The Prime Minister
Our long-standing position has been that we will recognise a Palestinian state at a time that is most conducive to the peace process. The most important thing is that we are committed to that two-state solution and are working with our allies to bring it about.

We are publishing the dentistry recovery plan today, and my right hon. Friend the Health Secretary will be making a statement shortly. Over 1 million more people saw an NHS dentist last year than the year before, but we know that there is more to do. That is why the recovery plan will make sure that NHS dental care is faster, simpler and fairer for patients and staff.

The hon. Lady raises a very important point. I am pleased to report that I have met colleagues in the Department for Levelling Up, Housing and Communities, and we have held a roundtable to discuss exactly those issues. One of the key elements, which we really need to do, is to gather the data so that we can better understand some of the causes and what the solutions might be to help those people.

I have been working closely with the Education Secretary, because it is important that we get the guidance for schools right. It must show schools how to be compassionate to pupils questioning their gender in a way that is compliant with the Equality Act 2010, including ensuring that single-sex spaces are maintained and the safety and wellbeing of all pupils is not compromised.

Her late Majesty was always warmly welcomed to Northampton, so the town mourns her passing most sincerely. Looking over some of the old coverage of royal visits to Northampton, since the sad news yesterday, it is clear how much joy she brought on every occasion. Many Members from both sides of the House have succeeded in communicating the almost magical combination of majesty and personable friendliness, and yet within that, one was always aware of her sheer presence—even when stood as an infant in a lay-by in 1977 with my dear mother, Mrs Sandra Lewer, waving a dock leaf and getting a wave from the limousine in return.
Two of the occasions on which I met Her Majesty illustrate that duality. On the 800th anniversary of the Maundy service in 2010, she presented the ceremonial money to another inspirational woman, the late Sister Merle Wilde, one of the last of the Methodist Order of Deaconesses. There was tradition, dignity, majesty.
At the diamond jubilee two years later, I met Her Majesty at a much less formal event. When introduced, I found myself, for reasons too obscure to detain the House with tonight, talking to her about doughnuts. Her Majesty took it in typically good part, thankfully, but I sensed rather than saw a certain look pass between the then lord-lieutenant, who was also thankfully a friend of mine, and my wife, who had much to say about it afterwards. Her Majesty was personable, cheerful and filled with humanity. Blending that with her dignity and bearing was brilliantly described as “alchemy” by the right hon. and learned Member for Camberwell and Peckham (Ms Harman) earlier.
I thank you, Mr Speaker, and Mr Deputy Speaker for your indulgence tonight, and for that of the House staff as well. It is really appreciated and it has meant a lot to us to be able to do speak this evening. May God bless Her late Majesty the Queen and keep her safe. God save the King.

As I mentioned earlier, we are engaged in a massive programme of improvements and building and rebuilding in our NHS estate. With great respect to my hon. Friend, he is going to have to continue to lobby for this decision. The local NHS bodies will have to make up their minds on it, but I am sure he will continue to make lively representations.

These are, as I said, important points. I am glad the hon. Gentleman recognises that we have committed the funding. Where is it going? For the second year on the trot, we have removed the cap on sitting days in the Crown court, which is probably the single most important aspect of delivering capacity. We are also doing it through legislation.
The hon. Gentleman will be aware that we recently had Royal Assent for the Judicial Review and Courts Act 2022, which is a key measure in helping us to increase magistrates’ sentencing powers, releasing up to 1,700 days in the Crown court. That is 1,700 days when we can hear serious cases—rapes, murders and all the rest—to get through the backlog, because capacity is key. I have always said that it is about taking a joined-up approach. We have the funding in place and we have the legislation. It is such a shame that the Opposition could not support us.

Last year, to ensure accessibility to vital support, we spent £1.7 billion on legal aid. We are consulting on changes that will result in an additional 2 million people in England and Wales having access to civil legal aid, with 3.5 million more people having access to legal aid at the magistrates court. By any measure, that is a very significant expansion of access. Alongside that, we propose to invest up to £135 million a year in criminal legal aid, more than £7 million in improving access to housing legal aid, and £8 million in expanding access to immigration legal aid.

Next month I will be visiting Northampton Community Law Service, which has proved indispensable to many of my constituents. What steps are being taken to ensure sufficient funding streams for areas of specialist legal advice and support that are proving to be the most in demand amid the cost of living crisis, particularly debt and employment law?

My hon. Friend, who is a champion for his constituents, makes the important point that these are increasingly important matters in the current economic context. That is why we have committed to ensuring that specialist legal advice services continue to provide support for those who need it most, and it is why, in particular, we will be spending £5 million to pilot early legal advice on social welfare matters, including debt, this summer. Throughout 2020 we provided £5.4 million of grant funding to not-for-profit providers of legal advice, supporting more than 70 organisations to help vulnerable people resolve their legal problems. I am pleased to confirm that those rounds of funding provided more than £130,000 to Northampton Community Law Service.

That is absolutely the case, and I know from my previous role at the Foreign, Commonwealth and Development Office that our missions around the world are home to some of our best salespeople. They are absolutely on message when it comes to promoting UK businesses and making sure that we are doing our best to stand up for businesses all around the world. They do a fantastic job, and we have plenty of programmes under way to ensure that that continues to be the case.

We are increasing opportunities for small and medium-sized enterprises by transparently publishing contract pipelines and simplifying bidding processes. These measures are working, and the latest central Government procurement figures for 2019-20 show that £15.5 billion was paid to small and medium-sized businesses to help to deliver essential services for UK taxpayers.

Under policy procurement note 06/21, the new carbon reduction plan requirements are obligatory for any Government procurement of more than £5 million. That is especially onerous for SMEs, including those in my constituency of Northampton South. How will Ministers try to make this more proportionate for SMEs, which have much less ability to afford such costly bureaucracy?

I am sure that the ears of my right hon. Friend the Minister for Brexit Opportunities and Government Efficiency will have pricked up at the suggestion of any regulation that is onerous and will want to look at that in detail. It is worth reminding the House that the £5 million figure applies per annum and that advice is available—only one plan is required and there are private sector organisations that provide advice and support, some of which is free. However, my hon. Friend raises an important point and I am sure my right hon. Friend will want to look at that to reassure himself and the House that it is proportionate to need.

Thank you, Mr Speaker. I want to repeat that I understand the feelings that the hon. Gentleman has relayed to me, as I said last week. I sympathise very deeply with the feelings and I understand why people feel as they do. I thank people very much for everything that they have done. I recognise the enormous sacrifice that people have made. I apologise for the misjudgments that may have been made in No. 10 by me and anybody else, but please can I ask him to wait for the inquiry to conclude?

I will certainly do what I can to support it, although of course, as my hon. Friend knows, such memorials are a matter for local authorities. What the House and the Government can certainly do is ensure that memorials are not desecrated, as they have been across the country, and that we support legislation that penalises those who indulge in such desecration.

I beg to move,
That this House has considered a national memorial to the Photographic Reconnaissance Unit.
It is a pleasure to serve under your chairmanship, Mr Davies. I have a confession to make today: until seeking this debate, I knew little to nothing about the Royal Air Force’s Photographic Reconnaissance Unit. I knew little to nothing about the heroism, the bravery, and the contribution of the men who flew in the PRU and can quite legitimately claim to have turned the tide of that war against evil in Europe between 1939 and 1945.
I was—I admit this now that the debate has been granted and we are all gathered here today—doing a friend a favour. Luke Graham, the former MP for Ochil and South Perthshire, first sought a debate on this campaign for a national memorial to the PRU back in 2019. Sadly, in December of that year he ceased to be the MP for that constituency. When asked if I would carry the baton forward and continue this campaign in Parliament, I heartily agreed.
To be clear, I do fully believe in this campaign. I fully believe that the PRU deserves a national memorial. However, this campaign only became real to me yesterday when, by chance, following a phone call to my office from a Mr Menzies of Conon Bridge in the highlands Scotland, who had read an article on this debate in the Sunday Express, I was put in touch with Mr George Pritchard of Northampton—one of four living veterans of the PRU still with us .

I apologise for interrupting my hon. Friend’s peroration so early; I am sure it will be excellent. However, I did not want to allow the opportunity to go by without expressing my gratitude to my hon. Friend for his reference to George Pritchard, who is a resident of Duston in my constituency of Northampton South. At a magnificent 97 years old, he is a lively, active, living tribute to the outstanding work that he and his fellow PRU personnel undertook in defence of our freedom. This early intervention is my opportunity to say that my hon. Friend’s campaign has my full support.

I thank the hon. Member for what he has done just now to draw attention to the scheme, but I must say that I respectfully disagree with him about the ignorance in which our wonderful EU nationals have been, because 4 million of them have successfully applied and been given residence, thanks to the scheme we have instituted. It is a great success, and we pay tribute to the wonderful EU nationals in our country who do a fantastic job for this country.

Indeed. I remain a champion of liberty in all its aspects, but I am also the living embodiment of the risks of obesity. There is no question but that it is a comorbidity factor in the pandemic. I think that is something that the people of this country understand. They understand that it is all of our individual responsibility to do what we can to get healthy and to stay healthy, because that is one of the ways we can all help protect our NHS.

I thank the hon. Gentleman for the intervention, but I refer him back to answers previously given by more learned colleagues than myself on those specific points.
I hold Scotland close in my heart, with many fond memories of holidays—and how could I not mention the excellent whisky, as I think about Laphroaig and the Macallan still in my cupboard? It is a worldwide export from the United Kingdom. We are our own biggest trading market between whole nations, and I want to see Scottish businesses and businesses in my constituency of Dudley North continue to have unfettered access to each other’s markets—something that simply would not happen, were the SNP to have their own agenda, with their separatist approach.
So far, all we have seen and heard from Opposition SNP Members is this damaging rhetoric that champions separation instead of growth and jobs through trading in our Union. They criticise this Government and, by default, ordinary British people who voted to leave for, as was stated yesterday, unpicking 60 years of European jurisprudence; yet they want to unpick over 300 years of a Union much closer to home that has proven to work for everybody. For all their claims to be defending the Scottish people and devolved powers in Scotland, it seems utterly bizarre and ironic that the SNP would want to return those powers back to Brussels, because not only will sovereignty be lost, but as the former SNP Minister Alex Neil admitted, there would have to be a customs barrier between Scotland and the UK, and no doubt a separate currency. I cannot for the life of me understand why SNP Members would actively advocate to suppress their whole nation and damage their local economy.
The Bill strengthens the Union, so it is no surprise they seek to oppose it, but they should all be held to account for not wanting to stand up for all the British jobs that the Bill would support and protect.

As Martin Howe QC outlined in a recent article, a single unified internal market is a key block in the constitutional foundations of the United Kingdom. When the transition period ends on 31 December, we shall be finally free to leave the provisions of the EU. This country needs a legislative framework that protects the integrity of the UK and provides continuity, certainty and prosperity to all four parts of the country.

The title to the Bill is to do with the issue of Northern Ireland’s status. The Bill ensures that Northern Ireland becomes an integral part of the United Kingdom, which is separate from the withdrawal agreement, which was agreed in January 2020. I know that the hon. Gentleman agrees that that is critical and very important so that we have unfettered access and so that our businesses will not be disadvantaged in any way. Does he agree that it is all about the United Kingdom of Great Britain and Northern Ireland as one entity rather than four regions?

Yes, I do. Four as one is the way forward.
At a time when thousands of businesses around the UK are struggling to recover from the impact of coronavirus, no Member of this House should be in any doubt that we need to have in place a system that facilitates the free flow of goods and services around all parts of the UK. That gives us the opportunity, as these amendments touch on, to invest properly in infrastructure and projects that encourage development in all parts of the UK.
