First, I pay tribute to the hon. Gentleman as he leaves this House. Indeed, I repeat my congratulations to all hon. Members who are standing down on the service they have given.

The hon. Gentleman raises the issue of the WASPI women. As he knows, it is a very difficult and very emotionally charged issue. We have done our best to try to satisfy that group. Another £1 billion has, I think, been allocated to the support of WASPI pensioners. I would just remind Opposition Members who are chuntering at me that under the Labour Government I seem to remember female pensions went up by 75p. That was their approach to pension rights for women. We are looking at what more we can do to satisfy that issue but, as he knows, it is very difficult.

Mr Speaker, I wish you well and add to the plaudits by thanking you for the way you have represented my father’s old constituents of Buckingham. I know you have been assiduous in that.

Many years ago, the Prime Minister was campaigning in Newbury to help get me elected when he was asked by the Newbury Weekly News whether there was any chance of him becoming Prime Minister. He said that he thought there was more chance of being decapitated by a frisbee. I will continue to take great delight in the fact that he has defied those odds if he can commit to me here today to continue this country’s bold ambition on ocean conservation, in which we are a world leader.

I thank my right hon. Friend for all the service he has given to this Government and this country. I remember vividly campaigning with him on one occasion when we were interrupted by a dog show. He has done particularly important work on conserving oceans. He has helped to ensure that this country has global leadership in establishing marine conservation areas around the planet. As you know, Mr Speaker, this country protects a vast expanse of the oceans, more than any country on earth, and it is thanks to the work of my right hon. Friend that we have put that issue at the forefront of our politics, protecting marine life and protecting not just the fish but the penguins as well. As he will know, a third of the world’s Emperor penguins are British. He has done a signal job of protecting those penguins and I thank him for it.

In firmly supporting the Government’s robust response to the malign actions of the Putin regime, may I remind my right hon. Friend that in the cold war we had the best civil servants and an enormous infrastructure based on preparation for strategic arms limitation talks? That kind of engagement is as vital today, and I hope that the Government are putting equal resources into it.

My right hon. Friend raises an extremely good point. As I think he is indicating, we are increasingly concerned about a Russian breach of the intermediate-range nuclear forces treaty. There will have to be much more international engagement to keep that treaty intact.

As someone who has campaigned for some time on the so-called “Magnitsky campaign”, may I say that the Sanctions and Anti-Money Laundering Bill offers an opportunity for us to have the full Magnitsky, as opposed to Magnitsky-lite which we got last year in another piece of legislation? The Opposition’s amendments were well intended but can be improved on. May I tell my right hon. Friend that on Report there will be an opportunity for the whole House to come together to give a clear message? I urge him, with all the measures I can, to listen to all sides, because this issue concerns people right across this House.

My right hon. Friend is right to say that this issue greatly exercises Members on both sides of the House. As I have said repeatedly, we will certainly address the issue and we will try to find a way forward that addresses Members’ concerns.

If the hon. Gentleman consults the speeches of the Prime Minister more closely, he will discover a wealth of information about our negotiating position, but since he has not bothered to do that, I do not propose to enlighten him now, except to say that Sir Ivan Rogers did an excellent job and always gave me very good advice. I think his reasons for stepping down early were persuasive. Sir Tim Barrow, as anybody who has worked with him will know—I think that people on both sides of the House will have done so—is an outstanding public servant with long-standing experience of UK representation in Brussels, and he will do a superb job in the forthcoming talks.

I am sure my right hon. Friend will agree that not only are diplomatic relations important, but relationships between Members of this House and European partners have been important. Membership of the Council of Europe, of the NATO Parliamentary Assembly and of all-party groups has never been more important, so can he give an assurance that his Department will assist in every way in making sure that bilateral relationships that exist between Members of this House and Europe will be encouraged?

Absolutely—I am very happy to give that assurance to my hon. Friend. As he will know, there are parliamentary bodies of one party or another that have links with sister parties across the continent, and we will do absolutely everything we can to promote that in the years ahead.
