We absolutely are taking action. We are planning to introduce the pay transparency pilot, because in high-paid jobs, salaries are often not advertised, and women end up being paid less than men for the same role. It is such action that will make a difference to women across the country.

5. What steps the Government are taking to help support women experiencing menopause at work.

Mims Davies Portrait The Minister for Disabled People, Health and Work (Mims Davies)
- Hansard - - - Excerpts

In March 2023, I appointed Helen Tomlinson as the Government’s first menopause employment champion. We are working across Government and with employers to increase awareness and develop policies to support women experiencing the impact of menopause at work. We recently launched new guidance on the Help to Grow portal to empower businesses to educate their organisation about menopause.

Last July, we saw the introduction of the British Standards Institution standard on menstruation, menstrual health and menopause in the workplace. Earlier this month, the International Organisation for Standardisation voted to develop an international version. Will the Minister join me in congratulating the BSI, countless grassroots organisations, individuals including my hon. Friend the Member for Swansea East (Carolyn Harris), and the menopause all-party parliamentary group, who have all worked tirelessly to ensure that menopausal women in this country are given the support that they so deserve?

Mims Davies Portrait Mims Davies

I am absolutely delighted to welcome all of that work. I also welcome the fact that the hon. Member for Swansea East (Carolyn Harris) was able to join us in a roundtable discussion at Gower College. In fact, Jane from the BSI was one of a number of women to join our first menopause roundtable for International Women’s Day at No. 10, where we celebrated the BSI and its international achievements. Helen Tomlinson, too, has been recognised internationally.

SMEs in Merthyr Tydfil and Rhymney tell me of their frustrations around exporting goods and now the Government have scrapped the trade show programme, which was set up to support British businesses to attend events and win overseas orders. Will the Minister tell the House and the thousands of businesses that rely on that vital support when there will be a replacement?

UK exports are increasing. Using current prices, they are up by £21 billion compared with 2023.

I will say from the Dispatch Box that the answer has been sent and given. If it needs to be reissued, we will do so, but it has been sent.

Baroness Mone has taken leave of absence from the Lords, and there are separate investigations into the allegations against her. In my mind, if she is found guilty of wrongdoing, she needs to resign membership of the Lords—the public would expect no less. The House of Lords Reform Act 2014 ensures that a Member convicted of serious offences will cease to be a Member of the House of the Lords, and that is what we want to see. We do not want people in Parliament who bring either House into disrepute: they need to leave.

15. What discussions he has had with Cabinet colleagues on helping to ensure potential employers recognise veterans’ skills and prior learning.

Johnny Mercer Portrait The Minister for Veterans’ Affairs (Johnny Mercer)
- Hansard - - - Excerpts

Veterans’ employment is at an all-time high, with 87% of those leaving service finding employment within six months. We have recently launched the employers’ guide to hiring veterans, showcasing best practice on how employers can benefit from veterans’ skills and qualifications. I regularly champion veterans’ employment to Cabinet colleagues, as employing veterans is one of the best decisions that businesses can make.

Gerald Jones Portrait Gerald Jones
- Hansard - -

Is it not the case that, after 13 years of Conservative Government, Ministers have created a postcode lottery for veterans and halved employment support for them? Specifically, will the Minister tell the House how many veterans have been employed as a result of the civil service interview scheme for veterans?

Johnny Mercer Portrait Johnny Mercer
- Hansard - - - Excerpts

When it comes to veterans’ care in this country and how it has changed in the past 13 years, it is hard to take the hon. Gentleman seriously—those services have been transformed. The number of those employed through the civil service scheme is, I believe, over 1,000, but I will write to him with the correct figure. Having a job is the No. 1 factor that improves the life chances of any veteran in this country; it is the real focus of what we are doing at the Office of Veterans’ Affairs, and I am incredibly proud of those efforts. Again, I lament the fact that that is not reflected by Labour. I want to see that change as we go into the next election, so that veterans know that whoever wins it, their interests will be represented properly.

My hon. Friend is an excellent campaigner for his constituents, as indeed is my right hon. Friend the Member for Montgomeryshire (Craig Williams). It is fantastic to see these local projects being delivered in their area—and I am grateful to my right hon. Friend for teaching me how to pronounce “Pant-Llanymynech” for my first Budget. I am delighted to declare from the Dispatch Box that today is now officially Montgomeryshire Day, and I look forward to everyone celebrating in the Jubilee Room straight after Question Time.

Q15. I beg your indulgence briefly, Madam Deputy Speaker, to wish my constituent who was attacked in yesterday’s serious incident in Aberfan a speedy recovery. I thank the emergency services and school staff for their swift and professional response.Britain is getting smaller on the world stage on this Prime Minister’s watch. His climate failures mean that our children and grandchildren will bear the brunt of the costs. His plans are undermining Britain’s energy security and bills are still sky high for working families, yet he is hiking the tax burden and real living standards are falling by more than 3%. Tinkering with a reset just does not compensate for 13 years of failure, does it, Prime Minister?

Rishi Sunak Portrait The Prime Minister
- Hansard - - - Excerpts

First, can I say that my thoughts are with the victim and her family after the awful incident that took place on the streets of Aberfan? We wish them a full and speedy recovery, and I join the hon. Gentleman in thanking the emergency services for their immediate response.

The hon. Gentleman talked about leaving our children and grandchildren with costs. He is right to raise that because it is important that we do not do that. The question, then, for him and the Labour party is: why do they want to embark on a green borrowing spree of £28 billion a year that will just mean higher taxes for our children and grandchildren and higher mortgage rates? It is the same old story: reckless borrowing and the British people paying the price.

Unfortunately it is the European Union that has delayed for more than two years, and that has caused serious and lasting damage to the UK’s participation. What we need to do is ensure that we can get the right deal for UK researchers, UK businesses and UK taxpayers. That that is what we are working to do, and we are confident that the talks are proceeding constructively. It is much more important to get the right deal than to get a fast deal.

Gerald Jones Portrait Gerald Jones
- Hansard - -

The Government made a manifesto promise to associate with Horizon Europe, but it is now 132 weeks since they took our country out of the world’s biggest science fund. It is shocking but not surprising that they have broken yet another promise. Government inaction has seriously damaged our international science pedigree. How much longer will our world-leading scientists, researchers and universities—who have suffered so much already—be forced to wait because this Government cannot keep their promises?

Chloe Smith Portrait Chloe Smith
- Hansard - - - Excerpts

We have continued to support the sector with more than £1.5 billion of the Horizon guarantee. We have done that to ensure that there is no loss of funding for the UK science sector. I think it far more important to speak directly to researchers, businesses and taxpayers about our commitment to getting the right deal than to engage in party politics here.

Q7. Sarcomas are cancers that can affect any part of the body, inside or outside, including muscles, bones, tendons, blood vessels and fatty tissues. Sarcoma is rare. In the UK, around 15 people are diagnosed every day and 5,300 a year, including in families in Merthyr Tydfil and Rhymney. Awareness is low and as this is Sarcoma Awareness Month, may I ask the Deputy Prime Minister to meet me and families affected so that we can discuss what more the Government can do to raise awareness and vital funds for research going forward?

Oliver Dowden Portrait The Deputy Prime Minister

I am very happy to give that commitment, I think probably best on behalf of Health Ministers. One of my colleagues in Downing Street who was a Prime Minister’s principal private secretary sadly died of that disease, so I have a great awareness of it and it is important that we continue to raise its profile.

9. What steps his Department is taking to mark the anniversary of the Belfast agreement.

Chris Heaton-Harris Portrait The Secretary of State for Northern Ireland (Chris Heaton-Harris)
- Hansard - - - Excerpts

Mr Speaker, may I associate myself and everyone in the House with your comments about PC Keith Palmer on this anniversary? May I also remind the House that yesterday marked 30 years since the IRA’s Warrington bomb? My thoughts are with those who were affected by this atrocity, which caused the death of two young children, Tim Parry and Johnathan Ball, and injured 54 others. It is a reminder of the terrible cost of the troubles and of the vital importance of maintaining peace and improving political stability in Northern Ireland, and I am grateful to all those who continue to promote peace and reconciliation in our society.

Last week, I visited the United States for the St Patrick’s day celebrations, and I am keenly aware that that the eyes of the world will be on Northern Ireland in the month ahead as we prepare to mark the Belfast/Good Friday agreement’s 25th anniversary. A host of events, big and small, civic, private and public, are being organised, many by Queen’s University Belfast, to mark this important anniversary.

--- Later in debate ---
Chris Heaton-Harris Portrait Chris Heaton-Harris
- Hansard - - - Excerpts

I agree with my hon. Friend that this historic moment is an achievement not just for Northern Ireland but for the entire United Kingdom. We have an educational initiative that is going to offer young people across the United Kingdom an opportunity to engage with the anniversary by learning about the journey to the agreement and its crucial role in providing peace and prosperity in Northern Ireland. Obviously, 25 years on, we are no less committed to achieving that aim.

Gerald Jones Portrait Gerald Jones

The Good Friday agreement is undoubtedly one of the proudest moments of the last Labour Government, and the Labour party is proud of its part in it and of the work of Tony Blair, Mo Mowlam and many others. Strand 2, on the North South Ministerial Council, is often overlooked, so can I ask the Minister whether, as we move forward with the Windsor framework, the bodies involved will have an important role to play in improving prosperity in Northern Ireland, and how he sees that developing?

Chris Heaton-Harris Portrait Chris Heaton-Harris
- Hansard - - - Excerpts

All three strands of the agreement are vital, and all need to be working, but the hon. Gentleman is completely right to say that strand 2 and the council are very important as we move forward from this point. Twenty-five years of peace and stability have flowed from the signing of the Belfast/Good Friday agreement, and I would like to think, as we look forward, that we will have not just peace and stability but prosperity for the next 25 years.

I completely disagree with the hon. Gentleman’s characterisation. Through this Bill, we are making the most of our opportunities outside the EU by making sure that we take control and that this place takes control of its own statute book. The hon. Gentleman’s question comes as no surprise to me, because the Scottish National party would be perfectly happy for us to align dynamically with the European Union in perpetuity.

I am delighted to tell the House that the Government are absolutely committed to supporting SMEs in a variety of ways, from transparently publishing contract pipelines to simplifying bidding processes. The Procurement Bill currently making its way through Parliament will create a simpler and more transparent procurement regime that will open up further business to SMEs.

Analysis by Spend Network found that big corporations were still winning 90% of contracts deemed suitable for smaller businesses. These are worth £30 billion per annum. Will the Minister outline what the Government are doing to ensure that SMEs win procurement contracts that they are suited for?

Alex Burghart Portrait Alex Burghart
- Hansard - - - Excerpts

The hon. Gentleman will be delighted to hear about the Procurement Bill currently making its way through Parliament. It will come to Report stage after the Easter break. It will help SMEs across the country, including in his constituency and mine, because we have worked hand in glove with the Welsh Government to make sure that the new procurement rules are available in England, Wales and Northern Ireland. I am pleased to say that that is possible only because we left the EU.

Tackling inflation is this Government’s No. 1 priority. We have a plan that will help to more than halve inflation this year and lay the foundations for long-term growth to improve living standards for everyone, including veterans.

Gerald Jones Portrait Gerald Jones

Many in the armed forces community are being forced to turn to charities such as the Royal British Legion and Help for Heroes for cost of living support. The Royal British Legion has awarded £1.9 million- worth of grants in the three months to January alone. Rather than leaving charities to plug the gap, will the Minister outline how he will ensure that veterans and their families right across the UK are not forced into hardship by increased living costs?

Johnny Mercer Portrait Johnny Mercer
- Hansard - - - Excerpts

There is no question of forcing people to go to charities to bail the Government out. Veterans have access to a range of support sources to help with the cost of living: the energy price guarantee, the cost of living payments, the relevant council tax rebates and veteran welfare services. I pay tribute to the RBL for all the work that it has done.

As my hon. Friend the Member for Llanelli (Dame Nia Griffith) has just reminded the House, the Secretary of State, the Minister and their predecessors repeatedly promised that Wales would receive “not a penny less” to replace EU structural funds to Wales. Not only have they failed to deliver on that promise, but the record inflation that their Government have presided over has resulted in a double whammy to the Welsh Government’s budget. Is the Minister aware that higher education has been shut out of his Government’s flagship levelling-up process and that hundreds of jobs are now at risk, possibly as many as 600? Why are his Government continually letting down people, including young people, across Wales?
