The Minister should make no mistake: communities up and down Britain are being deliberately starved of cash and banking services as the banks, with the support of Government, are trying to create a near cashless society. Can he say a bit more about what he is doing to help the more than 1 million poorer people who do not have access to a bank account?

Thank you, Mr Speaker; that is very kind. The Iranian Government responded to President Trump’s announcement last week by showering Israel with rockets using their own forces inside Syria. What does my right hon. Friend think those forces of the Iranian Revolutionary Guard are actually doing inside Syria? If the Iran nuclear deal was not the thing to encourage Iran to become a more responsible member of the international community, what does he think will be?

Although, over the past seven years, we have given new powers and new money to the Welsh Labour Government precisely so that they can get on and improve transport in Wales, we have seen near zero progress on big projects such as improving the M4 around Newport. Who does my hon. Friend think is responsible for holding back Wales, and what should voters do about it on 8 June?

Despite Wales having world-leading companies that contribute to humanitarian efforts in some of the poorest nations on earth, no Welsh company has been able to secure a contract with the Department for International Development. Will my right hon. Friend look into that and work with the excellent International Development Secretary to make DFID not only more pro-business, but more pro-Welsh business?

Ministers will be aware of the disturbing incident that took place recently at Haverfordwest magistrates court, where a defendant, while in the dock, was able to use a sharp object to carry out a serious act of violence against themselves. Will the Secretary of State please commit to looking into what went wrong with the security arrangements at the court? No one should be in a position to do harm to themselves or others in any courtroom in England and Wales.

My right hon. Friend is exactly right to take on this challenge. Does he agree that one of the keys to success in ending the enormous waste of human potential is, for the very first time, to get health services and his Department working together effectively at a community level to ensure that people on long-term sickness benefits get meaningful employment support and effective health intervention? At the moment, the system too often provides neither.

I entirely agree with the hon. Gentleman about the need to recognise and protect people with these health conditions, and we are absolutely committed to doing that. I do not want to repeat the answer that I gave earlier, but we have money set aside, and we will publish the Green Paper later this year. It will set out clear reform options which I hope will command support from Members on both sides of the House, and also from disability organisations.

The hon. Gentleman has raised his concern under the guise, or within the clothing, of an attempted point of order, but as he knows—his puckish grin merely testifies to his awareness of this—that is not a matter for the Chair. If he is beseeching the Secretary of State to come in on that point of order, he is entitled so to beseech. The Secretary of State can do so if he wishes, but he is under no obligation.

I notice that the shadow Secretary of State did not stand up and welcome what we saw yesterday—Her Majesty the Queen naming and opening the new Elizabeth Crossrail line, which, by the way, uses 50,000 tonnes of steel made in Wales by Celsa Steel. The hon. Lady should be absolutely welcoming that as a good example of how UK infrastructure investment can drive growth in the steel industry. On the tidal lagoon review, the chief executive of the Swansea tidal lagoon has welcomed it himself. He welcomes the fact that we are looking into this and exploring all options to see whether the project can be financially viable.

I did not hear the full question, but what I did hear was a really important point about fairness when it comes to rebalancing the economy. Unlike previous Labour Governments, who stood by while the economy of the United Kingdom became hopelessly imbalanced towards London and the south-east, we do not think that is good enough. We think that there are talents and resources in the north of England, Wales, Scotland, Northern Ireland and the west of England that need to be captured and enhanced to drive growth in the UK.

The hon. Lady is right: this is a big, potentially very exciting and significant project. It is also a project that is looking for a large amount of public subsidy and intervention, and it is absolutely right—not that we would expect Opposition Members to understand this—that when we are dealing with large sums of taxpayers’ money, there needs to be due diligence.

In fairness, I did not hear all of the hon. Gentleman’s question, so I will write to him about the specific issues. He is right that electrification is a really expensive way of investing in our railways, but it is the right thing to do. We have asked Sir Peter Hendy to look at all the different projects that Network Rail is juggling and report back to us this autumn with an update, but nobody in this place or outside should be in any doubt about our commitment to delivering electrification all the way through to Swansea.

I completely agree with my hon. Friend. The Labour party fought its entire election campaign by scaremongering about the EU referendum, showing that it was wrong on that issue, as on so many others—wrong in Gower, wrong in Cardiff North and wrong in the Vale of Clwyd.

Incidents of religious and racial hatred are thankfully very low in Wales. But as we approach Holocaust memorial day, it is right that we look again at the efforts we are making to prevent such incidents and to say with a clear and united voice that anti-Semitism and all forms of racial and religious hatred are not compatible with the freedom values that are cherished by the people of Wales. I spent two days in north Wales meeting business leaders and local authorities to talk about how we can drive up the quality of infrastructure in north Wales, and I can tell the hon. Gentleman that we have a long-term plan that will deliver the improvements for infrastructure in south Wales and north Wales too. [Interruption.]

The Government recognise that Welsh agriculture produces some of the best quality products in the UK. That is why we have talked to farming representatives throughout the summer, and why my right hon. Friend the Prime Minister became the first ever serving Prime Minister to visit the Royal Welsh show this summer. We stay in close contact with farming organisations. We are clear that supermarkets need to work with the farming industry to deliver better returns for farmers.

Visitor numbers to Wales increased strongly last year and they are increasing faster than for visitors to England and Scotland. There is no evidence to suggest that VAT rates are a deterrent for visitors to Wales.

If the right hon. Gentleman looks at the figures, he will see that the biggest destruction in real wage levels occurred under the last three years of the previous Labour Government, and we are still recovering from the economic trauma of that period. Wage levels are still not where we want them to be, but they are increasing in Wales, which is positive news for people on the lowest incomes.

My hon. Friend is exactly right. Aside from the important economic benefits to Wales of the new prison, importantly it will help families stay in closer touch with prisoners, which has been proven time and again to be a vital factor in whether people reduce their offending behaviour when they are out of prison.

I have contacted many housing associations in Wales in recent weeks, and the information collected so far points to the fact that about 45% of those who were previously able to meet their rent payments are now in arrears. Given that the discretionary housing payments are clearly not enough, what message does the Minister have for those who are falling into arrears?

I have not seen the information that the hon. Lady has brought to the House today, but I will gladly sit down and go through it with her. I would be concerned if, as she says, there has been such an increase in the number of people suffering rent arrears. That is not what we are planning for, and we are making available to Welsh local authorities the resources to ease families through this difficult transition.

There is a constant close dialogue between us, the Home Office and the Minister for Universities and Science about how we can attract more overseas students to the UK. I do not know what figures the hon. Member for Blaenau Gwent (Nick Smith) has seen, but if he looks at the figures for overseas students coming to Wales, he will see that there has been a 73% increase in the past five years, and those numbers are continuing to go up. [Interruption.]

I am advised that coverage in north-east Wales will be similar to the previous analogue coverage. Where communities experience a loss following the switchover or the roll-out of 4G services, the Government will be happy to pursue that issue and take it up with the relevant agencies.

The right hon. Gentleman is absolutely right, of course, about the critical importance of the tourism industry to Wales. I recall from last year that the Wales Office team had a busy Wales tourism week, and we look forward to a similarly busy week at the end of this month, going out promoting tourism in Wales and meeting tourism representatives and operators.

I absolutely agree with my hon. Friend. The Government cannot, of course, control volatile energy prices on the world markets, but what we can do is ensure that consumers in the UK get access to the very best deals on their energy bills. That is what we are committed to doing, as demonstrated by last week’s announcement by my right hon. Friend the Energy Secretary.

I am grateful for your generosity and clarification, Mr Speaker. All previous competitions up to 2002 had been organised on a UK-wide basis. The golden jubilee competition was the only time when separate competitions were held for the devolved nations and for England. We regard the bestowing of city status as a signal honour and a rare mark of distinction. Something special will be lost if too many places are granted city status. The Government’s expectation is that only one new city will be created as a result of the diamond jubilee competition and, similarly, that only one existing city will be granted a lord mayoralty or lord provostship.
