I thank my hon. Friend’s constituent, Wayne McGuire of Grove Innovations, for the work he is doing to ensure a green energy transition in our own country. With regard to support, as announced in our heat and building strategy last year, the Government are launching a new £450 million boiler upgrade scheme, providing upfront grants of up to £6,000 to install heat pumps.

COP26 was the first COP where a section of the cover decisions was devoted to loss and damage. We agreed a new Glasgow dialogue on loss and damage, which will discuss the arrangements for the funding of activities that avert, minimise and address loss and damage.

The latest Intergovernmental Panel on Climate Change report confirms that many consequences of climate change are already locked in, regardless of ongoing efforts to mitigate them, and that the consequences will fall mostly on those least able to cope and on those least responsible for the crisis. Can the President confirm that his Government will be aiming for an equitable loss and damage agreement that compensates developing nations and recognises the disproportionate role of developed nations in causing such loss and damage?

I note the point the hon. Gentleman makes. He will know that the UK already funds internationally relevant activities relating to loss and damage, including humanitarian and disaster response support. With regard to the Glasgow dialogue, that will be a consensus-driven process. Ultimately, all parties will have to reach a collective decision on the outcome and results of that dialogue. What we want to ensure is progress during this year.

What discussions he has had with Cabinet colleagues on increasing international engagement on climate change ahead of COP26.

I am in regular contact with Cabinet colleagues on COP26, including on co-ordinating our international engagement. The Prime Minister and Ministers across Government are raising climate change with international counterparts to secure ambitious climate commitments by November this year.

Does the President agree that diplomatic efforts ahead of COP will need to be more than discussions with other states, and with non-state actors as well? What discussions is he having with non-governmental organisations—in particular, with the Under2 Coalition—ahead of COP, and what role does he envisage their playing in November?

The hon. Gentleman raises a very important point. We want this to be the most inclusive COP ever. As he will know, we have set up a civil society and youth advisory group, which is an opportunity for groups from the global south and the global north to come together and discuss issues. I can say to him that, ahead of the climate and development ministerial meeting we had on 31 March, we took a lot of feedback from this grouping in deciding what we needed to discuss.

My hon. Friend makes a very important point. Offshore wind prices have dropped by over two thirds between 2015 and 2019 because of the CfD auctions. Going green is positive for the economy: GDP has grown by 75% since 1990, yet we have also managed to reduce emissions by 43%.

My constituent received a UC sanction for accompanying her younger sister, who has severe cerebral palsy and for whom my constituent cares, to an appointment at the children’s hospice at Loch Lomond. Surely that is an inhumane way to treat young carers under the UC system.

I am very happy to look at the individual case that the hon. Gentleman raises. Of course, he will be aware that easements are available in the system, but I will be very happy to talk to him about that specific case.

What will the Minister do to address the fact that too many applications for vital alternative payment arrangements are being delayed, ignored or even lost by the DWP, totally undermining their purpose?

If the hon. Gentleman has individual cases of constituents facing these difficulties, he should bring them to me. I cannot react to general comments, which we hear quite a lot from the Opposition. When Members have specific cases, they should bring them forward and we will deal with them.
