As it happens, my right hon. Friend the Environment Secretary has been extremely helpful in this process, so the hon. Gentleman should not believe everything he reads in second-tier publications. This is not about opening wounds. It is the Labour party that always wanted to oppose what the people had voted for. It thought its voters did not know what they were doing. It treats its electors with contempt and the results were reaped in December 2019. This is about getting the advantages from Brexit. This is about the agenda set out in the 2019 manifesto, but also in 2016 at the time of the referendum, of how we benefit from leaving the European Union. We do not now want slavishly to follow the diktats of the EU. That would be a way of losing all the advantages. This is the way of making the economy more efficient, getting supply-side reforms, and making goods and services cheaper.

I welcome my right hon. Friend’s statement. It is great that we are finally moving forward with the task of optimising conditions here in the UK for businesses and individuals. Does he agree that this is an essential part of moving on with the process? A number of times I have had friends who might have voted to remain say to me, “What was the point of this? Show us what the point was, because we want to change things now. We actively want to change rules in the City and in agriculture.” Will he drive this forward with every effort?

My hon. Friend hits the nail on the head. Both of us represent rural constituencies in Somerset and one of the great advantages of Brexit is taking away the red tape that ties our farmers and simplifying processes to make it easier for them to get on with the business of farming. It is not surprising that a very large number of retained EU law Acts are within the auspices of the Department for Environment, Food and Rural Affairs, because that has been a primary responsibility of the European Union. We need to be able to clear away the thicket to make life easier. He is absolutely right.

We had two statements on Afghanistan earlier this week, one from the Prime Minister and the other from the Foreign Secretary, and we have just had an urgent question on the subject. The hon. Lady has raised a very difficult specific constituency case, but, as I have said before, if answers have not been coming through to her, I should be more than happy to help her to obtain a specific answer.

My strong view is that the proposal set out yesterday could be substantially improved with some imaginative additions and developments. Will my right hon. Friend say a bit more about when the Bill proposed for debate on Tuesday will be published, so that we can look at it and work constructively on what I hope he agrees—I dare say he does, in his heart of hearts—would be useful amendments?

I think that the Bill is already available. I see some very helpful nodding among the wise men in the Box, so it has clearly already been published. However, the Health and Care Bill is currently going through Parliament, and in respect of any changes to any of the social care proposals that my hon. Friend thinks would be a good idea, it would be right to table amendments to that Bill rather than the Bill relating to the national insurance increase, which is a very simple and straightforward piece of legislation.

May I welcome the decision by the Government to implement a single unitary local authority in the existing county of Somerset geography? This is a fantastic opportunity to improve economic development, placemaking and planning, service delivery and value for money for local residents. The single unitary proposal was clearly superior. Will my right hon. Friend please make time for a debate on how all parties can now come together to implement this in the most expeditious way to transform outcomes positively for local people and interact well with neighbouring areas?

I am grateful for my hon. Friend’s support for the proposals approved by my right hon Friend the Secretary of State for Housing, Communities and Local Government. It is of course only part of Somerset that is included in this. The former county council area will become a unitary authority, but it does not, for better or worse, include the whole of the historic county. From a personal point of view, it is a sadness that the whole county is still suffering from the vandalism of the 1974 local government changes. However, his idea that we should all work together is a very beneficial one, and I think one that will be well received by all parties across both the old county council area and the whole historic county of Somerset—God’s own county.

One of the issues about things being devolved is that the authority then rests there rather than necessarily coming immediately back to the House for debate, but it may well be suitable for an Adjournment debate.

Many people want convenient local access to high quality end-of-life care. May we have a debate in Government time on social care reform and how it might help to provide localised end-of-life care?

My hon. Friend will know that the Conservative manifesto committed to trying to set up a cross-party commission with the aim of establishing proposals for social care, and end-of-life care is an important part of that. I hope that when that commission is established, he will make representations to it to ensure that his concerns are fully reflected.
