We want to see people taking home more money, and that is why we have introduced the national living wage, which will reach £9 an hour by 2010, and we are cutting the taxes of people like the friend to whom the hon. Lady refers, who will be able to earn £11,000 from 1 April before paying any taxes at all.

A recent study led by Imperial College has shown that biomass, if progressed through contracts for difference, could save bill payers and the Treasury billions of pounds. This industry supports thousands of jobs in the Humber, and in the constituencies of my hon. Friends the Members for Selby and Ainsty (Nigel Adams) and for Cleethorpes (Martin Vickers). There is a sustainable business model. The biomass comes from the US and Canada. Will the Prime Minister look at this, so that we can try to get it into the CfD programme?

I will look at that, but what we all have to realise is that the levy control framework—the extra amount of money that we are prepared to put into renewable energy—is a finite amount. In the end, we have to make sure that we get cost-effective electricity and that we go green at the lowest cost. That is the aim, but I will look carefully at what my hon. Friend says.

The Brimstone missile, which is a British missile worked on with the RAF and used before, is one of the most capable and accurate weapons systems there is, particularly in the hands of our highly trained RAF pilots. It is not just me saying this; it is the view of our military, as well as of our allies, who are keen for us to help.

I voted against action last time, but I am increasingly likely to support action this time, as long as it is against ISIS and does not involve ground troops. My right hon. Friend is trying to build an international coalition, of course, and yesterday he met the new Canadian Prime Minister, Justin Trudeau, who won an election on the basis of pulling out of airstrikes. Has he had any success in convincing him to change his mind?

First, I am grateful for my hon. Friend’s growing support, which I hope to bring to a happy—for us both—conclusion. No, “conclusion” is the wrong word; it is a process, and a never-ending one, I hope.

I had good talks with Prime Minister Trudeau last night. He has made a particular decision about Canadian jets, but he is considering stepping up the training support they provide, particularly to the Iraqi security forces and the peshmerga.

The case to which the hon. Gentleman has referred is absolutely heartbreaking. All of us have read about it in the newspapers, and we all know how the family and community will be affected, as he said, for many years to come.

As for helping the families, I think that the first thing to do is ensure that each of them has a family liaison officer from one of the police forces. Those liaison officers are now being put in place. They are experts—they are extremely good at the work that they do—and they should be the point of contact that ensures that families are given all the information, help, advice and support that they need.

The next step, as the right hon. and learned Member for Camberwell and Peckham (Ms Harman) said, is to think about how we are going to mark and commemorate what has happened. That should be done in consultation with the families, so we should not rush that decision, but I think it is right that this Friday we have a national minute’s silence.

The thoughts of my constituents are with all the victims, especially the three from our local area. I spent yesterday afternoon with the family of Bruce Wilkinson, including his wife Rita, who survived the attack. They thank everybody who has assisted them—consular staff, their travel company, and my hon. Friend the Member for Pudsey (Stuart Andrew). They want Bruce to be remembered for his wit and compassion, and for his love of his family. Can my right hon. Friend assure me that every effort will be made to get the bodies of victims home as quickly as possible, so Bruce and the other victims can be given the dignity in burial they were denied in death?

I can absolutely give my hon. Friend that assurance. As well as tales of great tragedy and sadness, there have been stories of extraordinary heroism and bravery, as we would expect from British citizens confronted with such an event. On bringing people home, what we have said, and what I have said today, is that we are prepared to use RAF planes, chiefly C-17s and C-130s, to bring home the British dead if that is what families want. We are putting the arrangements in place now. It has taken time to identify all the victims and that identification has to be complete before a victim can be brought home, but we will work as hard as we can to make sure this happens as soon as possible.

If Scotland was not part of the United Kingdom, there would not be the access to the UK energy market—but I suppose we can leave that on one side. I say to the hon. Lady that we have had a huge increase in renewable energy right across the United Kingdom in recent years. We have removed some of the subsidy from onshore wind—we are going to reach 10% of our electricity generation from onshore wind—so now it is right that it should be for local communities to make that decision. Interestingly, before they got into government, that was a position that the SNP agreed with.

Q8. Last year, the £75 million mis-selling of cashback warranties by Scottish Power, including to thousands of my constituents, was raised with the Prime Minister. A year later, very little has happened, with Scottish Power dodging its responsibilities to 625,000 people across the United Kingdom. In the light of the most recent evidence, will my right hon. Friend urge Ministers in the Department for Business, Innovation and Skills to look again at this issue, to get people back the money they are owed?

My hon. Friend is absolutely right to raise that issue. I understand that the liquidation of the companies involved in the scheme is still under way. As a result, the creditors of the companies have not yet received the reports from the liquidators to see whether that money can be extracted—[Interruption.] Before Labour Members get too excited, most of this happened between 1997 and 2001. I have asked the Business Secretary to meet my hon. Friend to discuss his concerns directly.

Q10. Thanks to funding from this Government, thousands of constituents in the East Riding of Yorkshire and North Lincolnshire now enjoy access to superfast broadband. That is helping to bridge the digital divide between rural and urban areas. It is also helping small businesses in rural areas to benefit from our “long-term economic plan”—I had to say it once. However, getting broadband rolled out for the remaining properties in East Riding will be particularly difficult. Will my right hon. Friend meet me and other East Riding MPs to ensure that we can get the delivery out as quickly as possible?

I am always happy to meet my hon. Friend who is a real champion for his constituents. He is right to put this issue of rural broadband front and centre in his campaign. As he knows, we are investing around £780 million to get superfast broadband to 95% of UK premises by 2017. That programme is going well. Every day, our roll-out reaches another 5,000 homes and businesses. [Interruption.] The Labour party complains, but broadband roll-out has doubled under this Government. That is what has happened because of the work that we have put in. We are investing extra money to ensure that we can get to the most hard-to-reach premises, and that will include subsidising the cost of installing superfast satellite services, which will give access to those in the hardest-to-reach areas who currently have the slowest speeds.

I will tell the hon. Lady what we have done. We have created a system in which the universities are now better funded than others in Europe, the number of students going to university has increased and the number of people from poor backgrounds has gone up as well. The party opposite has taken four years to work out its policy, and it is a policy that hits universities, helps rich students rather than poor ones and does nothing to expand university education in our country. It is going to be paid for by additional pension taxes on senior nurses, military figures and firefighters. It has taken the Opposition four years to come up with a completely useless policy. It is, if you like, a monument to the chaos we would get under a Labour Government.

Unemployment in my constituency and across northern Lincolnshire has plummeted since 2010, and that is in large part due to infrastructure investment by this Government, including investment in the Humber bridge and in the A160 in the constituency of my hon. Friend the Member for Cleethorpes (Martin Vickers). May I urge the Prime Minister to look closely at the possibility of a feasibility study for the electrification of the southern TransPennine line in northern and north-eastern Lincolnshire?

I will certainly have a look at my hon. Friend’s proposal. As he knows, we have made real progress on the electrification of railway lines as part of our infrastructure investment. I was in his constituency recently with representatives of the Homes and Communities Agency to look at a vital road development that is opening up economic development there, but I would be happy to look at the electrification project as well.

The hon. Gentleman makes an important point. Like many MPs, I have met the organisation most concerned with foetal alcohol syndrome and the parents of those who have adopted children suffering from defects arising from the excessive intake of alcohol by their birth parents. I am happy to consider all his suggestions, and other suggestions, because this is a growing crisis in our country and we should do everything we can to stop it.

It is 10 and a half months since the tidal surge hit north Lincolnshire and east Yorkshire, and many of my constituents are still out of their homes. Given the importance of the Humber to the UK economy—inward investment from companies such as Siemens, energy generation, petrochemicals and so on—and given that we know another surge will happen in the next 50 years, may I urge the Prime Minister to look favourably on the plan put together by the local authorities and the Environment Agency for massive investment in our defences to ensure we have the one-in-200 years standard we require?

I congratulate my hon. Friend on his leadership on this issue. He brought a group of MPs to brief me on possible proposals. I also know that he has seen the Chancellor of the Exchequer and is working hard for his constituents in Humberside to ensure we do everything we can. The Government have increased spending on flood defences, and many schemes have been tested in the very high winds of the past few days and have stood up extremely well. We will look carefully at what he says.

The most important thing we have done with respect to housing benefit was to put a cap on it because, when we came to office, some families were claiming £60,000, £70,000 or £80,000. When we put that cap on housing benefit, what was the Labour reaction? Labour voted against it. When we said that in order to make savings housing benefit should not be paid in respect of spare rooms that people are not using, what was Labour’s attitude? Labour opposed it. That is what is happening.

The good news from the hon. Gentleman’s seat in Stalybridge and Hyde is that unemployment is not going up—it is down 31%. Of course, some of those people in work are claiming housing benefit, but because of this Government’s long-term economic plan, more of his constituents are in work and earning.

Extra flood defence funding for the Humber area following the tidal surge in December was most welcome, but many of my constituents are still out of their homes, and there is concern that we get the £300 million that is needed over the next 25 years. MPs are working cross-party and cross-Humber on that. Will the Prime Minister meet us so that we can convince him of the case for treating the Humber, which is so important to our economic recovery, as a special case given its high risk of flooding?

I have experienced very positive and good meetings with Humberside MPs on a cross-party basis. We worked very hard to ensure that the Siemens investment went into Hull. That will bring not just jobs to that factory, but, I believe, a whole new industry and supply chain to the area. I am very happy to meet my hon. Friend to discuss flooding and other issues to ensure we do all we can to protect people’s homes and businesses.

I agree wholeheartedly with the hon. Lady. I think that what Alex Salmond said was a major error of judgment and that all of us in this House should be supporting the Ukrainian desire to be a sovereign, independent country and to have the respect of the international community and party leaders for that ambition.

This morning, I met Joe’s Jumpstart, a charity campaigning for defibrillators in schools. It is excellent news that the Government are making progress on that. Will my right hon. Friend congratulate North Lincolnshire council, which has worked with my hon. Friend the Member for Cleethorpes (Martin Vickers) and me and is this year committing £75,000 to a programme of up to 50 community public access defibrillators, which will save lives?

That sounds like an excellent campaign. We have, as a country, taken a lot of steps forward in making sure that that sort of equipment is more readily available, because if people who have suffered a heart attack are found quickly, in the golden minutes or golden hour after it strikes, their lives can be saved. It sounds like an excellent idea and I join my hon. Friend in paying tribute to North Lincolnshire council.

What I would say to the hon. Gentleman in terms of energy security is that he backed a Government who in 13 years never built a single nuclear power station. Oh, they talked about it—boy, did they talk about it—but they never actually got it done. In terms of Chinese and French investment, I think we should welcome foreign investment into our country, building these important utilities so that we can use our firepower for the schools, the hospitals, the roads and the railways we need.

In my constituency there are shortly to be more than 100 wind turbines and there are about 30 or 40 more in the planning system. These turbines are paid for by constituents but they are not constructed here or creating any jobs in my constituency. When the Prime Minister rightly reviews green taxes, will he ensure that the changes to green subsidies ensure that jobs in that energy sector are here in the United Kingdom?

I am grateful for what my hon. Friend says. I am not claiming that the friends and family test is the only change that needs to happen in the NHS, but if we are looking for something that will provide a pretty effective traffic light, then having that test, and having its results plastered over every ward in every hospital in the country, will be a pretty good start. The chilling statistic that only a quarter of staff members at Stafford would have been happy for their relatives to be treated in the hospital that they themselves worked in should have been the moment—publicised on every ward, in the local newspaper, and on the door of the hospital—when everyone said, “Hold on a minute: we’ve got to take some action here.”

My right hon. Friend compared the new inspection regime to that in schools. However, is not the challenge that whereas in schools service users—pupils and parents—are all too willing to speak up, in hospitals service users often feel that they are a burden to the service or are voiceless? Will he therefore ensure that any new inspection regime measures what protocols are in place specifically to monitor the care of patients who have nobody to speak for them?

My hon. Friend, who has great experience of being at the sharp end of inspections in schools, speaks with great knowledge and expertise. Because patients in hospitals often do not want to say anything bad about the hospital while they are in it, it is important for them that the friends and family test is carried out once they get home. I have listened carefully to his point about carers and others.

I agree very much with the hon. Lady. Last night’s vote will be seen not just as one that ensured a proper element of equality, but one that helps us to build a stronger and fairer society. Many of the speeches made last night were very moving and emotional. I pay tribute to all those people who have made the case—some have made it for many years—that they want their love to count the same way as a man and woman’s love for each other counts. That is what we have opened in this country, and why I am proud this Government brought it forward.

For years, young people in Goole and Brigg have had some of the lowest per pupil school funding in the country. This is now becoming critical for counties such as the East Riding of Yorkshire. Will the Prime Minister look closely not just at the 40 authorities, but specifically at the low level of per pupil funding that the East Riding of Yorkshire receives?

I will look closely at what my hon. Friend has said, but I will make a couple of points. Within the education budget we have prioritised per pupil funding, so there has not been a reduction in per pupil funding. It is very important that schools can see forward to future years to the sorts of budgets that they will have, given the roll of children coming to their school. The second thing we have done, through the academy programme, is to encourage the devolution of more of the schools budget to schools directly, and I still think there is more we can achieve on that agenda.

What I would say about the police and crime commissioners is that we have not yet had the elections. We are going to have elections in November, and this is a very good opportunity to broadcast from this House what an important set of elections those are. I want to see a new form of accountability coming through in our police forces, and this is an excellent reform. I am sure that many people want to turn out and vote, hopefully for their local Conservative candidate.

Over the summer, a number of communities across Brigg and Google, including Swinefleet and Crowle, suffered flooding, in part because our drainage dykes are not cleared out as drainage boards fear prosecution under conservation of habitats legislation. Will the Prime Minister meet his new Environment Secretary and take away that threat of prosecution, so that drainage dykes that were built and dug to protect property can do their job?

As someone who represents a constituency that has frequently been subject to very bad flooding, I know how many frustrations there can be in local communities when things that need to be done do not get done quickly enough. Sometimes that is the fault of different agencies, sometimes that of landowners, sometimes that of local authorities. All sorts of issues have to be crunched through, but I am sure that the Environment Secretary will have listened closely to what my hon. Friend said.

The caravan industry employs thousands of people across the country, and nowhere more so than in east Yorkshire, where the vast majority of such manufacturing is located. Will the Prime Minister listen to my pleas and those of other local MPs, including my hon. Friend the Member for Beverley and Holderness (Mr Stuart) and my right hon. Friend the Member for Haltemprice and Howden (Mr Davis), and think again about this tax, which will cripple an already suffering industry?

Obviously, I have listened carefully to the points that my hon. Friend has made, and the Chancellor has met other Yorkshire MPs. Again, this is an issue about drawing the VAT boundaries fairly. I do not think that it is fair that VAT is payable on a mobile caravan, but not on a stationary one. No one is talking about putting VAT on park homes, which are people’s permanent homes. This is about a fair drawing of the boundaries to ensure that there is a fair approach in our country.

I am grateful to my hon. Friend. I think that Britain is better off outside the eurozone, but clearly we need to get trade going with parts of the world that are growing faster, which is why these trade deals are so important to us.

The good folk of Brigg and Goole are under no illusions about how hopelessly out of touch this House, and the Opposition side in particular, is on the European Union, but they were heartened by the Prime Minister’s veto. They are similarly under no illusion about what happens in Europe: it is where assurances are given, but ultimately breached, and a whole new set of proposals come back. What can he say to my constituents to assure them that this will not become another treaty that we end up getting sucked into?

We cannot be sucked into this treaty because we are out of it, and we can only go into it if all 27—soon to be 28—EU member states agree. That is the effect of the veto.

What I regret is that the Labour party gave away so many powers. It is going to take a while to get some of them back, but we are making progress. When the right hon. Gentleman was in government there were repeated increases in the EU budget, whereas this year we have achieved an EU budget freeze. When he was in government he gave away the bail-out power and we had to pour billions of pounds into other countries. We have got that power back, and I believe that with strong negotiation, standing up for Britain, we can help to clear up the mess that Labour left us.

Over the past decade and a half there has been an explosion of personal debt levels in this country, yet we allow our young people to leave school without the proper skills to make informed decisions. Next week the all-party group on financial education for young people will report on where we feel this can fit into the curriculum. Will the Prime Minister read that report and meet a small group of MPs to discuss how we can ensure that young people are more financially literate in the future?

I made this point some moments ago. Of course, the decision to employ a tabloid editor meant that there were a number of people who said that it was not a good idea, particularly when that tabloid editor had been at the News of the World when bad things had happened. The decision I made was to accept the assurances that he gave me. As I have said, those assurances were given to the police, a Select Committee and a court of law. If I was lied to and others were lied to, that would be a matter of deep regret. I could not be clearer about it than that. We must ensure that we judge people as innocent until proven guilty.

This week I received another e-mail from a constituent regarding metal and cable theft. This time, it told of an elderly lady who had a fall at home and was unable to raise the alarm because the cables in the village had been stolen for the second time in about as many weeks. This is a growing problem across the country. The legislation relating to this matter dates back to 1964. Please can we have an urgent review to ensure that scrap metal dealers who accept stolen metal are prevented from doing so and prosecuted?

I have every sympathy with my hon. Friend. There was a case in my constituency where the lead from the Witney church roof was stolen. I have been trying to ensure that these crimes are taken seriously by the police, because they put massive costs on to voluntary bodies, churches, charities and businesses. We must ensure that they are not seen as second-order crimes, because the level of this crime is growing and it is very worrying.

I do not think this is an either/or. I know that my hon. Friend has considerable experience in Afghanistan, but I think that the draw-down should take place. We have set an end date, but between now and then it should be done with our NATO and international security assistance force partners to make sure that we are doing on the ground what we need to do, so that that country can have some chance of controlling its own affairs and its own destiny and providing its own security. But our aim in Afghanistan is no more than that the Afghans themselves should be able to secure that country, so that it does not require the presence of foreign troops. It is as simple as that.

The past few weeks have shown that not everything in the middle east is necessarily contingent upon the Israeli-Palestinian conflict. As we move forward, does my right hon. Friend agree that whatever democracies emerge in north Africa and the middle east, it is important to ensure that they recognise the legitimacy of Israel, function as democracies and act as a counterbalance to Iran?
