On PEEPs, I am reliant on the good offices of my friends in the Home Office. They are working hard and I hope to update the House shortly. On leasehold, the plan is for a Bill to be introduced in the Queen’s Speech and then rapid progress through this House; I do not know whether in the other place there might be one or two people who are pro-feudalism, but I hope they will recognise that this House will be speaking with a united voice.

Dane House in Sydenham is a four-storey block of 26 flats with cladding on the third floor. Due to fire safety concerns, the building insurance is more than £23,000. Given today’s statement, will the original developers, Crest Nicholson, now be obliged to remove the cladding? The Secretary of State has talked about tackling insurance, but will he give a commitment that my constituents will no longer face such astronomical bills?

However, with the private rented sector unaffordable and council waiting lists already overwhelmed, families are having to choose between returning to a war zone and being homeless. What will the Government do about it?

I am grateful for that, Sir Gary; I am always anxious not to take too much time.

I certainly agree that one of the issues in the private rented sector is that we do not actually know where it is, other than when it comes to those claiming housing allowance in the private rented sector. There are landlords who are renting and we do not know who they are, so it is quite hard to enforce against them.

We have a patchwork of enforcement services. That requires resources from local authorities, which have been hammered over the past 10 years of funding cuts, and also political will. The situation needs a clear steer from the centre, together with good local knowledge—local authorities are in the best position to understand something about their own local markets. It also needs individual capacity for enforcement. We have just come from a statement on legal aid; one of the issues we should be very concerned about is the significant shrinking of the housing legal section’s capacity in recent years, with fewer providers and less capacity for access to services that put individual tenants in a position to enforce their own rights.

My hon. Friend makes an important point about people in the private rental sector not being able to enforce their rights, because of lack of legal aid. Does she agree with restoring legal advice in this area? That would help prevent problems from escalating in the first place.

My hon. Friend is absolutely right: the earlier one intervenes, the better, in all respects.

My third substantive point is the issue of temporary accommodation. This is property rented almost invariably from the private sector, often—although not always—managed by intermediary organisations such as housing associations and procured on behalf of local authorities. I raised a debate about this issue a little over a year ago, particularly looking at my own local circumstance, but the issue is wider than that. Human Rights Watch published a report a few weeks ago on the issue of temporary accommodation: a major human rights organisation felt it necessary to carry out an inquiry and report into the scandal of families and households in temporary accommodation and the conditions in which they are living. That report is utterly devastating. In the London Borough of Westminster, we have people living like this—I will quote from a couple of recent case studies:

“I’ve lived in this temporary accommodation Since June 2020 and have been under a lot of stress and strain due to my situation…I am infested with cockroaches and mice. As my son is a toddler, I always find him with the traps for…pests and putting them in his mouth. I fear for both his and my health. I have contacted my landlord, who are A2 Dominion”—

it should ashamed of itself—and

“Westminster Housing, and they keep sending pest control…They have sprayed the house but it only made matters worse. Cockroaches are everywhere! They’re in my fridge, my bed, my sons cot, within the sofas, just EVERYWHERE! I also have damp in my kitchen wall where there is water between the walls where I have an electrical socket.”

Another constituent wrote:

“I am currently in temporary accommodation and the council and housing providers which are A2 dominion”—

a bit of a theme will emerge with A2Dominion—

“are not listening to my concerns…The flat is infested with pharoah ants. They are all over the place. These ants carry bacteria which could harm my baby if they got to her. The ants have crawled on me. Today is the last straw when I saw them on my babies bottles. Pest control came out but never returned and there’s more than before… the bedroom is…freezing.... I have to put the heating on all night and that still doesn’t help so I’ve bought an electric heater that I have to put on through the whole night because of how cold the room is, and the electric heater takes so much electric that I can’t be affording.”

Another wrote:

“This house is riddled with black mould because of the continuous flooding. This has been going on since 2017. Each and every time I have made Westminster aware of the issues, I have been told that it is my fault because I don’t keep the property ventilated…It’s because I’ve been continuously flooded. I am forever cleaning black mould off the walls. My health has got worse. So much so, my current midwife is concerned for…my unborn child…I am continuously wheezing and have a dry cough…My eldest son has asthma and always complaining that his chest is hurting him.”

Another wrote:

“I actually haven’t had any hot water for at least 18 months and have to boil the kettle to have a bath. Why am I living like this in 2022???? Myself and my 18 month old sleep in the front room as the bedroom is too mouldy to sleep in. We have a hole in the ceiling and every time it rains, the water comes through.”

The last one wrote:

“I live in a temporary accommodation provided by Westminster council. I reported a leakage and mould problem in February 2021 to the council. The timing…was…terrible because I was undergoing breast cancer treatment so it was necessary for me to be at peace in my home free from…dampness…The reply letter acknowledges that the TA suffers from…damage, mould and disrepairs and even apologises to me yet says I will only be updated once they have more information? I think this matter is…a severe health risk yet the council believes it is…fine to continue sleeping in a mould infested home and have water dripping from the ceiling while you sleep.”

I could read 50 cases like that. The chief executive of A2Dominion earned a salary package of £276,000 in 2020, despite being in charge of a stream of those cases. But A2Dominion is not the only one.

It is my strong belief that, in addition to tackling the issues of enforcement and renters’ rights, the Government need to take action on the issue of temporary accommodation. The people accommodated there are in accommodation procured by the state. The state should set a higher bar for services than for the remainder of the private rented sector; in fact, it sets a lower bar. I would very much like the Minister, a year since I last raised this, to tell me what the Government are going to do about it.

It is a pleasure to serve under your chairmanship, Sir Gary. I thank my hon. Friend the Member for Liverpool, West Derby (Ian Byrne) for securing this incredibly important debate. Decent housing should be a basic right for all. The private rental sector has grown significantly over the last decade, but the Government have been incredibly slow in protecting the rights of renters.

The English Housing Survey estimated that 21% of private rental sector homes did not meet the decent homes standard, and 13% of privately rented homes have a serious health hazard. The impact of that on my constituents is huge. Last year I was contacted by a constituent who raised concerns about her privately rented property. Cigarette smoke from other tenants in the block would fill her entire flat, and her five-month-old baby developed a cough that doctors said was directly due to the smoke. Despite raising that with her landlords, and giving them the opportunity to fix the situation, it was not resolved and she was instead asked to tell her neighbours to stop smoking. Eventually she was placed on the housing register, but her private landlord wanted to charge her huge fees just to move out. Minimum standards were clearly not kept up, but with no clear regulation of the private rented sector, the landlords have the power to dictate these fees to the tenant, even when the property is unsuitable for habitation. My constituent also tells me that she was left without hot water for her and her baby for 11 days, without getting any response from her landlords. She has decided to move out of London, her home city, in the hope of finding better, more affordable accommodation.

The Government’s inaction on section 21 no-fault evictions is also having a profound effect on my constituents. Despite the Government announcing in 2019 that they would abolish the measure, they are yet to do so. One of my constituents, who is unable to work due to a number of complex health issues, was served with a section 21 notice completely out of the blue, giving her one month to find a property for her and her children. She was told that she would struggle to get social housing and would have to move far away from her local support structures. She wrote to me stating that the whole experience had pushed her to the verge of suicide. I know it is difficult to hear, but policy decisions have a very real effect on the hardest hit. The Government should immediately abolish section 21 and give people security of tenure.

Another constituent who escaped domestic abuse was also served a section 21 notice from her private rented accommodation. She then found herself in appalling conditions. The temporary housing was covered in mould and damp, and there was an infestation of slugs. Instead of having this addressed, she was advised just to find another property. She and her children are now trapped in squalor, and have few or no options. This is a vulnerable family who, if not supported into decent housing, could find themselves back in the path of their abuser. Sadly, her case is not unique.

While the private rented sector is an important part of the housing mix, there has been a lack of urgency from the Government to take action on keeping the sector up to standard, and on giving renters rights. In the absence of such action, I want to mention some of the work that has been done in my constituency. While almost every council has a landlord forum, very few have formalised ways of communicating with private renters. Lewisham Council and others are trying to change this at local level. Lewisham is working with Generation Rent to research how private renters want to be engaged with, and as part of that, Generation Rent has launched a survey and planned focus groups with private renters in the borough. The aim is to provide a link between renters and councils; help the local authority become better informed about the issues that private renters face and what it can do to support them; and help renters to become more knowledgeable about the council services available to them.

Local authorities cannot fix the system alone. We need a commitment and the energy to drive this forward at national level, yet to date the Government have failed to give councils the powers to deliver landlord licensing, to deliver their planned White Paper on rental reform, and to update the decent homes standard. Sadly, this just reflects the Government’s record of kicking renters’ rights into the long grass. Every day that the Government delay reform is a day many people spend in cold, dilapidated, hazardous and unaffordable homes. My constituents and many others across the country cannot wait any longer. Rental reform has to be done now, and done right.

I hope that today the Government are listening to all these stories from up and down the country of what people are facing in the private rented sector, and that they will outline when the millions of renters living in terrible conditions will finally be treated fairly.

It is a pleasure to speak in this debate. According to Shelter, a quarter of a million people were homeless and stuck living in temporary accommodation at the start of the pandemic, and more than two thirds of all homeless people living in temporary accommodation are in London. That equates to one in every 52 people living in the capital. In Lewisham, there are currently 10,000 people on the housing register, 7,739 people are living in temporary accommodation, and we have waiting times of up to 10 years for a two-bedroom property and 22 years for one with four bedrooms.

One of my constituents, a health worker in the NHS, was placed in temporary accommodation with her three children, aged between three and seven, nearly a year ago. She said:

“We have a single room with a door, a kitchen and a toilet. My 2 girls share a single bed and I share the other with my 3-year-old son. I work with covid patients and living in a single room with my kids does not allow me to isolate if and when I need to”.

Another constituent, who has been on the housing register for five years, lives in a two-room hostel with shared facilities with her four children. During their time at the hostel, a shotgun was let off by a neighbour and they have endured other antisocial behaviour. They have also dealt with disrepair such as broken windows and cockroach infestations. The family are at breaking point. Another constituent, living in the private rented sector with her 12-year-old and 22-year-old with mental health conditions, is facing a section 21 eviction after eight years, having raised numerous complaints of disrepair.

The daily anxieties that my constituents are facing are unconscionable. Far too many lack even the basic security of knowing that there will be a roof over their head and a safe place to sleep. Since 2010, there has been a 78% increase in the number of children living in temporary accommodation. Lockdown and home schooling has been hard enough for most of us, but when someone lives in poor conditions with no space to learn or play it becomes unbearable. This Queen’s Speech could have been an opportunity to offer hope to my constituents that many of those problems would be fixed.

The Conservatives’ 2019 manifesto promised to ban section 21 evictions, yet in the Queen’s Speech this commitment has been watered down from a renters’ reform Bill to publishing a consultation on a White Paper. It looks like this commitment has been pushed into the long grass, but my constituents cannot wait any longer. Equally, the Queen’s Speech did not include a Bill to improve regulation of social housing, despite a Government White Paper on the subject last year. The paper put forward a new charter for social housing residents to ensure that they are safe, live in good quality homes and have access to redress when things go wrong, yet it is now nowhere to be seen.

Finally, we will never really tackle the problem without commitment to investment in a new generation of social rented homes that are genuinely affordable for families on low and average incomes. My constituents desperately need this, and until it happens thousands of families will continue to go to sleep at night not knowing whether they will ever have anywhere that they can truly call home.

In my constituency I have a number of buildings that are below 18 metres. Today’s announcement means that leaseholders of these buildings will still need to foot the bill, and the offer of loans is small comfort to my constituents, many of whom are already struggling. What does the Secretary of State say to my constituents who were promised that leaseholders would not have to pay for a crisis they did not cause?

Let me be clear on this point once again. The expert advice is very clear. It says that we should focus our attention on the buildings where there is a higher risk—buildings over 18 metres—so it is right that the Government choose to do that when they are using such large sums of taxpayer money. For buildings between 11 and 18 metres—between approximately four and six storeys—we are bringing forward this financing scheme, which will enable leaseholders to move forward with confidence and certainty in the knowledge that they will never need to pay more than £50 a month to meet the cladding remediation, where that absolutely needs to be done. I go back to the point that I have tried to make repeatedly: in many, many cases it will not need to be done because we want surveyors and the industry to take a proportionate, risk-based approach that takes true account of the risk to life in those properties, which for most leaseholders, mercifully, is very low.

It is shocking that, almost four years on from the Grenfell disaster, the Government have failed to get a grip of the cladding scandal. Despite repeated promises that leaseholders would not bear the cost of fixing this problem, there are countless families living in flammable buildings facing colossal bills for repair work and increased service charges to pay for interim safety measures.

One of my constituents living in Austen Apartments in Anerley is expecting her second child in March. She and her partner, along with their one-year-old daughter, had been hoping to move from their current two-bedroom flat to a bigger family home, but in October they were told that their property was covered in dangerous cladding. That meant they were unable to sell their flat, effectively trapping them in a fire hazard with no ability to move out. The estimated cost of removing the cladding is £30,000. Meanwhile, they face the prospect of increased service charges for a fire marshal and have received a notice from the building owner that the installation of a new alarm system costing £81,000 will be billed to residents.

My constituent told me:

“We live in a state of crippling uncertainty. Our plans to move are on hold indefinitely. We have no choice but to raise our young family in a small flat with no garden that is also unsafe. And we face the prospect that all the money we have worked extremely hard to save in order to buy our first family house will instead be spent on paying for remediation works or steep mortgage fees—through no fault of our own.”

Another constituent from the same building wrote to me:

“I am a single parent with two young children. I am currently not in employment and in receipt of Universal Credit. So, to now be potentially facing astronomical fees on top of already costly service charges is having a real negative effect on my mental health.”

Those testimonies are deeply worrying. While the £1.6 billion building safety fund has been set up to pay for remediation of unsafe buildings, it does not go nearly far enough, and buildings such as Austen Apartments are not even eligible for the fund because they are below 18 metres.

Sadly, Austen Apartments is not an isolated case. Another building in my constituency, in Forest Hill, also below 18 metres, no longer conforms to fire safety standards. Residents have contacted me saying that they are likely to have to split the remediation costs of £350,000 between 11 flats.

My constituents bought their flats in good faith, only then to find out that their homes are a potential fire hazard and that they face huge costs to make them safe. The Government should be doing everything possible to protect leaseholders from these costs and pursue those responsible for the cladding crisis. For the sake of my constituents and thousands like them, I hope that the Government will finally take meaningful action to resolve this injustice.

It is an honour to follow my hon. Friend the Member for Newcastle upon Tyne North (Catherine McKinnell), and it is a pleasure to speak in this debate on an issue close to my heart, as my son was just four months old when we went down into lockdown in March. We went from having a busy schedule of baby yoga, coffees with other mums, leisurely trips to the park, visits from family—all the things that people do to get through the sleepless nights and caring for a tiny baby—to overnight having no social interaction at all and rarely leaving the house. On top of that, throw home schooling a five-year-old into the mix—holding a baby in a sling or breastfeeding while trying to teach the five-year-old phonics.

For me, being an MP, switching off from work during the pandemic simply was not an option, so when the baby slept, the laptop went on as I dealt with the unprecedented number of emails from constituents. What struck me, though, was that in response to the pandemic, no one in Government seemed to be advocating for the very specific needs of young babies and their families. That matters, because pregnancy and the first few years of a baby’s life are key developmental stages, and adverse experiences and stress during this time can have a long-term impact on a child’s life chances. Sadly, the statistics are clear. The “Babies in Lockdown” report commissioned by the Parent-Infant Foundation found that 68% of parents felt that changes brought about by covid-19 were affecting their unborn baby, baby or young child. The same number also felt that their ability to cope with pregnancy or to care for their baby had been affected by the covid restrictions.

I spoke to some mums from my constituency ahead of the debate, and I want to use the debate as an opportunity to give them a voice. Nic told me:

“Being a new mum, I worry I am not doing enough for my daughter, and also making sure she is eating enough. As the midwife drop-in centres have been closed, I have been unable to weigh her or be able to speak to a midwife or health visitor face to face. That has been a real worry for me.”

Samara said:

“My biggest challenge was feeling isolated at home, trying to look after a baby and a toddler without much support. I felt overwhelmed and alone, so I would have loved some support with childcare from other family members.”

Louisa told me:

“I feel like coronavirus has stolen my maternity leave. The first few months of a baby’s life are about trying to adjust and to get to know your newborn. We had only been going to activities for a few weeks before the support network disappeared overnight. From March until September, my daughter did not meet or engage with other babies. I go back to work in December, and I am already worried about how my daughter will settle into nursery due to her lack of interaction with other adults or babies.”

I also spoke to two mums who gave birth during lockdown. Sophie said:

“I spent four days in hospital on my own after the birth of my first child. I was struggling to establish breastfeeding and felt incredibly isolated. My baby had tongue-tie, but because of covid, the waiting list to get it sorted was six weeks, so we had to pay privately.”

Finally, Rachel said:

“I’ve had mental health problems in the past, so I had a care plan, which involved having a named midwife. That changed due to covid, and appointments were cancelled. My husband was only allowed in 20 minutes before my daughter was born. My care plan had involved having my sister and mum coming to help with the baby, but that couldn’t happen. Three weeks after the birth, I came down with severe post-natal depression and opted to go to a mother and baby unit.”

Many of those stories resonate with me and my own experience. I hope that the Government listen to our collective voice and provide additional support, including resources to allow missed health contacts and other outreach from early years services, such as children’s centres, to take place. Children’s centres have closed at pace over the past 10 years, and that trend needs to be reversed now more than ever, with significant investment given to early years services. Face-to-face health visiting services must be fully restored; again, they require investment, having been cut over many years. Funding is also needed for the more informal support, such as playgroups and drop-ins, which provide a lifeline for so many families but have struggled to reopen their doors. The Government should also revisit guidance about partners being present before and after births.

I thank the Petitions Committee for securing the debate. More importantly, I thank all the parents who signed the petition and called on the Government to listen to their voices. I know at first hand the struggles of the past six months. I applaud everyone who has faced maternity and paternity leave in lockdown. I hope, like them, that the Government are listening.

My hon. Friend is a doughty fighter for his constituency, and he never shies away from meeting the right sort of people to make a difference in his community. I have met the Salvation Army and several of the other bodies that he mentioned, and he is quite right. I recognise the importance of giving local areas security around funding, and that remains a priority for the Government. Decisions about the future of homelessness funding will be made at the spending review later this year. We were clear in the rough sleeping strategy that accommodation, alongside the right support for people with needs, is vital. That is why we are funding a range of initiatives, including the rapid rehousing pathway, through which we directly fund almost 140 areas.

Earlier this month, a young homeless woman in Forest Hill, Stefania Bada, died after contracting an infection. Since 2010, the number of rough sleepers in this country has more than doubled. There has been a steep drop in investment for new affordable homes, billions of pounds cut from housing benefit and significant cuts to services for homeless people. What immediate action will the Government take to prevent any further loss of life?

The hon. Lady makes the case that in rural areas there are greater costs to providing services. In some cases, that is correct, but it is a minority of cases. All the evidence, including in a report commissioned by the Secretary of State’s Department, shows that the opposite is actually true. I do not want to get into an argument with the hon. Lady about how we should cut the cake. The cake is shrinking. We need to grow a bigger cake so that we can share out the slices more fairly. As we continue to shrink the cake, all we do is pit her area against my area and her area’s needs against those of the area I represent.

Lewisham Council has had to propose a 2% precept to fund the widening gap in adult social care, yet Lewisham is among the 20% most deprived boroughs. Does my hon. Friend agree that rather than asking some of the poorest to pay more, we need proper funding from central Government for essential adult social care?

My hon. Friend is absolutely right. We need to grow that cake and the distribution of resources has to follow need. If we are serious about tackling health inequalities, if we genuinely want a fairer, more equal country, if we want to narrow the gap in life expectancy between the richest and poorest, which sadly is widening, we will not do it by cutting resources and services in the areas that need them the most.

My hon. Friend is absolutely right. The Government can do it when they try—instead of wasting that money, which is the kind of money that local government absolutely needs right now.

I am sure the Minister will tell us that the extra £1.6 billion is a great success that shows that the Government are listening, but can he tell us why has it taken them so long to acknowledge the failure of their own funding plans? Before he says that everything is going to be okay, let us look at some of the facts: 361 of Birmingham’s 364 schools are facing cuts, almost a quarter of West Midlands police funding has been cut and, as a result of scything cuts since 2010, Birmingham City Council has lost £642 million from its annual budget and is expected to be forced to make further savings of £123 million per annum.

I thank my hon. Friend for securing this debate. Lewisham Council has had to make cuts of £165 million since 2010. Despite its best efforts, it now has to make difficult decisions about things like grants to the voluntary sector, libraries, street sweeping and lollipop people. Does she agree that central Government need to fund our councils properly so that they can serve the community properly?

My hon. Friend rightly describes the plight of her council, and it is the same for many councils up and down the country. I hope that the Minister will really take stock of hon. Members’ contributions today; it is great to see so many Members present to debate local government finance, which is such an important topic.
