The hon. Lady raises a number of points. In previous answers I have set out the ambition that the UK has and the progress that we have made. Specifically with regard to oil and gas licensing, the UK Government will introduce a new climate compatibility checkpoint before each future oil and gas licensing round to ensure that licences awarded are aligned with wider climate objectives, including net zero emissions by 2050.

Surfers Against Sewage in my constituency are ardent environmental campaigners, particularly on plastic pollution and water quality, and our environment is all the better for their work. The Government have a key role to play on protecting the environment, so can my right hon. Friend assure me that when the world gathers for COP26 in November, protecting and enhancing the environment, particularly for the people of Cornwall, will be at the very top of the agenda?

My hon. Friend raises an important point, because local groups are vital to the delivery of many initiatives, not just in the UK but around the world. I pay tribute to him for his work in promoting climate action in his constituency and more widely. I will of course ensure that either I or members from the COP unit for civil society and the youth team will meet the organisations in his constituency to which he referred, particularly to hear their views.

Domestically, the Government have set out their 10-point plan, their energy White Paper and an ambitious nationally determined contribution. Over the past year, the Prime Minister and I, and other Ministers and officials, have regularly engaged with counterparts around the world to raise climate action ambition.

I welcome the President of COP26 to his new position and wish him every success. This year, 2021, is a key year in our battle against climate change, as we host COP26 and the G7 in Cornwall. Climate change is such an important issue for constituents in Truro and Falmouth, so will my right hon. Friend assure me that all areas of the UK, including Cornwall, will benefit from the developments that come from these two significant events, as we recover from the covid shock in a green and sustainable way?

Absolutely. It is of course very good news that the G7 is to be held in Cornwall, which is, as we know, a powerhouse for green innovation. It is home to pioneering offshore renewables technology, as well as the first geothermal plant in the UK, and I am sure it will play an important role as we seek to build back better and greener throughout the whole of our country.

The hon. Gentleman raises an important point, and of course we have dialogues with landlords and tenants. As he will have heard, the rent moratorium has been extended to 31 March, and he will also know that because the rates holiday continues, that is money that does not have to go out, which can be used for other purposes.

The Government are leading the way with the green revolution, and in Cornwall we are teeming with green potential. Will my right hon. Friend work with my Cornish colleagues and I to help put Cornwall at the heart of the green industry, unleashing geothermal energy, lithium, floating offshore wind and their vital supply chains, creating long-lasting jobs in Cornwall?

The best thing we can do to continue to keep the hospitality sector open is to ensure that we get the virus and the infections under control, and that is precisely what we are doing with the proportionate measures that the Government are taking.

I was extremely pleased recently to welcome the Secretary of State for International Trade to Truro and Falmouth, where she was able to look at the globally significant lithium grades in geothermal waters in my constituency. Will the Minister ensure that the Government continue their part funding of this United Downs project to help it to continue its important steps towards the commercial production of lithium in Cornwall?

I thank the right hon. Gentleman for his comments and for his support for the principle of the UK internal market. I hope that that is something we will hear echoed across the House as we open up to questions. Let me address some of the points that he has raised. The first thing worth noting is that he talked about anxiety. The real issue at the moment is giving certainty to businesses, so that they know from day one that they are able to operate as they do now within a coherent, seamless internal market. That is what this White Paper proposal absolutely gives them. I have spoken, as I am sure he will have done, to business representatives and organisations over the last 24 hours, and they have told me that this is one big issue off the risk register of companies.

The right hon. Gentleman talked about standards. I would point out to him once again that the UK has some of the highest standards in the world across a whole range of areas. I have listed issues around maternity and paternity pay, around the exclusions and around zero-hour contracts. I say to him once again—I am sure that this issue will be raised by others as well—that we are not going to be compromising our high environmental standards, our high animal welfare standards or, indeed, our high food safety standards in the deals that we do.

The right hon. Gentleman then raised the issue about working together. He will know that the common frameworks programme has been running for some time, and we have had consultations and discussions around that. If colleagues in the devolved Administrations want to have a discussion about standards, that is absolutely the right forum in which to do it. He also mentioned the state aid rules. I know that he will understand the reason that we want to continue to have this as a reserved matter. We want to ensure that there is effectively equality across the whole of the UK and that there are no distortions. I understand his desire for us to set out the details on this, and that will come.

In conclusion, the White Paper gives certainty to businesses. It is about protecting jobs and livelihoods, and about supporting businesses in making their investment decisions. That is good for consumers as well. It is about underpinning our recovery from covid as we seek to work together. I say to all colleagues that this is about businesses and people, not about politicians, and I hope that that is the spirit in which we will conduct the rest of this debate.

Nothing is currently more important for our whole United Kingdom than the protection of public health and the support of our economic recovery. Does my right hon. Friend agree that the proposals in the White Paper will ensure that all four nations—indeed, all four corners—of our United Kingdom can overcome this crisis by working together and promoting good co-operation between Westminster and the devolved Administrations?

My hon. Friend is absolutely right: that is precisely what I want to do. This is a consultation; we are consulting and we want to get people’s views. My door is very much open to having a dialogue and discussion with anyone who wants to come forward.

I am delighted that the hon. Lady has raised the issue of solar power, because, as she will know, solar photovoltaics is a UK success story. There has been rapid deployment over the past eight years, and more than 99% of the UK’s solar PV capacity has been deployed since May 2010. The latest figures indicate that we now have more than 1 million solar installations, or 13.4 GW, of capacity installed.

In Cornwall we have some exciting new emerging industries such as geothermal energy and lithium extraction. How is my right hon. Friend encouraging those industries to produce green energy in the future?

If the hon. Gentleman had read the communiqué that came out of the summit, he would have seen not only the billions of pounds of investment, but the UK support going to developing countries. He always castigates private investment, but perhaps he ought to read what the UN Secretary-General wrote in November in the Financial Times, where he pointed out that the private sector is vital to advance development goals. Sometimes the hon. Gentleman needs to read and listen to the experts, rather than to people on his own Benches.

T2. . Will my right hon. Friend reassure companies in my constituency that specialise in renewables, such as Kensa Heat Pumps, as to how the African summit held last week will boost African countries’ efforts to adopt cleaner forms of fuel?

My hon. Friend raises a good question. The summit highlighted the UK’s distinct offer to support clean growth, and our expertise in low-carbon sectors and green finance. For example, along with the President of Kenya, I attended the London stock exchange for the launch of the first green Simba bond, which the UK Government helped to develop.
