The hon. Gentleman raises an interesting point. As he knows, the UK began the Ramstein process, where countries commit substantial sums as well as matériel to Ukraine. I am not aware of any logistical problems that we are facing so far. We are still seeing great progress in getting arms into Ukraine, but there is a lot more to do.

Three months ago yesterday, to the day, a refugee mother and a little boy came to live with my family in my home in North Norfolk. Three months seems an incredibly long time now, but it has gone in a shot. The family who came to live with me are terrified about returning to Kyiv. The only hope was the announcement by the Government that we will stand there, at the request of President Zelensky, to champion the rebuilding of their city of Kyiv. That will bring enormous hope to all those refugees who have fled Ukraine. Will the Prime Minister tell me, so that I can give some reassurance to all those families, including the one who live with me now, that we as a country will not give up, that we certainly will not be negotiating with Putin, as some would have us do, and that we will stand firm with the people of Ukraine to ensure that the Russians are expelled from their sovereign country? Then, by golly, bit by bit, we will help those people to rebuild their country.

I thank my hon. Friend for his kindness to the family from Ukraine. I know that that is being done by many other colleagues around the Chamber, and I thank everybody for what they are doing. It is a great, great scheme, and it is much appreciated by the Ukrainians. Thanks to the support we have been giving the Ukrainians, they are starting to see large numbers going back to Ukraine, and of the 7 million who left, at least 3-and-a-bit million have now gone back, which is good news. We want them all to be able to go back safely, and go back safely to their entire country. Then we want the UK to be in the lead, as we are already are in the Kyiv region, in rebuilding Ukraine.

As the right hon. Gentleman knows, statutory sick pay is only a part of what many employees already receive as part of their sick pay.

I just want to remind people that the Prime Minister was right last July when we came out of lockdown with the sensible steps that we took. He was also proved right that we were absolutely doing the right thing when we went against the grain of many other nations and ended up riding out the situation that we had at Christmas, so I entirely endorse what we are seeing today.

There have been a number of good questions about the immunosuppressed. Could I ask a slightly different one? Rather than having people wait for assessments from GPs or consultants, who are after all very busy and are not working 24/7 all the time, could we consider a 24-hour immunosuppressed hotline for advice? That would help these anxious people and give direct support as they learn to live with covid.

First, the hon. Gentleman needs, I am afraid, to await the conclusions of the police inquiry, because the premise of his question may or may not be substantiated. What I can tell the House is that, yes, as I have said before, there will certainly be changes in the way that we do things, and changes in No.10.

North Norfolk consistently had some of the lowest levels of infection in the country; we followed the rules. Many of my constituents have been incensed by this matter, and the damage it is doing to the Government is enormous. It is about integrity and trust. May I ask again, because people want to know, how can the Prime Minister satisfy my constituents and assure me that full accountability and transparency on the findings of the final Gray report will swiftly follow?

I will do whatever I can to ensure that the House has as much clarity as possible. There are legal issues that we face about some of the testimony that has been given, but, in the meantime, what Sue Gray wants us to do is to wait for the conclusion of the investigation and to see where that goes, and to support the police in their work.

Australia has made its first ever commitment to net zero, and if you want to look at UK leadership, Madam Deputy Speaker, ours was the first country—the first major economy—to commit itself to net zero. Now, 90% of the world is committed to it. It is pretty clear, even from the grudging, mealy-mouthed words we have heard from the Opposition, that the overwhelming impression, even on the Opposition Benches, is that COP26 in Glasgow was a considerable success.

The United Kingdom has an enviable record of phasing out coal because of the success of our renewables sector. I should know about this, because, as the Prime Minister has said before, the north Norfolk coast is the capital of the Saudi of wind-powered generation. With that in mind, will my right hon. Friend act with extreme speed to get the regulatory and legal framework changed so that we can implement an offshore transmission network and stop the damaging cable corridors that connect piecemeal to our national grid?

My hon. Friend is absolutely right. We have proceeded at such a pace that the cables come ashore in a way that is confused and very far from optimal. We need to ensure that we work with the regulator to develop a proper grid to bring the energy onshore in an organised way, and that work is under way.

We actually have 60,000 nurses in training. I am reading every day about the enthusiasm with which people now want to go into that wonderful profession. We have, I think, 11,000 more nurses this year than last year, and we are investing massively in social care to ensure that our older people are looked after properly. One of the reasons we will be bringing forward plans for reform of social care is that I want to see proper join-up between health and social care. At the moment, we do not have that as a country, and we need it.

The Times reported at the weekend that there are 120,000 people who are immunocompromised—for instance, those having treatment for cancer. For them, the effectiveness of the vaccine is still unknown. What safety reassurances can my right hon. Friend give to those worried and anxious—the clinically extremely vulnerable—as we continue to unlock?

My hon. Friend is totally right to raise the immunocompromised and their continuing anxiety. The risks continue to diminish, as he knows—I think, today, one in 1,340 are estimated to have the virus. The number is going down at the moment quite steeply. As I said earlier to the House, it is much lower than at any time since last summer, or even before. But plainly those who are anxious, who are immuno-compromised, should continue, as I have said, to exercise caution and common sense in the way they go about their lives for some time to come.

The people of this country have the chance to make up their own minds on 6 May. When they look at what is happening in Wales, they have a chance to make a choice between, I am afraid, a continually failing Welsh Labour Government or a Welsh Conservative Administration in Cardiff who I believe have a fantastic vision: 65,000 high-skilled, high-paid jobs; finally addressing the problems of the A55; 5,000 more teachers; getting 3,000 more nurses into the Welsh NHS; and solving the problems of the M4, which I have spoken about so movingly many times in this Chamber. I hope that people will avoid voting for Plaid Cymru and that they will vote for Welsh Conservatives on 6 May in Wales.

  As probably the only former sub-postmaster in Parliament, I know that last Friday’s ruling was the beginning, not the end. Yes, it will cost a lot of money, and yes, it will take time and more compensation is needed, but does the Prime Minister agree that only a proper, judge-led public inquiry can really bring justice to the victims of this horrendous accounting scandal and hold to account those involved behind the scenes?

I am grateful to my hon. Friend for his expertise in this matter and thank him for what he has just said, because he is totally right. What happened to those Post Office workers—the postmasters and sub-postmasters—was appalling. It was one of the biggest miscarriages of justice in our history, and we are indeed looking at the issues involved. The former High Court judge Sir Wyn Williams will be making recommendations about what further actions—what further apologies—we need to make.

I thank the hon. Gentleman and pay tribute to the work of everybody on Halton Council for everything that they have been doing throughout this pandemic. I know it has been very tough on council officials—and, indeed, on everybody else. Central Government have put in another £4.3 billion to help councils throughout the pandemic. We will continue to support our local authorities and he will be hearing more from the Chancellor next week.

If the UK is to become the Saudi Arabia of wind power, off my coast of North Norfolk is surely the capital. But the current piecemeal and environmentally damaging connection method to the national grid is holding us back, as was proven by the Vattenfall judicial review just last week. We need legal and regulatory reform now. Prime Minister, could this be a job for the new Taskforce on Innovation, Growth and Regulatory Reform to help us to implement the much-needed offshore transmission network and meet our net zero targets?

Yes indeed. I congratulate my hon. Friend on his campaign to make his constituency the Riyadh, or possibly the Jeddah, of offshore wind. I can tell him that we are certainly looking at the issue of the transmission network review and we are developing the necessary regulatory changes.

There are 9,000 fantastic community pharmacies across our country. They do an amazing job. What we want to ensure is that we get doses to the places where they are going to be distributed most effectively the fastest. I am sure the hon. Gentleman would not want to see doses distributed to many places where they might not all be used in the course of the day. We need at this stage to avoid any wastage at all. That is why we are concentrating on the 233 hospitals, 50 mass vaccination sites and 200 pharmacies already, and we will wrap that up. It will be particularly important as we come into the phases when we need to reach people who are harder to reach in local communities, and there, local pharmacies will, as he rightly says, play a vital role.

I am sure the Prime Minister will join me in saying that we owe an enormous debt of gratitude to all our carers, including unpaid carers, young carers and those throughout the social care profession, for the tireless work they have done during the pandemic. Representing North Norfolk, the constituency with the oldest demographic, I have seen their work at first hand. Yet these professionals often feel forgotten about, and that needs to change. Will he commit to a 10-year plan for social care to match the one for the NHS as the foundation to start reforming social care in this country?

My hon. Friend is absolutely right to highlight the extraordinary work done by carers and social care workers up and down the country. They have got through this pandemic. We must continue to look after them in any way that we can and we must commit, as we have done, to reforming the sector and giving people the certainty they need. We will be bringing forward proposals later this year.

I thank my hon. Friend for his question. I can certainly reassure him that this measure is time-limited and will expire on 2 December. As for the legal basis, the Civil Contingencies Act has a strict test known as the triple lock that must be met before emergency regulations under the Act can be made. One of these tests is that there must not be existing powers elsewhere, and the Public Health Act 1984 offers clear powers to impose restrictions on public health grounds. That is why, despite his very useful suggestion, the Public Health Act is the more appropriate route.

No one is more disappointed with this lockdown than my constituents in North Norfolk. It is a bitter pill to swallow, as we have consistently been one of the lowest infection areas in the entire country. But the simple fact now is that in the past four weeks our hospital admissions have gone up over tenfold. So will the Prime Minister please tell us, and reassure my constituents, that we must now have these measures simply to protect my local health services so that they are not overrun?

We will certainly invest massively in hydrogen. I cannot make any particular undertakings now about where those contracts will go, but as the hon. Gentleman knows well, I am a big fan of buses made in Ballymena.

Following the publication on 8 June of the Ministry of Housing, Communities and Local Government report on the risks of fraud and corruption in local government procurement, does the Prime Minister agree that procurement fraud betrays the taxpayer? It erodes public trust in our democratic systems, and we should take firm action against those who waste our public money.

I certainly do. Fraud is corrosive of public trust and wasteful of public money. It is vital that all councils learn the lessons of that report, and I thank my hon. Friend for drawing it to the attention the House.
