I can give my hon. Friend that reassurance. I am as keen as she is to ensure that we see the restoration of devolution in Northern Ireland. I believe that all the parties have recently come together for talks with the Secretary of State and, as appropriate, the Irish Government, and we are ensuring that those talks are continuing. Obviously, there are matters that need to be addressed and concerns from the political parties on different issues. Those need to be overcome such that we can see devolution restored because, as my hon. Friend says, this is a matter for the people of Northern Ireland, ensuring that they have a devolved Government that can ensure good governance in Northern Ireland.

Q10. On two previous occasions, I have asked the Prime Minister to do more to support the victims of the leasehold scandal. Now that she is about to move house any time soon, will she give that issue a little more focus and address it urgently to give leaseholders justice?

We have been listening to those who have raised concerns about that particular issue. Last year, my right hon. Friend the Secretary of State for Housing, Communities and Local Government announced that no new Government funding scheme will be used to support the unjustified use of leasehold for new houses. We have had a technical consultation on how to improve the market for consumers, and we are analysing the responses. We will shortly respond to the consultation and to the recent Housing, Communities and Local Government Committee report on leasehold reform, and we will introduce legislation in due course.

This Friday marks 30 years since the bombing of Pan Am flight 103 over Lockerbie, which resulted in the biggest loss of life from a terrorist atrocity on UK soil. I know that the thoughts of the whole House will be with the families and friends of the 270 people who perished, and with all those whose lives have been affected.

May I wish all Members and staff a merry Christmas and a happy new year? I am sure that the whole House will want to join me in sending our warmest Christmas wishes to all our armed forces who are stationed overseas, and I am sure that I also speak on behalf of the whole House in sending Christmas wishes to all members of the emergency services and those who will be working over Christmas. Their service and sacrifice are inspirational, and we owe them a great debt of gratitude.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in the House, I shall have further such meetings later today.

I wish everyone here a merry Christmas: the Prime Minister, and all other Members.

The Prime Minister may recall that during the first Prime Minister’s Question Time of 2018, I asked her to do more to support the victims of the leasehold mis-selling scandal. May I use the last Question Time of the year to ask whether she has done anything about that, or whether she is going to kick it into the long grass as she did with the meaningful vote?

We have, in fact, been taking action in relation to leaseholds. We want to ensure that the leasehold system is transparent and fair to consumers, so that their homes truly feel like their own. In July, my right hon. Friend the Secretary of State for Housing, Communities and Local Government announced that no new Government funding scheme would be used to support the unjustified use of leasehold for new houses.

Our technical consultation on how to improve the lease- hold market for consumers has now closed. We have received responses from nearly 1,300 people and organisations, and we are analysing those responses. We will introduce legislation as soon as parliamentary time allows.

I am sure that all Members on both sides of the House will want to join me in offering our deepest condolences to the families of Georgia Jones and Tommy Cowan after their tragic deaths. As my hon. Friend knows, drugs can devastate lives, ruin families and damage communities. Our comprehensive drugs strategy sets out a balanced approach that brings together the police, the health community and global partners to tackle the illicit drugs trade and protect the most vulnerable in our society, and tough enforcement is a fundamental part of that. We are taking a smarter approach to restricting supply, adapting our approach to reflect changes in criminal activity, using innovative data and technology, and taking co-ordinated partnership action to tackle drugs alongside other criminal activity. The National Crime Agency has a key role in dealing with the terrible aspect of drugs that can cause so much harm to people, but of course there is more that we need to do to prevent harm and tragic deaths, such as those of Georgia and Tommy.

Q2. Over the past three weeks, I have surveyed 42 schools in my Weaver Vale constituency. More than £3.4 million will be taken from their budgets, and 60% of those schools have cut staff. The Prime Minister’s claim that austerity is over is as credible as her Brexit plan. Will she get a grip or step aside?

The hon. Gentleman will know that we are putting extra money into school funding; he will know that we have changed the national funding formula to make it fairer across the country; and I would hope he welcomes the fact that in the north-west we now see over 895,000 children in good or outstanding schools—an increase of over 175,000 children since 2010. He focuses on the money going into schools; he also needs to look at school outcomes, at the excellent work being done by our teachers and at the children who are now in good or outstanding schools who were not in good or outstanding schools under the last Labour Government.

I agree with my hon. Friend; it is right to remember, when we talk about the use of chemical weapons, that they have been used at scale in Syria, but of course we have seen one—a nerve agent—used on the streets of the UK. It is imperative that we give a message that these weapons cannot and must not be used.

As I have said before in this House, it is important that people can have confidence in how their personal data is used and that the Information Commissioner is able to investigate cases that are drawn to her attention. The Data Protection Bill will strengthen the law in this area. We will give the Information Commissioner’s Office tougher provisions to ensure that organisations comply with its investigations. At the heart of the digital charter that we have set out is the principle that personal data should be respected and used appropriately.

Q5. According to the National Audit Office, local councils have had their funding cut by a massive 49.1% since 2010. Children’s services up and down the country are on their knees, a Tory council has gone bust and the gap nationally is £5.8 billion. When will the Prime Minister wake up to this crisis made in Downing Street?

The hon. Gentleman talks about funding for local councils. Of course, we have heard in the announcements by my right hon. Friend the Secretary of State for Housing, Communities and Local Government that more money is going into local councils over the next couple of years. If the hon. Gentleman worries about what is happening at local council level, he ought to look at the figures that have come out today, which show very clearly that if you live in an area where the council is run by the Labour party, you pay £100 more than under the Conservatives.

When I visited Ben Houchen and Teesport, this was one of the proposals that they did put to me. I am very happy to join my hon. Friend in welcoming the fall in unemployment that we have seen in the north-east, and there are a number of ways in which we are providing that economic growth and ensuring that we see it continuing in the north-east. That is why we are investing £126 million through the Tees Valley local growth deal. My right hon. Friend the Chancellor has confirmed recently that we do remain open to ideas that could drive growth and provide benefits to the UK and its people, so we will keep all these options under consideration.

Q5. Agents from the shale gas company INEOS recently posted a pre-named contract to my constituent Alison Davies, asking her to agree to a geological survey on her farm. Alison had already rejected this request when she was door-stepped a few days earlier. Does the Prime Minister know what it feels like to get an unsolicited letter from a group who will not take no for an answer, and will she join the Welsh and Scottish Governments by saying no to fracking in England?

Shale gas extraction could be a very important part of ensuring energy security in this country, and I am sure all the hon. Gentleman’s constituents and the constituents of others represented in this House will want to ensure the Government are doing everything they can to make sure we maintain our energy security and we do not see the lights being turned off.

I, too, wish members of staff a happy new year.

At least 1.4 million households across the UK have been victims of unfair practices in the leasehold market, including my constituent Emily Martin. In advance of any intended legislation, what commitment will the Prime Minister make to ensure that Emily and thousands of people tied into this PPI-like scandal are compensated by developers now?

We are concerned when we hear of unfair practices taking place. I am sure that the Housing Minister will be happy to hear of this particular case as an example. We are looking to see what action the Government can take to ensure that people are secure in their homes and are not subject to practices that they should not be subject to.
