I have set out the amount of funding the Government are providing over this Parliament—£6.6 billion on energy efficiency. I very much share the view that we need to be doing even more on this, particularly as we face energy security issues and energy prices are so high; more insulation in homes will deliver lower bills for households.

On energy efficiency, decarbonising in-home heating remains one of our biggest challenges in reaching our net zero 2050 target, so will the Minister join me in welcoming plans for a hydrogen village by 2025? Will he also have a chat with the Business, Energy and Industrial Strategy Secretary to encourage him to back our plans for one in Redcar and Cleveland?

I know that my hon. Friend is a great champion of green energy and, in particular, hydrogen in his area. I wish him luck with the plans and of course I will raise this matter the Business Secretary.

My hon. Friend makes an important point. We have always talked about a managed transition to a clean energy future. It is not about flicking a switch off overnight; I think everybody understands that. As a Government, of course, we have to make sure that we keep the lights on and keep the factories and businesses running.

Does the COP26 President recognise that fossil fuels remain critical in the transition to net zero 2050 and in the production of blue hydrogen, plastics and power through carbon capture, utilisation and storage projects such as Net Zero Teesside?

My hon. Friend makes the same point that this is about a managed transition. We want to ensure that we decarbonise the electricity system by 2035. Hon. Members will know that the energy security strategy is all about transitioning to a clean energy future with a big push on renewables, nuclear and hydrogen.

The Prime Minister has absolutely been leading on this agenda for years—[Interruption.] He has been leading for years. I would just say that it was a Conservative Government who put in place net zero by 2050, and Members should just look at the commitments we have made under the current Prime Minister, with our nationally determined contribution and our carbon budget 6. We are leading the world when it comes to going green.

The Minister will know that Teesside is the hydrogen capital of the UK, where we already produce more than 50% of our commercially viable hydrogen, so will he consider throwing his weight behind Redcar and Cleveland’s bid to become home to the UK’s first hydrogen village by 2025?

We do support a just transition; in fact, the $8.5 billion deal agreed with South Africa will enable decarbonisation and a just transition in that country. We also now have 34 countries and five public finance institutions supporting a UK-led initiative to end international public support for the unabated fossil fuel energy sector by the end of 2022.

5. What progress he made at COP26 on encouraging the use of alternative fuels.

At COP26, leaders of countries representing over 70% of global GDP committed to work together to make clean technologies and sustainable solutions the most affordable, accessible and attractive option in each emitting sector before the end of this decade.

Teesside is quickly becoming the epicentre of hydrogen technology in the UK; with recent announcements on blue and green hydrogen production, we are confident that Teesside will be able to deliver more than half of the Government’s 2030 hydrogen ambitions. Around 85% of all homes are on the gas network, and domestic heating accounts for over 30% of the UK’s carbon dioxide emissions. It is clear to me that we will not make net zero without switching our gas network to 100% hydrogen. Will the Minister recognise hydrogen as a fuel of the future, and will he join me in my campaign for the UK’s first hydrogen village in Redcar?

I agree with my hon. Friend that hydrogen is a fuel of the future. As he will know, the idea of a hydrogen village trial was proposed in the Prime Minister’s 10-point plan, and gas network companies are working with local partners to develop proposals for the trial. I suggest that he speaks to my right hon. Friend the Business Secretary to make the case for Redcar.

As ever, the hon. Gentleman raises an incredibly important point. I will talk further about this, but that is precisely why we have ensured an opportunity to extend the temporary measures in the Bill, but by regulation, so statutory instruments will have to be laid before the House. However, I am sure that the sentiments he expresses are felt across the House. If we need to, I am sure that we will collectively look to extend some of the temporary measures to continue to help businesses.

The Bill will allow business owners time and space to explore rescue options. It will allow directors of companies that are technically insolvent, but simply because of a temporary drop in demand caused by the covid-19 crisis, to proceed with the business without the threat of personal liability. That has been incredibly warmly welcomed by businesses and business representative organisations.

Does my right hon. Friend agree that this Bill will give businesses in Redcar and Cleveland and across the country the much needed breathing space to get through this crisis?

My hon. Friend is already making a huge impact in supporting businesses in his constituency, and he is absolutely right. The whole point of these measures, both permanent and temporary, is precisely as he says: to give businesses the breathing space to allow them to see whether they can recover and ultimately bounce back. That is what we all want to see.

The hon. Gentleman may have missed yesterday’s announcement about the fourth contracts for difference allocation round, but if he reads that announcement, he will see the points that we have made. The proposals that we have presented are there to help the UK achieve its 2015 net zero ambition.

I am grateful to my right hon. Friend for his support for the onshore wind sector. What support are the Government providing to advance the hydrogen economy, and to decarbonise the hard to abate sectors?

My hon. Friend makes an important point. Hydrogen can, of course, play a key role in net zero efforts, alongside electricity. My Department is investing in innovation, with up to £121 million supporting a range of projects to explore and develop the potential of low-carbon hydrogen.
