Q8. Will my right hon. Friend join me in complimenting Bradford on becoming the 2025 city of culture? Will he also praise the team from Durham, who gave a fantastic representation of what County Durham had to offer? Bradford must really be extraordinary to have beaten us.In 2025, Durham will celebrate the bicentenary of the Stockton and Darlington passenger railway, which of course will distract people from Bradford. I believe that my right hon. Friend is the best person to lead on delivering levelling up for the north-east. To that end, will he encourage progress on the Ferryhill station development, reinvigorate the Leamside line and help to deliver a great county deal for County Durham?

I thank my hon. Friend for what he has said. He and I have campaigned on this, and I have been following his campaign for a long time. I am told that the Department for Transport is currently reviewing the business case for exactly what he has just requested. We are putting the funding in, which is unlike anything that the Labour party could ever have delivered.

My constituents in Sedgefield have expressed their satisfaction at how we are helping the people of Ukraine, but also their frustration and anger at events in No. 10. They also believe that one is not linked to the other. The Prime Minister’s contrition over his error is welcome, and I thank him for it. While it was a clear error of judgment, I certainly do not believe it is a resigning matter. If it was, then, regardless of Ukraine, it still would be. I, like many, have missed the funeral of a close friend, but I would still have missed that funeral regardless of the PM’s error, because the rules were correct and his error does not change that. As regards Ukraine, though, may I encourage him to please continue his efforts with full vigour?

Again, I sympathise very much with the experience of the hon. Lady’s constituents and all the pain that people have gone through throughout this pandemic. I must say to her, though, that she is prejudging the issue in question. I do not think that is the right thing to do. I have a great deal of respect for the police and they should be allowed to get on with their job.

I think we have to remember that we are all talking about the breaking of the rules. Clearly, the rules and what happened are under question here. The rules that were put out by this Government have got this country to where it is. We have to remember that the rules did the right thing. Yes, there must be consequences in No. 10 for any rules that have been broken, but the right thing was done by instigating the rules in the first place. When I talk to my constituents, they say, yes, we need to ask the question about what happened, but can we stop making that the only sore subject, and can the Opposition talk about something else? We need to move on and level up this country.

My hon. Friend is right. The rules are important. It was amazing to see the way people pulled together throughout the pandemic. I thank people very much. But what we need to do, if we possibly can—I think the Opposition would agree—is to focus on the issues that matter above all to the British people: fixing the cost of living, rebuilding our economy and clearing the covid backlogs. That is what this Government are doing.

I entirely understand people’s feelings and I entirely support what the hon. Lady says about someone obeying the rules when they make the rules. She is completely right. On the other hand, I urge her to wait, as I have said to Opposition Members, until next week.

Q10.   The Opposition have been told that there is going to be an inquiry, but they have wasted every single question on one issue while my constituents want us to get on with other things. In January 2021, the Government estimated that at least £800 million would be released from the dormant asset scheme extension. Does the Prime Minister agree that funding through a new community wealth fund would be a catalyst to level up the most left-behind communities and that the Dormant Assets Bill should include specific provision for a consultation on the scope, shape and nature of such a fund?

We will certainly be legislating to expand the dormant assets scheme to include new financial assets, which would unlock an estimated £880 million. We will be considering how to spend the English portion of that. The community wealth fund that my hon. Friend proposes is certainly an option and I thank him very much.

This happens to be one of the subjects that I know more about than probably anybody else in the House. When I was Mayor and chairman of Transport for London, we had our finances in balance because I ran a responsible fares policy. When I left the mayoralty, we had Crossrail in surplus and our reserves in surplus. Actually, what happened was that the Labour Mayor of London embarked on a reckless, unfunded fares policy, cutting fares recklessly so as to leave a huge black hole in Transport for London’s finances. Yes, we have the greatest capital—[Interruption.] We will of course help the stricken Labour Mayor in any way that we can, but the blame lies fairly and squarely with City Hall.

I wish all our constituents across the country a merry Christmas and a safe 2022. What matters to my Sedgefield constituents is jobs, jobs, jobs. Will the Prime Minister join me in congratulating Hitachi and Alstom on securing the HS2 rolling stock contract? It is a tremendous vote of confidence in the people of Newton Aycliffe and Sedgefield. Will he encourage the Secretary of State for Transport to confirm that the feasibility study for Ferryhill station will be approved at his earliest convenience so that we can get on with levelling up and building back better for Ferryhill, Bishop Middleham, Sedgefield and the Cornforths?

My hon. Friend is a great advocate for Sedgefield, his constituents and levelling up. I congratulate Hitachi and Alstom on securing the HS2 stock order and the proponents of Ferryhill station for completing the initial business case for the scheme. That is part of the £96 billion investment that we are making in our railway infrastructure, which is the biggest in 100 years, dwarfing anything that the Labour party has ever embarked on. We will get on with uniting and levelling up across our country.

Q5. Does the Prime Minister agree that as we exit the pandemic, it is critical that we not only stimulate the UK economy, but also start the important process of levelling up? This should include stimulating the housing market to help excellent companies such as PWS at Newton Aycliffe, investing in rural broadband to help villages such as Killerby, and maybe moving the Treasury to Sedgefield, and also the acceleration of rolling stock investment to help companies such as Hitachi. May I also ask him to join me in opening the station at Ferryhill, which I am sure he will ask the Transport Secretary to approve?

What a brilliant idea. I think Sedgefield should be careful what it wishes, but I will certainly investigate that possibility. My hon. Friend will know what we were doing, whether it is the 300,000 homes that we want to build every year, massive investment in gigabit broadband, or the huge investment in railways and roads, and I will make sure that I add to that an ambition to come and see Ferryhill station launched with him.

I am not going to comment on any individual case, but it is obvious that the rights of journalists and whistleblowers should be upheld, and this Government will clearly continue to do that.

Q2. My wife is a volunteer with the local branch of the Samaritans, and my right hon. Friend will know what good work they do in helping to keep people safe online in Sedgefield and the rest of the UK. Does he agree that today’s announcement that we are putting Ofcom at the helm of a strong regulatory regime shows that we are delivering on our commitment to make the UK the safest place in the world to be online?

I thank my hon. Friend for raising that point. As we deliver gigabit broadband to every part of this country, including to the people of Sedgefield, we will also ensure that the UK is the safest place to be online.

I particularly welcome the Northern Powerhouse Rail connection with HS2. Will the Prime Minister look at the procurement process and ensure that UK-based companies, such as Hitachi Rail in my constituency, have a real chance of getting the business out of it? Can it be done as quickly as possible, so that they have an opportunity to plan?

Yesterday’s announcement of the Nexus contract being placed with the Swiss company Stadler instead of with Hitachi Rail, which is based in my Sedgefield constituency, is in my opinion inappropriate and it takes no account of the socioeconomic benefit to us of UK-based business. I hope to see a positive decision on HS2 with its potential to reconnect the north with London, and would ask the Prime Minister to ensure that UK-based businesses such as Hitachi see their investment in the UK properly recognised in the procurement process.

My hon. Friend has personally raised the issue with me before, and I am sure that his constituents will congratulate him on sticking up for their interests in the way that he does. I can tell him that there will be a decision on HS2 very shortly, if he can just contain his impatience a little bit longer.
