I am glad that the folk of Chesham and Amersham managed to have a rare sighting of a Lib Dem. I went to school in Amersham, and I can tell the hon. Lady that I do not think that they will be that daft come election day.

I congratulate my right hon. Friend on a successful G7 conference in Conservative Cornwall. During my time at the Royal College of Defence Studies, I led a seminar on the South China sea, and through my interest in fisheries I have gained knowledge on the UN convention on the law of the sea. Could he tell me what his Department is doing to encourage a code of conduct for the area that reflects UNCLOS?

I started life as a maritime lawyer, so I can geek on UNCLOS with the best of them. I pay tribute to my hon. Friend’s expertise in this area. We welcome the negotiations between China and the Association of Southeast Asian Nations on a code of conduct relating to UNCLOS. What is really important is that that reflects and is faithful to the international obligations in one of the world’s most widely ratified international treaties that is widely regarded as reflective of custom in international law. A code of conduct should not be used by China to unpick the obligations under UNCLOS.

Absolutely. We take the consular work that we do for citizens abroad exceptionally seriously. We deal with those cases day in, day out, often below the media or public radar. I am very happy for Ministers in the Department to look again at the case she has raised to see whether there is anything further we can do. That is very difficult and always very complex, even in European countries, but we must be able to satisfy ourselves that we are doing everything we can to provide closure and accountability for the families affected.

What steps is my right hon. Friend taking with his international counterparts to prepare for the G7 leaders’ summit this summer in Cornwall?

I know my hon. Friend has a strong vested interest in that conference, beyond her international interest. Ahead of the leaders summit—I let her and the House know—I will be convening the G7 Foreign and Development Ministers meeting from 3 to 5 May here in London. That will be a very important opportunity to build on and tee up our work on equitable access to vaccines in relation to the pandemic, our ambitious global girls education targets, the rigorous and ambitious approach we are taking to climate finance, and commitment to media freedoms, human rights and democracy.

First, on the issue of timing, covid has shown precisely why we need to integrate more in respect of our international endeavours. That was true in relation to the combination between research for a vaccine, the Gavi summit and the misinformation that was asked about earlier. On the cost of the merger, we would envisage that, notwithstanding our commitment to 0.7%, over the long term—over the course of the comprehensive spending review—we can make considerable savings on administrative costs as we streamline, fuse and synergise the various different aspects of the previous Departments.

Does my hon. Friend think that Cornwall Council’s staffed office in Brussels is a good use of taxpayers’ money at this time, when the money could be spent on local services?

My hon. Friend raises an important point. In March, when the Foreign Office changed its travel advice to advise against people travelling on cruises, we had more than 19,000 British passengers aboard 60 cruise ships. I can tell him that they have all now been brought home safely. There is still an outstanding issue with a number of UK crew on cruise ships around the world, but we are working with operators such as Royal Caribbean and Costa Atlantica to make sure they can get back as soon as possible.

I have a couple of constituents who were last heard of in the Philippines. They told me that they were struggling to afford the cost of repatriation flights to get home. What additional help can my right hon. Friend now offer them?

The Philippines has been a challenge, but I can reassure my hon. Friend that we managed to secure the return of over 600 British nationals on UK charter flights in April. I spoke to Foreign Minister Locsin at the end of March to secure those April flights. My hon. Friend will know that the Government of the Philippines suspended commercial flights earlier this month. They have resumed today. On the financial support that she referred to, in exceptional circumstances, as a last resort, there are loans available to enable UK nationals to return home on flights.

I am not sure that that sole measure would release the change in behaviour that we need in Tehran, but I accept the hon. Gentleman’s diagnosis of the problem. We have seen it in relation to the issue of the Joint Comprehensive Plan of Action, and in relation to its destabilising activities in the middle east, from Iraq through Syria to Yemen. As other Members have mentioned, we have also seen it in relation to dual nationals. When I spoke to the Iranian Foreign Minister yesterday, I made very clear that on all these fronts we will continue to hold Iran to account, and that if it wants to improve the situation both for the Government and, most importantly, for the people of Iran, the Iranian Government must take steps to build confidence and return to compliance with international law.

T2. The International Atomic Energy Agency confirmed this month that Iran has nearly tripled its stockpile of enriched uranium since November, in flagrant violation of the 2015 nuclear deal. That puts it well within reach of the amount needed to produce a nuclear weapon. Does the Minister share my concern that further steps must be taken as a matter of urgency to stop Iran’s aggression, including the re-imposition of major sanctions?

As my hon. Friend will know, Iran is already subject to a wide range of sanctions. She rightly raised the issue of systemic non-compliance with the JCPOA, and I have been working on that with my French and German counterparts. We triggered the dispute resolution mechanism, we will hold Iran to account, and, above all, we will make sure that it can never acquire a nuclear weapon. I made all those points very clearly to Foreign Minister Zarif yesterday.

We have set out our proposals, and we are committed to that ambition: reducing to net zero by 2050; continuing to reduce carbon dioxide emissions; and bringing together innovation, technology and entrepreneurs to provide British answers to the climate change challenge. Of course, with our Italian co-hosts, we are also leading the COP26 conference in November.

Will my right hon. Friend confirm that, as an independent coastal state, our UK fishermen will be given priority over catching any fish stocks in our 200-mile to median line limit?

We automatically take back control of our waters and others’ right to fish in them at the end of 2020. We will be leaving the common fisheries policy, so we will be an independent coastal state. In line with the practice of other such states, the agreement we do with the EU will provide a framework for annual negotiations on access and quotas. I hope that gives my hon. Friend and her constituents the reassurance they need.
