There is a sense of anticipation in Rugby because the finalists of the “Pride of Rugby” awards, run superbly by our local radio station, Rugby FM, have been announced. They recognise local achievers in businesses and charities and among our volunteers and young people at a time when we hear a lot about the challenges that communities face. May we have a debate to recognise some of the great work going on in our communities?

It is always welcome that business questions gives colleagues a chance to praise the excellent work that goes on in their communities. I congratulate my hon. Friend and join him in congratulating the finalists in the “Pride of Rugby” awards. I wish them all the best for the event. The UK is undoubtedly a very generous place; I understand that the British public donated £10.3 billion to all causes in 2017. That cements the UK’s place as one of the most generous nations in the world—something that we can all celebrate.

The hon. Lady talks about a debate on leadership qualities. I certainly think that all across this House welcome good leadership where people treat each other with courtesy and respect and seek to progress the interests of all our constituents.

As a west midlands MP, I have been delighted by the resurgence of the UK automotive industry in recent years, but I was concerned to read this morning the report from the Society of Motor Manufacturers and Traders showing production at a six-year low, with investment running at just 10% of six years ago. This is a sector where 80% of the vehicles produced are exported, so may we consider the decisions we might take in this place to provide certainty and to renew confidence in that vital manufacturing sector?

My hon. Friend is right to raise the concern over the slowdown in the car manufacturing sector. Of course businesses are crying out for certainty; they are crying out for this House to settle the issue of how we leave the EU. Again, I urge all colleagues across the House to consider the Prime Minister’s withdrawal agreement in order that we can move on and give certainty to businesses and to our constituents.

I am sorry that the hon. Gentleman did not get to ask his question directly to Transport Ministers, but I will do my best. There is now a Government communications plan to try to provide specific answers to such questions. I did not have prior notice of this question, so I do not know whether this issue is included in that plan, but through national radio and so on the Government are directing consumers and householders to the gov.uk website to seek specific answers to questions about what will happen when we leave the EU. If the hon. Gentleman would like to write to me, I would also be willing to take up the issue with the Department on his behalf.

To the great relief of children and parents in Rugby, Yum Yum World, our Willy Wonka-style high street attraction, has been saved because its unfair business rates bill was finally slashed by £59,000. The Valuation Office Agency has two years to respond to a challenge on business rates, which is far too long for a small business that is overpaying by such a huge amount. May we have a debate to consider the priority of institutions such as Yum Yum World keeping our town centres alive?

I congratulate Yum Yum World on its survival. Plenty of children and some adults will be delighted by that, but go easy on the sugar everybody!

My hon. Friend raises an important point about business rates and how we can keep our high streets thriving. He will know that the Government have made changes worth more than £13 billion in aggregate to businesses, including taking more than 600,000 small businesses out of paying any business rates at all. Our dedicated Retail Sector Council brings the Government and retail sector organisations together to consider what more we can do to ensure thriving high streets.

I am genuinely sorry to hear of the hon. Lady’s experience. She will recognise that correspondence units in each Department have turnaround times. That sounds like a very bad experience, so if she would like to send me the details, I will take it up with the Department on her behalf.

I am sure the Leader of the House will be as pleased as I am that Rugby is delivering new homes at three times the national rate—it currently has 17 sites for homebuyers to choose from—yet the Heart of England Co-op has chosen to push ahead with an application to develop a well-established recreation area at Oakfield, in a part of the town with limited facilities, against the wishes of the local community. May we therefore have a debate about the value of retaining open spaces so that young people can enjoy the great outdoors?

I am sympathetic to my hon. Friend; as constituency MPs we all have to find a balance between meeting housing needs and protecting the green and outdoor spaces around us. The national planning policy framework was updated in July, and it safeguards existing recreation areas unless there is clear evidence that the loss can be justified. As my hon. Friend knows, the planning system is locally led, so I hope that his planning authority has taken into consideration strongly held views about the recreation area in Oakfield.

The hon. Lady is right that all bodies, whether public or private, should give a proper response to MPs carrying out the legitimate process of representing their constituents, so I completely sympathise with her. It is tremendous that this Government are making an extra £394 million a week available for our NHS, but there remains a role for hospital charities, such as the Friends of St Cross, Rugby’s local hospital. Since 1955, the charity has donated valuable equipment and facilities to improve the patient experience, and I spent time with some of its 200 volunteers only last week. May I join my hon. Friend the Member for Moray (Douglas Ross) in encouraging the Government to arrange a debate to support volunteers in this important sector?

My hon. Friend is right to raise this issue. Volunteers have played a long and crucial role in supporting the NHS to care for patients and deliver services, and he is right to want to want to acknowledge the superb work of the Friends of St Cross and all volunteers as we celebrate the 70th birthday of the NHS. May I thank all volunteers on behalf of all hon. Members for their great contribution to our wonderful NHS?

This week, I joined pupils at Riverside Academy in Newbold and on Monday I will be at Brownsover Community School to join them in their daily mile. May we have a debate on the educational benefits of young people taking regular exercise?

My hon. Friend raises an important point. I am a huge fan of the daily mile—I would like us to be doing it ourselves here in Parliament, Mr Speaker. Programmes such as the daily mile are simple and inclusive and are a very good way to include all children in physical activity. Our childhood obesity plan sets out that primary schools should deliver at least 30 active minutes each day through break times, PE, extra-curricular clubs and so on, and over 1,200 schools in England have already signed up for the daily mile.

I am genuinely surprised that the hon. Lady raises this as a problem. She will be aware that we are spending about £6 billion every year on childcare support by 2020—a record amount of support—and investing £1 billion a year to deliver 30 hours of free childcare to needy children, with over 290,000 children benefiting from that last term. If she wants to raise this at Education questions, that would be very welcome, but no previous Government have done more than this one to help families deal with the cost of childcare.

Rugby is delivering new houses, with work under way on 16 sites, including in Houlton, where 6,200 new homes will be provided. This is all adding to demand for local health services. While a number of new facilities, including orthopaedic services, have recently opened at our local Hospital of St Cross, the majority of patients have to make a journey to University Hospital Coventry. May we have a debate on how health services can be expanded and developed as a local population increases?

My hon. Friend raises a very important matter that affects all of us where we have expanding populations in our areas. He will be aware that clinical commissioning groups are responsible for the planning and commissioning of healthcare services for their local area, including the commissioning of hospitals. Where the local population expands over the course of a year, that is factored into the allocation formula so that the funding is adjusted as a result. The clinical commissioning group should then be providing sufficient services to meet the needs of the local population. If he wants to discuss the specific needs in his area, he should seek an Adjournment debate so that he can raise it directly with Health Ministers.

We have committed £40 million until 2020, and we have delivered support to 80 domestic abuse projects across England. The hon. Lady raises an issue that is absolutely at the heart of Government priorities, which is why we have committed to introducing a draft domestic violence and abuse Bill. We have created two new stalking offences and we will introduce a new stalking protection order. It is important that the Government are taking action, and we will continue to do so.

Next Tuesday is Safer Internet Day, and on Monday I will be visiting Eastlands Primary School in my constituency to meet its eCadets and to find out more about their role in promoting safe internet use among their fellow pupils. There is real concern about what is happening online, so could we have a debate to consider what measures we can take to keep our young people safe?

I congratulate my hon. Friend on raising such an important issue. I hope that he enjoys his school visit. The Government fully support Safer Internet Day. This year, nearly 700 schools will take part, and they will be joined by charities, Government officials, businesses, football clubs and police forces. Safer Internet Day is marked in 100 countries worldwide to help children everywhere to remain safe online.

I do not accept any of the numbers that the right hon. Gentleman is bandying about. The fact is that he should be as delighted as we are on the Government Benches at the employment numbers that belie all the claims of those who sought to keep the UK in the EU, who said that our economy would be in disastrous straits, that unemployment would rise and that we would be in recession. None of those things has happened. The economy is growing and, importantly, more people than ever before have the security of a pay packet and the ability to feed themselves and their families.

May we have a debate about the provision of top-class sporting facilities? In my constituency, football supporters are concerned that Coventry City are just nine games away from homelessness—its agreement to play at the Ricoh Arena is coming to an end—and speedway fans can no longer watch their sport at Brandon because the stadium has been allowed to get into a state of disrepair.

I am sorry to hear that, and I understand the frustration of Coventry City supporters. Football clubs are valuable community assets, and every care should be taken to protect their long-term financial future. As my hon. Friend will know, it is not the place of Government to intervene in the fortunes of any particular club. It is for the footballing authorities to administer their sport, and this case is a matter for the English Football League.

The hon. Lady raises an important point. Many of us have constituency cases related to visa challenges. I know from speaking to the Home Office that often the problem is one of slow responses from overseas countries to inquiries. It is difficult to totally be in control of response times, but she might want to raise her important point at Home Office questions.

This is an important week in the taxi trade, because the world’s first purpose-built electric taxi, made by the London Electric Vehicle Company in Ansty Park in my constituency, has been certified for use in London. May we have a debate about how investment in electrification can help to meet environmental objectives?

I congratulate my hon. Friend on that achievement in his constituency. It is great news for London and it is certainly great news for Rugby. The Government are fully committed to reducing the carbon footprint of our transport system. This is a great new step that will certainly provide relief for many people living in London.

As the hon. Gentleman is being so charming and persuasive, I absolutely assure him that the Government are behind his Bill. It is entirely right that we should protect emergency workers from abuse and violence and completely wrong that they should be attacked by people whom they seek to help. I assure him that we will make our best efforts to bring forward his Bill as soon as we can.

On yesterday’s debate and debates more generally, my observation is that there is often very little time for Ministers to respond to the many points raised by Members. Many Members spoke yesterday, but the Minister had only 10 minutes to respond. Will the Leader of the House consider making more time available for Ministers to respond?

I wanted to ask the Leader of the House for a debate on strategies for increasing participation rates in sport. There was an announcement yesterday by the sport that started in my constituency about Project Rugby, an initiative encouraging the disabled and those from the BAME community to play rugby. I was interested in the remarks made by my hon. Friend the Member for Southend West (Sir David Amess) about those with learning disabilities taking part in theatre. They can also play rugby. Can we encourage such initiatives?

I share my hon. Friend’s love of rugby—both the sport and the town; I am thinking in particular of my own home team, Northampton Saints. He is right to highlight Project Rugby, an excellent initiative to try to get more people with disabilities, and BAME people, to participate in the sport. It is a fantastic game and I encourage all Members to promote it as far as they are able.

I think the hon. Gentleman might have raised that point last week—[Interruption.] No, but it was raised very recently. We all share the same concern about the impact of this problem on our local areas. If he would like to write to me, I would be happy to take the matter forward. I would be sympathetic to a debate in Government time, but I am sure that he will also be looking at the option of a Westminster Hall debate.

Following a meeting with a constituent, I learned that the number of children who are home schooled in Warwickshire has more than doubled since 2012. There is consensus that home schooling is on the rise across the country, which leads to concerns that checks on quality may not be as rigorous as they might be and that some children might not be getting the education they deserve. May we have a debate on the future of home schooling?

To raise standards, the Government have sought to provide a wide range of schooling options. I pay tribute to the many families who provide excellent home schooling for their children when there are issues such as bullying, particular needs and so on. My hon. Friend is right that checks must be carried out to ensure that children do not drop out of sight. Local authorities have a statutory duty to check that all children are receiving a proper education, and they have recourse to the law if that is not found to be the case. My hon. Friend could raise the matter to good effect in an Adjournment or a Westminster Hall debate.

Yes, I agree that we need to move forward with this. The Government have recognised the potential of small modular reactors, and we have announced that we will invest at least £250 million over the next five years in an ambitious nuclear research and development programme that includes the competition the hon. Lady mentions. We have committed to publishing an SMR delivery road map in the autumn to clarify the UK’s plans for addressing the siting issues that she mentions, as well as regulatory approvals and, vitally, skills issues.

The best way to deliver lower energy bills for businesses and households is to have a robust and competitive energy market. There are now over 40 energy suppliers in the domestic retail energy market, which is up from 13 in 2010, and independent suppliers have over 17% of the dual fuel market. Competition is improving, but we are not complacent, and we look forward to implementing the recommendations from the Competition and Markets Authority’s final report on the issue.

As a method of controlling its energy costs, CEMEX, which operates a large cement plant in my constituency, has adopted an alternative fuel, called Climafuel, which is derived from household waste and has the benefit of making use of material that would otherwise go to landfill. That is a great example of the circular economy. What steps can my hon. Friend take to encourage other energy-intensive industries to consider the use of alternative fuels?

I really welcome the initiative by CEMEX in my hon. Friend’s constituency. My Department is working closely with the Department for Business, Innovation and Skills, as well as with the energy-intensive industrial sectors, including the cement sector, on ways in which companies can reduce their emissions while maintaining their competitiveness, and the use of alternative fuels is an important part of that.

The hon. Gentleman is right to point out that we had a good settlement in the comprehensive spending review. We were very pleased with the commitment to enhancing—increasing—the renewable heat incentive each year between now and 2021, and we are making good progress towards that. He will realise that the fourth carbon budget is for 2023 to 2027. He would not expect us to be meeting it today, but we are putting plans in place and working towards that progress as we speak, and we will continue to set out plans during this year.

Despite more effective use of packaging, better date labelling and programmes by the supermarkets to distribute and sell food, we still generate substantial quantities of food waste. Does the Minister agree that using this resource to generate electricity is better than sending it to landfill?

I completely agree. In fact, just recently I went to see a proposed new project in my own county of Northamptonshire that is looking to use landfill to create a renewable heat scheme. Some fantastic new ideas are coming forward, and my officials and I are always very keen to hear about them and support them where we can.

Only recently, the national policy chairman of the Federation of Small Businesses said that funding for lending is helping to bring down the cost of credit for small businesses. It is vital that banks focus on rebuilding business lending, and many of them are doing so. As the economy recovers, we expect that to pick up. Indeed, gross lending is 12% higher than in 2012-13.

Companies in my constituency tell me that confidence is at a new high. In many instances, they are able to fund investment through their own resources. Despite that, gross lending is up over the past 12 months. Does my hon. Friend agree that the concerns that funding for lending would be used for residential property purchases were misplaced?

I agree with my hon. Friend. The Help to Buy scheme accounts for only 0.5% of total mortgage lending, and real house prices remain 15% below pre-crisis levels. There is no evidence to suggest that the funding for lending scheme has led to a property price bubble.

Neighbourhood planning is proving to be one of the Government’s most popular reforms. Nearly 1,000 communities across England are working on neighbourhood plans, and all eight of the plans to go to referendum thus far have commanded popular support.

In my constituency, Converteam manufactures components of turbines. It is working on gearless turbines, which will address the issues of noise that greatly concern both my hon. Friend’s constituents and my constituents. Therefore, there are some UK manufacturers of wind turbines, which means that there is some benefit to the UK economy.

That is music to my ears, and I hope that we will progress with that and go on to manufacture even more wind turbines and other sources of renewable energy in this country.
