We have free votes on some matters in this place, and after the initial shock, confusion and pressure from having to decide which Lobby to go into, that is appreciated by hon. Members. On that vote, the Prime Minister put forward world-leading legislation, which he had passed by this House. I think that that shows that he is very much in control.

My local newspaper, the Grimsby Telegraph, carried a recent report praising the work of community police officer Dave Cave, highlighting the importance of community policing. I am pleased to say that, in Humberside police, both chief officers and the excellent police commissioner, Jon Evison, also support community policing. Could we have a debate in Government time to explore policing methods and the importance of community policing?

I am sure that everyone in the House would want to send their congratulations to PC Dave Cave for his near 20 years of service. I am sure that all colleagues would join me in doing that and would congratulate him on that well-deserved award. He exemplifies what it means to be a police officer and a fantastic community champion. I am sure that my hon. Friend knows how to apply for a debate, but such an opportunity would also afford us the ability to shine a spotlight on the very good work done by our police forces. We do not note and praise them enough for it.

I hope I gave the impression in my earlier answer that I think the Minister will want to come to the Dispatch Box—this is an important matter. I hope we will be able to do that before recess. The House will not be as well attended tomorrow as it might be next week. I hope that is satisfactory for hon. Members, and I will ensure that the Minister has heard what the hon. Gentleman has said.

Yet again, we have a bank closure in my constituency: Lloyds Bank is closing in the centre of Cleethorpes. We have had some success in Barton-upon-Humber, where we have established a banking hub, but there is always a gap between the initial closure and alternative facilities being provided. Can the Leader of the House find time for a statement or a debate on how to ensure face-to-face contact between customer and provider, not only in banking but in public services?

First, I congratulate my hon. Friend—who has raised this matter many times—on what he has done to secure that banking hub and ensure his constituents have access to those services. I would hope that the banking community in his area would ensure that there is no gap, and that his residents and business customers can have face-to-face access to the banking support they need. My office stands ready to assist him in trying to make that happen.

I would be very happy to raise this matter with the Home Office and ask for a meeting on behalf of the hon. Gentleman. Local authorities have a great deal of flexibility on who they take, under what circumstances and where they provide accommodation, so I am not quite sure what the underlying issue is. I would be very happy to facilitate a discussion between the hon. Gentleman and the Home Office.

My right hon. Friend the Member for Gainsborough (Sir Edward Leigh), my hon. Friend the Member for Great Grimsby (Lia Nici) and I have a long-running campaign to restore the direct train service between Cleethorpes and King’s Cross, which would serve our three constituencies. We know that the Department for Transport has approved that. The Budget Red Book has a couple of sections that could include that service. Will the Leader of the House arrange for the Rail Minister to make a statement to clarify whether the Cleethorpes service is included?

I thank my hon. Friend for all his work on this important service for his constituents, which will bring massive benefits to the area. I can absolutely confirm that we are committed to ensuring that the service is stood up. I understand that work is still required to assess what infrastructure changes are needed at the stations involved and that further operational readiness activities need to take place before direct services can be introduced. I will ensure that the Rail Minister has heard what my hon. Friend has said today and that he contacts him to give him assurances.

There are businesses that want to establish themselves in my constituency or to extend their existing premises, but they are being told that it will take years to get a grid connection. In addition, there are concerns up and down the constituency about plans for pylons. Can we have a debate in Government time about the role of the National Grid?

I thank my hon. Friend for standing up for his constituents and pursuing their interests in that respect. We want people to be able to get on and create businesses and to do all that their ambitions and their calling require of them. He will know that the next question session in which he can raise this matter will be on 27 February. I encourage him to do that, but I will also make sure that the Secretary of State for Energy Security and Net Zero has heard what he has said.

I thank the hon. Lady for her words about His Majesty the King. Many Members will know the merits of the household support fund, which was given to local authorities to provide them with the flexibility to respond to particular situations where people have fallen through the cracks for other types of support. That is why we have provided the fund. It is still in operation, and I know the Department for Levelling Up, Housing and Communities and the Treasury will want to ensure that Members are given good notice about what will follow. I shall ensure that both those Departments have heard what the hon. Lady has said today.

Local plans are the foundation on which planning authorities make their decisions. Despite the fact that they shape our villages and towns across the country, few people take part in the consultations that take place ahead of their production. Can we have a debate in which to exchange ideas about how we might involve more people in the formation of those plans?

I thank my hon. Friend for raising this matter and for all the work he does to empower his community to get more involved with shaping their local plans. He will know that our revised national planning policy framework addresses some of those concerns and the weaknesses in the planning system. The next questions to the Secretary of State will be on 4 March, where my hon. Friend can raise this matter directly with the Minister himself.

Given that the next questions to the Secretary of State are not until 4 March, I will make sure that the Department and the Housing Minister have heard what the hon. Gentleman has said.

Happy birthday, Madam Deputy Speaker.

Members will be familiar with the various drop-in sessions held in the House, particularly those organised by campaign groups and charities connected with the health sector. A common theme is early diagnosis, but, disturbingly, statistics sometimes show that treatment is not common across the country and perhaps there may not be the best outcomes in one’s own constituency. May we have a debate in Government time to look at how we can improve treatments across the country?

I thank my hon. Friend for raising that important point. Early diagnosis is critical in getting the best patient outcomes, but it is also critical to ensure that people are accessing the healthcare they need in a timely way and not waiting longer than they need to. That is why we have invested so heavily in new diagnostic testing centres across the country—off the top of my head, some 160 have been stood up—and they are helping to bring down waiting lists. It is an excellent topic for a debate. We should be looking across the whole UK, so that the four NHS systems can learn from each other and ensure patients are getting the best care, wherever they are.

I will certainly ensure that the Cabinet Office has heard about that case. I think there is sometimes a misunderstanding about the function of local councillors and Members of Parliament when they go door to door, trying to identify issues. There are certain areas in local authorities, particularly those with a high volume of quite vulnerable people, where cold calling zones are in place. That is perfectly proper. I will certainly raise the matter with Ministers, but I also encourage Members to address such issues directly and locally. Often these things are misunderstandings. If people say what their business is in a particular area, hopefully such incidents will not arise, but I will ensure that Ministers have heard the hon. Gentleman.

May I add my words of condolence to the family of Tony Lloyd? I served with him on the International Trade Committee. He always made a valuable contribution and will be sadly missed.

The RAC recently published a report calling on the Government to commission an independent inquiry into headlight glare. Members will be aware that headlights on vehicles are now much brighter, with LED lights. In my constituency, the local paper the Grimsby Telegraph has carried a report on the issue, which is clearly of concern to many of my constituents. May we have a statement from a Transport Minister about whether the Government intend to commission such a review?

I thank my hon. Friend for raising this important matter. I know it is of concern to many people, which is why the RAC has highlighted it. He will know that in the current provisions for vehicle headlamps there is a maximum and minimum light intensity, and specifications for the light pattern and the position of the lights on the vehicle. This is a highly regulated area. My hon. Friend can raise the matter directly with the Secretary of State on 8 February, but I will ensure that he is aware of the survey and what the RAC has said. I thank my hon. Friend for his campaign.

The hon. Lady raises an important issue. She will know that the Treasury, in particular, has been very concerned about this sector, to which it provided particular support through the pandemic years. Since then, it has continued to support the sector through rates relief and so forth. I fully appreciate that VAT thresholds are a particular problem for these types of businesses, and I will make sure that my right hon. Friend the Chancellor has heard what she says. The hon. Lady is a very experienced parliamentarian, and she will know what she can do as we approach the Budget to ensure that these issues are addressed.

My right hon. Friend has referred to arm’s length Government agencies, of which the Post Office is just one. I am sure that Members across the House will have experience of tracking down decision makers within these organisations to hold them to account on behalf of our constituents. Can we have a debate on the accountability of these agencies? It may emerge from that debate how we can make them more accountable.

I thank my hon. Friend for raising that suggestion. I think it would be a very timely debate indeed. I have already expressed my views on the subject, and I know that, on Monday, the Under-Secretary of State for Business and Trade, my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake), spoke about how accountability is key to ensuring good oversight of arm’s length bodies.

My hon. Friend the Member for Cleethorpes (Martin Vickers) knows how to apply for a debate, and I am sure it would be well attended.

I am aware that many Members will want the legislation to arrive very swiftly, and they will not have long to wait. The hon. Gentleman knows what I am about to say: namely, that I will announce it in the usual way. But I can reassure him that we are committed to introducing both a regulator and the legislation in good time.

May I again raise the issue of potential job losses at the Scunthorpe steelworks? As the Leader of the House will know, it has been raised a number of times, but this would not just affect those who will potentially lose their jobs; given the importance of the supply chain, the whole northern Lincolnshire economy would be threatened. Will the Leader of the House ensure that the House is kept up to date by means of a statement, perhaps early in the new year?

I thank my hon. Friend for the diligence with which he defends the interests of his local community and this sector, which is very important to the United Kingdom and our sovereign capability. He will know that questions to the Secretary of State for Business and Trade are on 25 January, and he may also wish to raise it with the Secretary of State for Energy Security and Net Zero on 16 January. I thank him for his ongoing work on behalf of his constituents.

I say “Multe mulţumesc” to the hon. Gentleman for his question. Romania has made a huge contribution to our efforts with Ukraine, and I join him wholeheartedly in paying tribute to everything Romanians have done, as well as to the many levels of partnership between our two nations. I thank him very much for the advert, and I am sure that all Members of the House will send their good wishes for Romania’s national day.

Yesterday, the BBC announced that it was reducing the time allocation for the “Newsnight” programme. [Interruption.] The reason given was that it wants to concentrate more on online coverage and have more serious debate. The airwaves are not exactly short of talking heads. Would it be appropriate, notwithstanding the fact that the Media Bill is currently in Committee, to have a debate about the BBC and its role as a national broadcaster?

Hansard may not have picked up that there were mixed views to that news across the Chamber. Obviously, the BBC is operationally and editorially independent—it is up to the BBC to determine how it delivers its services—but it must ensure that it continues to provide the news content required to deliver its remit, as set out in the charter and the agreement. The first purpose of that is:

“To provide impartial news and information to help people to understand and engage with the world around them.”

The Government expect Ofcom, as the BBC’s independent regulator, to ensure that the BBC is robustly held to account in delivering its public services. If there were to be a debate, I am sure that it would be a very lively one.
