I thank my hon. Friend for his question. I, too, read the article by Sir Vernon Bogdanor. He raised interesting questions. It is why we are taking this issue so seriously. It is why we are exploring and want to get to the facts.

Not only is impartiality important; honesty is important. The Leader of the Opposition seemed a little foggy about dates today. It seems as if perhaps the dates are being scribbled on the back of a fag packet as we speak. If any dates are declared to the Minister, can we trust that they are accurate?

I understand that the Leader of the Opposition may be short of a chief of staff at the moment, but I am sure he has someone who keeps an eye on his diary. I am sure there is someone who could inform this House what the dates were, when the meetings took place, where they took place, and what was discussed and with whom. It is not too much to ask and it would help to clear this up. It would save the Leader of the Opposition the embarrassment of being asked about these things on repeated occasions and not being able to be clear.

The right hon. Lady will be pleased to know that when the aviation Minister met Peel on 19 October she raised that very issue, and she has its assurance that it will work through to ensure that there is no potential disruption to the NPAS or 2Excel, should no commercial solution be available. It was also happy to commit absolutely to meeting anyone with commercial interests, and to engage with interested parties to find a commercial solution.

As has been said, Doncaster Sheffield airport has strategic importance as a regional airport, not only for South Yorkshire but for the Humber area and Lincolnshire. South Humber is one of the fastest growing industrial areas in the country, and we must ensure that we protect Doncaster airport. Does the Minister agree that devolved administrations exist to ensure that they think strategically when working with business? They should ensure that they help those areas with huge amounts of development and growth, as Doncaster Sheffield airport has had, and that they work strategically, and not in the last few dying minutes when commercial decisions have already been made?

Throughout the pandemic we have done whatever we can to look after people throughout the country, whether those on benefits or those who have lost their jobs, sadly, because of the pandemic. I am very proud of what universal credit has been able to achieve, and I think that the hon. Gentleman should perhaps take it up with his friends in the Labour party who actually want to abolish universal credit.

Last week Grimsby celebrated the Chancellor’s announcements of the towns fund and the Humber freeport, and it is clear to the people of Grimsby that this Government are determined not to neglect the town like Labour predecessors. Our next challenge is to raise skills and educational achievements in the town. Will the Prime Minister outline how people can take advantage of the new lifetime skills guarantee that he is launching next month?

The fantastic thing about the lifetime skills guarantee is that in very, very tough circumstances, with many people having, I am afraid inevitably, to seek new jobs and to find ways of retraining, as will happen in a changing economy, it offers everybody—adults over 23—the opportunity of £3,000 for an A-level-equivalent qualification. I think it will be absolutely instrumental in helping young people of beyond school age to retrain and get the jobs they need. The lifetime skills guarantee: it is the first time it has been done.

I thank my hon. Friend for highlighting this; she raises an important point. I am happy to look into the specifics of the case and take it up with officials, or she might want to look at the public procurement review service. All Departments, including the MOD, are actively supporting the SME agenda, and one of the ways we hope to encourage more bids from SMEs is by publishing contract pipelines well in advance, so that they have much more time to plan and resource bids, and shorten the time in which contracting bodies make decisions.

Our trade and co-operation agreement with the EU is the first free trade agreement that the EU has ever reached based on zero tariffs and zero quotas. The agreement will help unlock investment and protect high-value jobs right across the UK. We will now take full advantage of the opportunities created by this deal, helping to boost productivity, unlock investment and safeguard high-value jobs in the UK. Goods are flowing freely through our ports, with levels of freight around what we would expect for this time of year, but we are also working closely with businesses that are facing challenges, and we are in regular operational contact with EU countries in order to smooth trade.

I thank my right hon. Friend for his answer, and I know he is doing all he can to reduce the turbulence, but Grimsby fish exporters are reporting to me that despite the EU agreement on free trade, French ports are introducing additional paperwork and extra costs. They are even insisting that we hire EU nationals to do that additional work. Will he take this matter up, so that we can ensure that the people of the EU continue to enjoy the highest quality seafood in Europe, processed in Great Grimsby?

My hon. Friend is absolutely right. The highest-quality seafood in the whole of Europe is produced in Great Grimsby. Indeed, I remember my dad, when he ran a fish processing business, sending some of the fish that he bought at Aberdeen fish market to Grimsby for processing, and it was enjoyed on tables across Europe. She is absolutely right to say that there are still some bureaucratic obstacles that we need to negotiate and navigate. We have set up a specific seafoods export working group, which meets twice weekly, and we are engaging with our friends in France in order to ensure that we can continue to enjoy Great Grimsby fish.

I agree with my hon. Friend, and I encourage those who may have been the victim of hate crime to speak out and contact the police. This Government are proud to have supported Galop, the country’s leading LGBT anti-violence charity, and we welcome its new specialist hate crime helpline, which launched last week. To further ensure the safety of LGBT people in this country and around the world, the Government are committed to ending conversion therapy and delivering an international conference.

What recent discussions she has had with the Chancellor of the Exchequer on ensuring that the taxation system does not discriminate against people with disabilities.

The Government recognise it is important that the tax system treats people fairly and consistently, while also raising revenue for public services. We provide tax-free welfare benefits for those who have extra costs associated with their disability, including disability living allowance, personal independence payment and attendance allowance. We have also made available several VAT zero rates for the purchase of certain equipment and appliances designed solely for use by a disabled person, such as the VAT zero rate for the leasing of vehicles through the Motability scheme.

I am grateful for the Minister’s reply. I have been contacted by a constituent who is visually impaired and needs expensive corrective glasses annually, on which she has to pay VAT. Does the Minister agree that it is not fair that the greater a person’s sight disability, the greater the tax they pay? Will she agree to discuss with the Treasury that, as glasses are an essential item for my constituent, they should not be taxed as a luxury?

My hon. Friend raises an important point. The Government ensure that the supply of health and welfare services, including opticians and eye tests, are exempt from VAT, which ensures that VAT is not a barrier to accessing medical treatment. Moreover, in addition to NHS complex lens vouchers, the Government already offer support for individuals to help with the cost of glasses through NHS optical vouchers. Those eligible for help include children and those on certain income-related benefits, and the value varies from £39 to £215 depending on the level of the patient’s prescription. However, I will write to my hon. Friend with full details so that she can assist her constituent.

After consultation with the devolved Administrations, we are negotiating to seek a potential continuation of involvement in the Erasmus scheme, as we are seeking to continue participation in scientific collaboration as well. One thing that I would say about the fate of children in Easterhouse and in other parts of Glasgow is that their life chances have fallen backwards relative to other parts of the United Kingdom as a result of the education policies that the Scottish Government have put in place. It used to be the case that Scotland was ahead of England in international league tables for reading, writing and mathematics. It is now the case that Scotland has fallen behind, and the response from the Scottish Government has been no longer to participate in some of those international comparisons. Hiding from scrutiny is no way to help Scotland’s children.

As the Government invest in new border control infrastructure to ensure that we can continue to trade smoothly with the EU once we go beyond the transition period, does my right hon. Friend agree that that will create more local jobs to support ports such as Grimsby and Immingham?

My hon. Friend is absolutely right. It is the case that Grimsby and Immingham are hugely important ports not just for EU trade, but for rest-of-the-world trade. As I mentioned in quoting from the authoritative figures who appeared in front of the Future Relationship with the European Union Committee, there are significant opportunities for people to play a role in the expansion of international trade. These are new jobs, which are designed to make sure that Britain goes global.

I am genuinely grateful for an important question, because it is vital that people who are working on the frontline, and NHS workers in particular, get the support that they need. That is why I said what I said a few weeks ago. What I can tell the right hon. and learned Gentleman is that NHS or care workers who have paid the surcharge since 21 May will be refunded, and we are getting on with instituting the new arrangements as fast as we possibly can.

I welcome the Prime Minister’s rejection of the extension to the Brexit transition period. Does he agree that taking back control of our fishing waters in January 2021 will benefit the fishing communities within the Great Grimsby constituency?

I can tell my hon. Friend that it certainly will when we become once again an independent coastal state. I know how brilliantly she campaigns for fisheries in Grimsby and I urge her to engage with the Department for Environment, Food and Rural Affairs to make sure that the people of Grimsby can exploit the recapture of our spectacular natural marine wealth.
