I agree with the hon. Gentleman’s point. To say that only police numbers are related to crime is clearly not true, and the figures that I mentioned suggest that.

It is fair to say, from looking at police budgets and how the police have reacted to this difficult time, that they are becoming more effective. In response to the recent debate on Metropolitan police funding, the Minister talked about the efficiencies that the police are already making, including through technology; the use of cameras on lapels has a good impact on reducing tensions when making arrests. In my experience, the police are being more effective and efficient, and are thinking of new ways of doing things, and of smarter and more intelligence-led policing, but we still need the officers; that is my fundamental point.

The right hon. Gentleman makes an excellent case. The demand on our police service comes not just from the increase in crime. The assessment of police resources by the National Police Chiefs Council and the Association of Police and Crime Commissioners, which was sent to the Minister, talks about non-crime demand, including increasing 999 calls, incidents involving people with mental health issues, missing persons, suicides, ambulance-related police demands where problems in the health service have an impact on them, and police demand from unexpected death in care homes. Do all those things not need to be taken into account in looking at the demands placed on our police forces?

1. What recent assessment he has made of the effects of changes to the energy company obligation on consumers.

We will shortly be consulting on changes to the energy company obligation. We are aware of a number of ECO-funded solid wall insulation projects that are not going forward, but we have been encouraged by the large number of households that have already benefited from ECO measures, which is now estimated at nearly 450,000 properties at the end of December 2013. Moreover, thanks to the package of changes that I announced on 2 December 2013, which included the proposed ECO changes, consumers across the UK are set to see their energy bills reduced this year by an average of £50.

The Secretary of State already knows the devastating impact that his changes are having on thousands of residents in Clifton in my constituency who live in hard-to-treat homes, but what hope can he offer to the 12 local youngsters who, after completing their initial training, were due to start year-long apprenticeships in installing solid wall insulation when his change of policy put their futures and hundreds more green jobs on hold?

I am sure that the hon. Lady welcomes the many ECO measures in her constituency. The ECO measures that we announced in December prolong the programme for two more years and have a particular focus on fuel poverty, which I would hope that she welcomes. We will announce quite soon our proposals on incentives for people who want to invest in green deal measures, through which I am sure she will see real benefits for solid wall.

Will the Secretary of State give me a personal guarantee that his hasty changes to the energy company obligation will not curtail or delay the ECO-funded Nottingham greener housing scheme, which is providing external wall insulation to the thousands of tenants and residents on Clifton estate who live in hard-to-treat solid wall houses? Will he meet me and representatives of the scheme to ensure that fuel-poor residents in hard-to-treat homes across Nottingham will be protected?

As a lad of Nottingham and someone who has been on a visit with the hon. Lady to a number of homes that are benefiting from the ECO scheme, I agree with her. We must ensure that communities around the country are benefiting, which is why we have increased the money for the green deal communities from £20 million to £80 million. I am happy to look at the case that the hon. Lady has raised.

I strongly agree with my hon. Friend and pay tribute to the work she does in her constituency to promote energy efficiency and renewables. She mentions the CBI report and it is clear that the CBI’s director-general, John Cridland, is very supportive of the Energy Bill and our attempts to increase investment in energy infrastructure, which he sees as a key part of this Government’s growth policy.

T6. Under Nottingham’s decent homes programme, more than 15,000 tonnes of carbon will be saved each year. Nottingham City Homes, the local arm’s length management organisation, can use decent homes funding to lever in additional benefits from the green deal’s energy company obligation, but that funding remains indicative for 2013 to 2015. What discussions has the Secretary of State had with the Department for Communities and Local Government on decent homes funding and will he join me in praising the environmental benefits achieved by Nottingham’s “Secure Warm Modern” programme?
