The issue is not just the gender pay gap; there is also the gender pension gap, the lack of women on boards, and the importance of making sure that we have a pipeline of talented women at every level. Yesterday, I was with the community interest company, Women on Boards, and its clear message to the Minister is, “Please can we have more action and fewer initiatives, to ensure that we make real progress in getting women in our companies, at every level?”.

We absolutely are taking action. We are planning to introduce the pay transparency pilot, because in high-paid jobs, salaries are often not advertised, and women end up being paid less than men for the same role. It is such action that will make a difference to women across the country.

We have given details of the appointment of Sir Jonathan Montgomery, and a number of other individuals are working on clinical and other matters. It is really important that we get on with this work, and we will report back on their conclusions as soon as we can.

We know that the Cabinet Office is often focused on making sure that procurement contracts go to small and medium-sized enterprises, but can my hon. Friend tell me what work is being done to make sure that female-led businesses get a chance at those contracts?

I think my right hon. Friend is referring to social value, which is obviously an important part of our procurement regime. Social value was discussed extensively during the passage of the Procurement Act 2023, and contracting authorities in local areas must pay regard to it.

In some instances, there are good reasons why immigration control should be able to work with forces of law enforcement when it comes to domestic abuse. My constituent Emma has been serially abused, harassed and stalked by a US national, who crosses the border with no visa—he does not need one—to continue his campaign of harassment. Will my right hon. Friend please work closely with the Home Office to ensure that British women are protected from foreign abusers who have found ways around our immigration system?

The future of Grangemouth refinery is obviously a commercial decision for its owners, but I am told that the site will remain operating as a refinery until at least May 2025. In the meantime, the UK and Scottish Governments are working together to seek assurances from Grangemouth about how it is supporting employees. We remain confident in our fuel supply. On energy security, which the hon. Gentleman mentioned, this Government are unambiguously backing the North sea oil and gas sector because that is how we support energy security in this country, attract investment and create jobs, particularly in Scotland.

I was very proud that it was a Conservative Government who appointed the Patient Safety Commissioner, and that we commissioned the Hughes report on medical devices and medicines, which was published this morning. Will my right hon. Friend also make me proud by addressing the points that the commissioner has raised and bringing forward a redress scheme in a timely manner?

I am grateful to the Patient Safety Commissioner and her team for their work on this important issue—one that I know my right hon. Friend has spoken about in the past. Of course, first and foremost, our sympathies remain with those affected by sodium valproate. We are focused on improving the system and how it listens to patients, and it is right that the Government carefully consider the report’s recommendations. The Department of Health and Social Care will respond to the report in due course, and the Health Secretary will keep the House updated on a regular basis.

The hon. Gentleman makes the right point, which we have all heard from our constituents; my constituents have made representations along those lines, too. All I can say is that there is nothing stopping me moving this forward. I am doing everything that I can to put in place the legislative mechanisms to set up the process and ensure that, when the Government respond, the response is as comprehensive as it can be. I acknowledge the distress caused to so many people. I will do everything that I can to bring this forward as quickly as I can.

Two weeks ago, I met a gentleman called Barry. Barry had been a constituent of a former Member of this place, Alistair Burt, in North East Bedfordshire. Barry spoke to me of how hard Alistair had worked, alongside the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), but of course Alistair Burt left this place before we ever found a resolution to the scandal. Can I ask my right hon. Friend, who I believe is going to do his best, whether we will see compensation before any more of us leave this place?

My right hon. Friend is ingenious in her question, but I go back to what I said: I will do everything I can to put in place all the elements to allow us to respond substantively. We will know the date of the report, I believe, on 17 January, so we will have a definitive timetable in the new year. I recognise that she, Alistair Burt and many others across the House have campaigned on this issue for many years and I am determined to bring it to the conclusion that the House expects.

I reassure my hon. Friend that she is more than enough for me. There was a really worrying article in The Times a few days ago that talked about the invisibility of disabled people when making employment applications. We know that disabled people are less likely to be in work and to take up opportunities for entrepreneurship. Perhaps my hon. Friend could highlight the important work she is doing as the Minister for social mobility to make sure that across Government, there is a real drive to help disabled people get the best opportunities to work.

I thank my right hon. Friend and other hon. Members for their interest in this area. As the Minister responsible for social mobility, I am taking direct leadership on access to employment, particularly in respect of applications and recruitment that suit disabled people to get into work, because if we do not get them into work, they cannot progress. That is why we have billions of pounds in our back to work plan, and why we are supporting vulnerable people by uprating benefits by 6.7% in April equally.

If the hon. Gentleman is concerned about his disabled constituents, I can point him to the household support fund, which is also helping those constituents and their carers. In his constituency—in his real world—an additional £4.4 million has landed to support him. This is not a matter for the Department for Work and Pensions, but I am sure that it will have been heard.

My hon. Friend will be aware that funds are made available to get disabled people into employment via Access to Work. However, there are significant delays in those funds being made available, once granted. Additional costs to disabled people—for example, their paying £6,000 for powered wheels—come at more of a cost when they are obliged to pay for them on their credit card because they cannot access the funds in time. Will she please work with colleagues across the DWP to ensure that there are no delays in getting access to the funds that will help disabled people into work?

I thank my right hon. Friend for her point, which gives me the opportunity to say that from next Tuesday an additional £300 will be paid in cost of living payments to those who are eligible. Regarding access to work, there is a continuing focus on improving waiting times for customers and we are streamlining and digitising the process. Indeed, I spoke to the Minister for Disabled People this week on exactly this matter in relation to one of my own constituents, and I will see that he hears it again from my right hon. Friend.

|My right hon. Friend focused on what central Government have done and what local government needs to do, but there was no mention of third sector organisations. What scrutiny has he given to the vulnerable persons resettlement scheme, to the community sponsorship scheme and to how the charitable sector might be able to step in and assist? I point in particular to the Southampton & Winchester visitors group, which is very active in my constituency, but it is crucial that the Government are prepared to look at all models to try to find solutions so that Afghan women and children in particular, who certainly would not find Afghanistan peaceful and stable, can find peace, stability and a home here.

My right hon. Friend is right. If we are to be successful in this space, we will have to harness the entire estate—not only Government, local and national, but third sector provision. To be honest with her, the best practice I have seen when I have visited the hotels is where the third sector is deeply embedded with the Home Office liaison teams, the Department for Work and Pensions and the Department for Levelling Up, Housing and Communities officials. Each of those teams is now in those hotels every day and, if there are charities out there who are willing to help and get involved, I ask them to contact their local Home Office liaison officers running each of the hotels. There is a lot of goodwill out there for the Afghan community, and we need to harness it. Third sector organisations and charities are a hugely important part of that.

Violence and harassment of women and girls takes place not just in this country but across the world, particularly in places such as Iran and Afghanistan. What work is going on across Government to ensure that the UK is not a bystander when it comes to global violence against girls? In particular, what are we doing about proscribing the Islamic Revolutionary Guard Corps in Iran?

My right hon. Friend knows that this issue is the responsibility of the Foreign, Commonwealth and Development Office, which leads the Government’s support for human rights, particularly matters pertaining to women. This Government, through the Home Office and the FCDO, do a lot to promote women’s rights. It is important that political systems in other countries are able to protect those rights. The main thing we do is sanctions, which are very important in this area. They send a clear message to all sorts of political organisations across the world, including the Iranian authorities. They will be held accountable for the oppression of women abroad.

Q12. Georgia Harrison is an incredibly brave young woman who only got justice when she was a victim of revenge porn because she could prove that the perpetrator intended to cause her distress. Most victims cannot prove that, and perpetrators are using platforms to use revenge porn for financial gain. That is not covered in the legislation. Will my right hon. Friend commit to looking at the case studies Georgia has compiled and to reviewing the legislation to strengthen it and make it more effective?

I thank my right hon. Friend for all that she has done in this area. There have been a considerable number of changes to the Online Safety Bill, not least because of her forensic attention to detail. They will include the creation of a new base offence of sharing intimate images without consent that does not require proof of an intention to cause distress. The Government also support the revenge porn helpline, which offers free and confidential advice. If there are any further changes that she thinks need to be made, I would be happy to look at them with her.
