The hon. Lady is right to raise that. No, we are not looking at doing that. There are alternative solutions that do not involve the presence of UK or other warships in the Black sea, although they might involve a tougher approach. We are also looking at the possibility of using the rivers, particularly the Danube, and the railways to get the grain out in smaller quantities than we would be able to do with a giant maritime convoy through the Black sea. We are looking at all the options, including smaller packets of grain coming out in that way.

My right hon. Friend stated that

“Ukraine must have the strength to finish this war on the terms that President Zelensky has described.”

Are we confident that all our allies are as involved and supportive as the UK has been and continues to be for as long as it takes?

Boris Johnson Portrait The Prime Minister
- Hansard - - - Excerpts

I think the answer to that is yes, because every time we go to one of these summits and we think that the alliance is friable and that the strength of the pro-Ukrainian coalition is weak, people gravitate towards the centre and towards what the UK is saying because there is no alternative: Putin is not offering any kind of deal, and President Zelenskyy cannot do any kind of land-for-peace deal. There is no other option for us but to continue to support the Ukrainians in the way that we are, and that is why the unity remains so compelling.

I thank the hon. Gentleman, and I think the word that I would fasten on in his question is “legitimately”. There is no question but that the use of article 16, which, after all, has been done by the EU Commission to stop vaccines being exported to this country, is something that is perfectly legal and within the bounds of the protocol.

Q15.   I recently visited Humphrey Perkins School in beautiful Barrow upon Soar. The students asked me, “What are the Government doing to engage children and students from all backgrounds to encourage them to aspire to become an MP, or even Prime Minister?”

Boris Johnson Portrait The Prime Minister
- Parliament Live - Hansard - - - Excerpts

What I would say to my hon. Friend and her students is that nothing that is said or takes place in this House—none of the argy-bargy, the repartee and the occasional abuse to which we subject each other—should in any way deter anybody from seeking a career in politics, because it is a wonderful privilege and we are all very lucky to be here.

I thank the right hon. Gentleman for his question, but the reality is that of course we monitor all the data very carefully every day. We see nothing to suggest that we need to deviate from the plan we have set out that began with the road map in February, that we are sticking to, and that has given business and this country the ability to get on and achieve the unlockings that we have seen and indeed the fastest economic growth in the G7.

My constituent Sophia Dady has composed a song about the positive action we can each take to combat climate change, which emphasises the need to “clean, repair and protect”. Will the Prime Minister join me in encouraging all UK schools to follow the lead of Fairfield Prep School in Loughborough and other schools across the world from Hawaii to Norway in raising awareness of this important issue through learning the song?

Boris Johnson Portrait The Prime Minister
- Parliament Live - Hansard - - - Excerpts

Well, yes—do I have to learn the song? I will do my best. I thank my hon. Friend for raising the work of her constituents and her constituents’ school. It is absolutely vital that we not only recycle where sensible but cut down on the use of plastics.

I do not know whether £190 billion counts as a promissory note or empty rhetoric, but that is what the Chancellor has provided so far in support. I am grateful for what the hon. Gentleman says about local responses. That is entirely right, and we are certainly looking for locally led responses to help us to get the virus down.

Could the Prime Minister say how we can use the three-tier system to enable all types of businesses to use a risk assessment base to their operation to help them remain open and fully working in all but the very high-tier instances?

Boris Johnson Portrait The Prime Minister
- Hansard - - - Excerpts

All businesses that are covid-secure should be able to keep going, and I hope that they will.

The rotary club of Loughborough Beacon would like to pass on its thanks to the UK Government for being one of the top donors to the Global Polio Eradication Initiative, which has made Africa free from wild polio. Will the Prime Minister join me in congratulating Rotary and its supporters on their monumental contribution to this effort? They have contributed more than $2 billion and helped to vaccinate more than 2.5 billion children around the world.

I thank my hon Friend because that is a classic and fine example of the philanthropy and public spirit of the British people, which has been shown clearly throughout this crisis.

I am happy to look into any complaints, but as the right hon. Gentleman he knows, all exports are conducted in accordance with the consolidated guidance, and the UK is possibly the most scrupulous country in that respect in the world.

Q4. I have a number of businesses that serve the wedding market and that would like to hold viewings to make bookings for the future. Church leaders of Loughborough have also contacted me about access to churches both for services and to help to tackle loneliness. Please could I ask that religious faiths be allowed to let people into their places of worship, observing social distancing within their premises, and that wedding venues be allowed access for bookings?

Boris Johnson Portrait The Prime Minister
- Hansard - - - Excerpts

I very much understand the urgency that many people in this country feel about the need to reopen places of worship. My right hon. Friend the Secretary of State for Housing, Communities and Local Government is of course leading a taskforce on this very matter. It is a tough one: every time we do something like this, we push up the risk of infection and the risk of pushing up the R again. To repeat what I was saying earlier to the Leader of the Opposition, we are not there yet. We are getting there, but we are not yet there. It is vital that the people of this country understand the continued need to push down on the infection rate.

I think it will be perfectly obvious to the House what we are trying to do and what we are saying by “stay alert”. We are emphasising the importance of those who cannot work from home going to work, provided that their workplaces are covid secure and that they observe the rules of social distancing on public transport or however they go to work. That is what staying alert means. It is going to be absolutely vital. Staying alert is going to be absolutely vital to our continued success in beating this virus. I think the British public understand exactly what we are trying to do, and I know that they can rise again to this challenge.

Loughborough University is responsible for producing some of our very best athletes and engineers. Unfortunately, their training and studies have been disrupted. The university is campus based, with all facilities on site. It would like to bring back some student athletes to train, and its engineers to attend concentrated lab work sessions, all while maintaining social distancing on campus and isolation from the wider community. Will the Prime Minister work with universities to help them provide students with access to vital facilities to enable them to safely continue their studies and training?

Boris Johnson Portrait The Prime Minister
- Hansard - - - Excerpts

The short answer is yes. I know Loughborough University well; it is an outstanding university, and I thank my hon. Friend for championing it. We will work with Loughborough and across the sector to see what we can do, in the way that she describes, while maintaining social distancing—and we can do it.

What we are going to do, obviously, is ensure that nobody is penalised for doing the right thing and that everybody has access to the benefits and support they need. If the hon. Gentleman will contain himself, my right hon. Friend the Chancellor will set out more in just a minute.

Will the Prime Minister join me in congratulating the mighty Loughborough swim team on their five gold medal haul at the McCullagh international open league last month? The swimmers involved were: Luke Greenbank, James Wilby, Abbie Wood, Max Litchfield and Molly Renshaw. Surely, this is the very epicentre of sporting excellence.

Having worked with Loughborough University on the Olympics at the fantastic site in east London, I know its formidable global reputation, and I have no hesitation in congratulating Loughborough swimming team on my hon. Friend’s behalf.
