his new position. Unfortunately, I do not have a dog, so I cannot enter one into the competition.

As for dog attacks, my own mother was attacked in the run-up to local elections by a dog on private property. As the Minister will be aware, around 70% of dog attacks on postal workers occur on private property.
