There is a full prospectus explaining all that, which we agreed with the Scottish Government. We have put it out to bid. We have five bids, from Orkney down to the Forth and the Clyde, and they all understand the environmental impacts. A lot of it is about reclaiming brownfield land, which is part and parcel of the levelling-up agenda, and I think everyone understands what has to be done environmentally to reclaim brownfield sites.

4. What recent assessment the Government have made of the effect of the levelling-up fund in Scotland.

We have invested £172 million in Scotland in round 1 of the levelling-up fund, which is around 10% of the total UK funding. In March, we published a monitoring and evaluation strategy for the levelling-up fund. Further updates on the strategy will be published in due course, and results of round 2 will be announced later this year.

That is wonderful to hear. In my beautiful constituency of Eastbourne, we are busy working to ensure that £20 million of Government levelling-up funding is energising and growing the visitor economy. [Hon. Members: “Scotland!”] My question is: how is the levelling-up fund doing the same in Scotland—the land of my forefathers—to ensure that all parts of the United Kingdom can capitalise on and consolidate the staycation market so much born out of the pandemic years?

My hon. Friend makes an excellent point. Levelling-up measures are all about delivering local priorities and pride in place, which go hand in hand towards creating a sustainable tourist economy. The £150 million community ownership fund is allowing us to put cultural and heritage assets back in the hands of local people across the whole United Kingdom.

There are no flies on my hon. Friend—he spotted that I am a Unionist and he has been able to highlight the importance of improving transport links. That is why I am so disappointed that the Scottish Government are not engaging in Sir Peter Hendy’s review of connectivity across our United Kingdom. That attitude is letting down the people of Scotland, who would benefit from those improvements.

My great grandfather served in the infantry regiment of the Argyll and Sutherland. Will my right hon. Friend join me in commemorating all those Scottish servicemen who fought in the British Army for the freedom of the United Kingdom and the world, and in thanking servicemen and women today in Scotland who are engaged in our fight against the virus?

I am more than happy to join my hon. Friend in thanking today’s servicemen and women, and I am sure the whole House will join me in remembering all those who laid down their lives in defence of our country and the freedoms that we enjoy today.

I absolutely agree. I would add that the British economy is the sixth strongest economy in the world, and it is that that is seeing us through these difficult times. We are sending funds to the devolved nations with complete respect for the devolution settlement, and I am pleased that Scotland’s two Governments are working very well together.

I would also like to put on record my support and appreciation for the military assistance of the Ministry of Defence, particularly at the weekend when a plane flew from RAF Brize Norton to Lerwick in Shetland to collect a man who needed to be put on a ventilator and take him to hospital in Aberdeen. It is a wonderful thing that we can all pull together in these difficult times. I am also grateful for the work of all those who are working tirelessly and selflessly to help the emergency services.

Quite rightly, our present time is gripped with, and all our energies are focused on, meeting the challenge of the covid-19 virus. Beyond that, however, important and urgent actions need to be taken on climate. For the United Kingdom to realise its world-leading ambition to be carbon neutral by 2050, will my right hon. Friend outline what steps the Government are taking to make sure every industry is playing its part, most notably the Scottish whisky sector?

I think everyone in the House agrees about the climate challenge. In particular, on the Scotch whisky sector, we announced in the Budget £10 million of green funding to help distilleries, and coming to Glasgow in November, covid-19 willing, we will have COP26, which will be not only a showcase for Britain’s commitment to climate change, but a wonderful opportunity for the world to come together, when hopefully we have defeated this terrible virus.
