The Government recently published the British energy security strategy, which sets out plans to turbocharge our clean energy transition. As I said earlier, the aim is to quintuple our offshore wind and solar PV capacities by 2030, while also significantly expanding nuclear and hydrogen. We aim to decarbonise our electricity sector fully by 2035.

While I welcome the Minister’s comments, all the evidence points to the fact that we need a drastic shift towards renewables if we are to meet our climate change commitment. What does he say about figures from the Department for Business, Energy and Industrial Strategy that show a reduction in growth in renewable energy over the past few years, specifically in onshore wind? Will he commit to investing more in onshore wind, and to committing to hydrogen, so that all new housing developments are hydrogen capable when boilers are replaced and central heating systems are introduced?

As the hon. Lady knows, a lot of work is going on with hydrogen, and we published our hydrogen strategy last year. We have announced plans to double our available capacity to 10 GW of hydrogen production by 2030. We already have 14 GW of onshore wind deployed to date, and we have made it clear that we will be consulting this year on developing local partnerships for a number of other supportive communities that wish to host new onshore wind infrastructure. That will, of course, be in return for benefits, including lower energy bills.

I note the hon. Lady’s point, but the fact that we have established a formal dialogue on loss and damage for the first time does demonstrate progress. Ultimately, this will be a party-driven process, as she knows. Parties will have to decide, based on consensus, what the outcome of the dialogue will be.

I stress again that the Group of 77 plus China—the world’s underdeveloped countries—were disappointed, crucially, with the wording on finance. They say that it is weak and have called for greater support, but there have been no specifics on how that should be met. Does the COP26 President agree that resolving that disappointment is vital both for ensuring global success against climate change and for maintaining a balance of power on the world stage?

I absolutely agree with the hon. Lady on the importance of this issue. I very much hope that we will make progress on the dialogue. I should point out that, in addition to the dialogue, we have also done what we set out to do: to operationalise the Santiago Network, so that technical assistance can be provided. Parties have also agreed that funding will be provided to support the work of the Santiago Network.

I would be very happy to meet my hon. Friend and other colleagues in the region to discuss how her region can benefit from the support that the Government have to offer.

As Liberal Democrats, we welcome the announcement about internal trade and protecting the market and protecting those who survive in that internal market. However, I ask the Secretary of State to be sure that there is consultation with each of the devolved Administrations and that we have a dispute resolution mechanism for when there cannot be agreement. More than anything else, however, may I please caution the Government that any mistake on this, any suggestion that this is being imposed on the devolved Administrations, will be seized on by our colleagues on the nationalist Benches? That will do damage to the Union, rather than protect and strengthen it, so will he please bear that in mind?

I hope that the proposals we are putting forward will strengthen the Union and strengthen support for business across the United Kingdom. The hon. Lady talks about consultation. The White Paper is of course a consultation document and I would welcome her thoughts.

A constituent of mine is being passed from pillar to post by the DWP and the Scottish student loans group, both of which say she is entitled to support. She wants to start studying full time in September but, as a single parent, cannot do so without appropriate financial support. Will the Secretary of State or one of her Ministers meet me to see whether we can find a way out of this Catch-22 situation and ensure that my constituent and other single mothers like her, who want to improve their families’ opportunities, have the support to do so?

We have listened. In November, I spoke to the hon. Lady and other colleagues about the policy, and we have changed its retrospective nature. However, I point out that the overall policy is about fairness not only to those who receive welfare but, of course, to taxpayers.

This Government have finally recognised the risk to women and children of giving universal credit to just one member of a household. Will the Minister now explain how the DWP will identify the main caregiver in a household and what other steps will be taken to protect women and children from domestic abuse?

I do not know whether the hon. Gentleman is arguing against our conducting a pilot, but that would be irresponsible. We have always made it clear that we need to get this right, which is why we will organise a pilot.

I was delighted to hear the Minister say that he would listen to what is said about the changes that will have to be made. Does that mean that he will accept the necessity for a guarantee that vulnerable people on existing legacy benefits need not apply, that there will be some way of ensuring that they are being moved successfully on to universal credit before their legacy benefits are stopped, and that someone from the DWP will visit them at home to ensure that they are receiving what they are entitled to, and are completely aware of the changes?

As the hon. Lady will know, home visits are already available under the welfare system and the universal credit arrangements. However, she has raised an important point about the need to ensure that no one who is vulnerable falls through the cracks. We want to ensure that as well, which is why we are working with health charities and others to make certain that we get this absolutely right.

Of course I will meet the all-party group, but the whole point of a call for evidence is to allow everyone to feed in their views, and it is precisely those views that we want to hear. Following that, we will, of course, set out plans to take this further.

8. What estimate he has made of the number of social homes that will be built in 2018.

The Government are providing substantial support for the building of social homes. We recently announced an additional £2 billion of funding, which takes the figure for the affordable homes programme to more than £9 billion. We have provided rent certainty for social landlords, and we have announced that there will be a £1 billion lift in housing revenue account borrowing caps.

[Christine Jardine]

The number of homes delivered for social rent has fallen by more than 85% since 2010. Just 5,380 are expected to have been completed in 2016-17, compared with nearly 40,000 in 2010-11. The Budget contains virtually no support for the building of new social housing, and only £6 billion of new money for housing altogether. Is that not a far cry from the £50 billion that was called for by the Secretary of State himself, and does it not mean that the number of houses will fall far short of the number that we need?

Order. That was far too long; absolutely hopeless. The hon. Lady’s questions will have to be much shorter in future. I am always keen to encourage her—she is a new Member, and a prodigious attender—but she needs to apply the blue pencil.
