  Last year, it was announced that the Ford engine plant was to be closed in September of this year. Ineos was brought in, with both UK Government and Welsh Government funding, but it has now suspended its development at the plant. BA has announced potential job losses at three sites across south Wales, and GE has put staff under a statutory notice period at its plant in Nantgarw. What support is the Secretary of State going to start putting into the south Wales economy so that we can save, protect and create new highly-skilled and well-paid jobs?

As the hon. Gentleman will know, we have been supporting the economy across the United Kingdom, to the tune of £160 billion of additional funding announced by the Chancellor. If the hon. Gentleman would like to engage with my ministerial team on particular issues, I would be very happy about that.

About 70% of the litter in the ocean is plastic, and I therefore commend the work of my hon. Friend and his young constituents in highlighting the clear and present danger of plastic pollution to life in our oceans. The Government recognise the need for action and for our joint leadership, with Vanuatu, of the Commonwealth Clean Ocean Alliance, and we are supporting technical assistance for countries that are committed to taking practical steps to tackle marine pollution.

In the poorest countries, 93% of waste is burnt or discarded on roads or open land or in waterways. Will the Secretary of State expand on his answer to the first question, and tell us what he is doing to develop a system of improved waste collection while also encouraging recycling in many of those countries?

The hon. Gentleman has raised an important point. Let me give him a couple of examples. In Uganda and Ghana, my Department is providing support for pilot projects. We are working with businesses to improve waste management and increase recycling. In Uganda, for example, we are working with the Kampala plastics recycling partnership.

One of the concerns being expressed by constituents about the universal credit roll-out is literacy levels and people’s unwillingness and fear about being able to complete forms. Given that universal credit is to be fully rolled out in my constituency in December, what assurance can the Minister give me that those with poor literacy levels with receive the support they need to get the benefits that they need and deserve?

Universal support has been available since 2017, but our partnership with Citizens Advice is clearly a step up. I hope that that will make a positive difference to the hon. Gentleman’s constituents.
