I welcome the tone of vigilance, which is in stark contrast to the nonchalance shown by the Johnson Government over earlier Russian interference in our elections and the Brexit referendum. Why should we believe the Government’s honest intentions when they still have not implemented all the recommendations of the Russia report?

The right hon. Gentleman will have seen the conduct of the Government and, for example, the further sanctions we imposed on Russia just a few months ago. We have not hesitated in taking robust action in relation to Russia, just as we will continue to do with any threats from China.

My right hon. Friend raises an excellent point about our food security. The Government have taken steps, which he has supported, to protect prime agricultural land from large-scale solar developments, which I know will be warmly welcomed. Our announcements this week at the National Farmers Union conference also demonstrate our support to increase our country’s food security, backing farmers with more funding and enhancing their productivity to produce great British food. As he knows, all of that, including our green and pleasant land, would be put at risk by the Labour party, which not only does not want to back our farmers but wants to impose top-down planning targets, which would concrete over the countryside that he and I both love.

Q8.   In December, the Cabinet Minister for Women and Equalities told the House that she had engaged “extensively” with LGBT organisations since her appointment 18 months ago. A freedom of information answer published this week reveals that, in fact, the Minister has not met a single LGBT organisation but has met two fringe groups that actively campaign against transgender rights. What is the problem that the Prime Minister and a section of his party have with trans people, and that his Minister has with the truth?

As I have always said, the Government have a proud track record of supporting those in the LGBT community, and we will continue to do so. I have also always said that those who are questioning their gender and identity should be treated with the utmost dignity, compassion and sensitivity as they consider those questions. But, alongside that, it is completely reasonable to highlight the importance of biological sex when it comes to those questions. Nobody should be stigmatised or demonised for pointing out that fact.

Immigration policy in this country is very clear, and the immigration policy outside ACRS and ARAP, which are what I have been asked specifically to deal with, is a matter for the Home Office, as the hon. Member knows. I recognise her question—I genuinely do—but it is a question on immigration policy for the Home Office. I will work night and day to ensure that everyone who is eligible under ARAP and ACRS is returned to the United Kingdom, in line with our promises.

The Minister has said a number of times that the Government have sought assurances from the Pakistani authorities that they will not target those Afghans who are eligible to come here. Has he received such assurances? If not, and if he does not, what is he going to do about it?

I can confirm that I have received verbal assurances from the Pakistani authorities that those individuals are not going to be deported. I have to work night and day to ensure that that line is held, and I have made it clear to this House and to the country that we do not want to see any one of them deported. As I have said to the right hon. Member, and to others, I do not want to see that line crossed. If it is, I will return to the House and make a statement on it.

My hon. Friend is right to highlight the issue of all forms of anti-LGBT hate crimes. They are utterly unacceptable, and we have a robust legislative framework to respond to that. I met representatives of the Metropolitan police and other stakeholders just last week to ensure that everything possible was being done to crack down on such crimes. There will be further questions later about conversion practices, and we are considering all those issues. This is a complex area of work, but I give my hon. Friend a personal commitment that anything to do with LGBT rights and improving the lives of LGBT people will be high on my agenda.

I accept that, and I apologise for the fact that it has taken so long, but, as I have said, it is a complex issue. I have been personally campaigning for this for many years, but even I recognise there are deep complexities. It is right that we take the time to consider each of the issues carefully, so that what we have in place is consistent, robust and up to date, and tackles these appalling practices.

My hon. Friend obviously speaks with experience on this issue. I assure him that the Development Minister is very seized of that particular question. Historically, the vast bulk of our aid has been both humanitarian and channelled through the UN, but we will of course make sure that it gets to the people who need it and is not syphoned off or hijacked by Hamas.

I hope the Prime Minister is right in his belief that these recent traumas could give fresh impetus to a process towards a two-state solution because, frankly, to many of us that seems further away than it has for decades. In that context, what is his understanding of the Israeli Government’s medium and long-term strategy, in the event of their ground operation in Gaza going ahead?

The Israeli Government are obviously best placed to speak for themselves, but they have a right to defend themselves. They have said very clearly that they want to protect their citizens. I think they do not just have a right to do that; they have a duty to do that, to ensure that attacks like this cannot happen ever again.

Our schools, colleges and teachers are committed to helping all pupils and students to thrive and achieve their potential in a safe and respectful environment. Gender can be a complex and sensitive matter for schools, which is why we are working with the Minister for Women and Equalities, my right hon. Friend the Member for Saffron Walden (Kemi Badenoch), to develop guidance for schools in relation to gender-questioning pupils. We will be finalising the draft guidance shortly, and will hold a full public consultation on it.

We know that this is, as I said, a complex and sensitive matter. Many schools already deal with issues relating to gender-questioning children as well as the other issues to which the hon. Gentleman referred, but some schools feel a need for more support to enable them to help pupils and their parents and deal with concerns that are raised, which is why we are producing the draft guidance for schools. That guidance, which we will publish soon, will be followed by a public consultation.

In April The Sunday Times reported that the Government intended to instruct schools to tell parents if students were questioning their gender identity. Given that a third of LGBT young people would not feel confident about coming out to their parents, given that a quarter of homeless young people are LGBT young people who have been chucked out of their homes by their families, and given the statement by the National Society for the Prevention of Cruelty to Children that no one should ever disclose someone’s gender identity or sexuality against their will, other than in exceptional circumstances involving safeguarding, does the Minister agree that to instruct schools to “out” pupils to their families would be totally outrageous?

There is a difference between advice being given to a child by a particular teacher and decisions about children in which parental involvement is paramount, and it is crucial for schools to ensure that parents are involved in such decisions. As I have said, we will publish draft guidance shortly and there will be a full public consultation on our proposed approach.

Will the Minister update the House on the status of the special advisers’ code, given that the Home Secretary’s special adviser apparently lied repeatedly to journalists, in clear breach of the special advisers’ code, yet the Prime Minister and the Cabinet Secretary have done absolutely nothing—[Interruption.]

As my hon. Friend will appreciate, I am in no position to know whether there is a contract, either oral or written, between Sue Gray and the Labour party. Nor am I in any position to judge how her putative post, if it were to go through, would be funded. Those are both questions that can only be answered by those on the Opposition side of the House, and it would be in the interest of transparency and clarity if they were to be cleared up, along with a timeline of events on when the meetings started, who took part and where they took place.

On the question of impartiality, Sue Gray has resigned, and I can assure the Minister that she was just as resolute in seeking to protect standards in public life and the ministerial code when I was a Minister as she has tried to be under this Conservative Government. Are not her professionalism and integrity just what Britain needs after the debasement of our standards in public life over the past 13 years?

I am deliberately not getting drawn into matters related to individuals, nor should I. I am happy to be drawn on whether there is a right way of making this kind of appointment. This is a totally unprecedented offer of appointment; at a permanent secretary level this has not, as far as I am aware, ever been undertaken before. It is important in those circumstances that the rules are followed appropriately. We are checking to make certain what exactly was the run-up to her resignation.

The full process would have been undergone, in terms of the appointment of my right hon. Friend the Member for Stratford-on-Avon to the Government as chairman of the Conservative party or his appointment to the Cabinet Office, when he was appointed by this Prime Minister. That was clearly in a period after the July commentary in the press. I do not know what was disclosed; I imagine that everything was disclosed, but that is a matter for the independent adviser to ascertain.

BBC journalists have to spend a great deal of their time defending the BBC’s impartiality and integrity from criticism from all sides in this country. How is their job made easier by the revelation that the current BBC chairman involved himself in the private financial affairs of the then Prime Minister before he was appointed to the job? That was something that, under civil service rules and BBC rules, they should both have disclosed to the independent Commissioner for Public Appointments, but apparently—according to the former commissioner Sir Peter Riddell—neither did.

My understanding is that my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) and the gentleman in question have both said that no financial advice was provided from one to the other. That is my understanding. I do know that the chairman of the BBC has invited the senior non-executive at the BBC to look into his disclosures to make certain that everything was done properly. That process will also be undertaken by William Shawcross as Commissioner for Public Appointments, to make certain that the process, which appeared to be an extremely robust one—indeed, it involved a grilling in front of the Select Committee, before the right hon. Member for Exeter (Mr Bradshaw) and others—was absolutely consistent with the Government’s rules on these appointments.

Further to his replies about our relationship with India, why are Britons, alone in Europe, currently excluded from the Indian e-visa scheme? That is doing more damage to our hard-pressed travel and tourism sector, as well as creating extreme inconvenience for British families who want to visit relatives in India in the months to come. Did his discussions with Prime Minister Modi give him hope that that ban might be lifted any time soon?

That is something that we discussed and raised. Of course I would like to see the United Kingdom included in the e-visa scheme, and the right hon. Gentleman can rest assured that we will continue to raise it with our Indian counterparts.
