I thank my hon. Friend for raising this issue, and he is absolutely right. We are looking forward to the state visit of the President of the United States, and we are also looking forward to President Trump joining me and other leaders to commemorate the 75th anniversary of D-day. This is an important commemoration where, as I said in response to the hon. Member for Portsmouth South (Stephen Morgan), we will recognise the sacrifice made by British armed forces, American armed forces and others from so many other countries to ensure the freedom of Europe.

My hon. Friend the Member for Wycombe (Mr Baker) is also right that we have a deep and special relationship with the United States of America. It is important, and it is our closest and deepest security and defence relationship. It is a relationship that has helped to keep the peace around the world, and it is one we want to see continue. Every Member of this House should welcome the President of the United States of America to the UK.

Q13. We have repeatedly heard from the Prime Minister that it would be an“unforgivable breach of trust in our democracy”if we failed to deliver Brexit, yet if the polls are correct Scotland will send a clear message tomorrow that it wants to remain in Europe by increasing its number of SNP MEPs while wiping out the Tories. Should Scotland increase its number of pro-EU MEPs tomorrow, will the Prime Minister finally listen to the people of Scotland, who want to determine their own future as an independent European nation, or will she breach their trust by leaving Scotland’s people with Boris’s Brexit Britain?

I suggest that, if the hon. Gentleman wants to listen to the people of Scotland and their view on their future, he starts listening to the decision they took in 2014 to remain part of the United Kingdom.

We have been working very closely with groups such as the 3million to ensure that we get the message out about the scheme for EU citizens who currently live here and about their rights. Of course, those rights were enshrined in the withdrawal agreement that was rejected by the House last week. We will continue to work to communicate to people what the scheme is and the requirements, in terms of people being able to show their status and get settled status, and to make sure that people know the decision that has been taken in relation to the fee.

Both Dundee University and Abertay University in my city have been horrified to learn today that a no-deal scenario is still on the table. Indeed, university leaders have united to tell the Prime Minister that a no-deal Brexit could lead to

“an academic, cultural and scientific setback from which it would take decades to recover”.

Which part of that does the Prime Minister not understand?

Theresa May Portrait The Prime Minister
- Hansard - -

If the hon. Gentleman is concerned about the universities in his constituency and the potential impact of no deal, he needs to ensure that we leave the European Union with a deal. We are working to ensure we get a deal that can be supported across the House. I assume from what he says that when a deal comes back to the House, he will support it.

The arbiter would be the arbitration panel; a process of governance is set out in the arrangements that we have set out in the withdrawal agreement and, looking ahead, for the future relationship under the political declaration.

It is has been reported that Ireland has gained more than 5,000 jobs, including one assumes those created by a move by the firm set up by the hon. Member for North East Somerset (Mr Rees-Mogg) because of what the firm calls “considerable uncertainty” and increased costs due to Brexit. Does the Prime Minister agree that this is all the proof needed to show why Scotland’s best interests lie in being an independent member state of the EU?

Theresa May Portrait The Prime Minister

Scotland’s best economic interests—I suggest the hon. Gentleman looks at the figures—are met by remaining a member of the UK.

Q3. The opening of the V&A museum of design next week in my city of Dundee is already attracting worldwide attention, is expected to have up to 500,000 visitors in its first year and will drive millions of pounds into the local economy. The Prime Minister will be aware that an announcement to confirm funding for the Tay cities deal is imminent, and improved connectivity is key to driving the prosperity of the region. As an air link to Dundee was part of Heathrow’s successful bid for the third runway, will the Prime Minister express her firm commitment to the introduction of a new direct air service to Dundee by 2021 and the associated investment required to secure it?

Theresa May Portrait The Prime Minister
- Hansard - -

The hon. Gentleman is right to bring to the attention of the House both that deal and the opening of the V&A in Dundee. These are important ways in which the UK Government are working to ensure support for Scotland and those opportunities for the Scottish economy. Another one of those is the fact that this Government have taken the decision to enable the third runway to go ahead at Heathrow, and we expect that when that happens we will see better connectivity within the United Kingdom.

I am happy to give my hon. Friend the reassurance that our response will be robust, decisive and unwavering, and it will be ongoing, because this is a matter we need to continue working on. I condemn those who see fit to defend the Russian state where it is clear that it is culpable for this action, this heinous crime committed on UK soil against citizens here in the United Kingdom.

Given the sheer weight of evidence that has been disclosed today regarding the Salisbury attack, can we expect the UK Government, along with their allies, to ensure further sanctions, including deportations of Russian state actors?

Theresa May Portrait The Prime Minister
- Hansard - -

As I have indicated, we will be looking at these issues on sanctioning, including some aspects of new sanctions regimes, such as I referred to on the EU chemical weapons use regime. Of course, the deportation of individuals relies on there being the required evidence to enable the Home Secretary to take such a decision.

My hon. Friend is absolutely right about the facts that he has set out in relation to council tax. That is a result of decisions that have been taken by the Government to have that council tax referendum in place and of Conservative councils actually making decisions to freeze or to lower council tax, or to ensure that it is kept lower than in Labour councils. Conservative councils, on average, cost a typical family £100 less in council tax than councils run by other parties. That is important, and the Government have played their part with the council tax referendum.

Q15. Since first being elected in 2015, I have consistently campaigned to protect hundreds of jobs at risk in Dundee from being lost through the shoddy restructuring of Her Majesty’s Revenue and Customs. I was finally given a written guarantee that these jobs would be transferred to the Department for Work and Pensions. However, I have since learned, without explanation, that this is no longer to be the case. Will the Prime Minister personally intervene to reverse this reckless U-turn and betrayal by taking charge to save each and every one of these 479 highly skilled jobs, without which there will be a devastating impact on the staff, their families and my city?

Theresa May Portrait The Prime Minister
- Hansard - -

The hon. Gentleman has raised an issue I have not seen the details of, but I will ensure that my right hon. Friends the Chancellor of the Exchequer and the Secretary of State for Work and Pensions look at the issue he has raised.

As I have just said in answer to the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald), and as I will continue to say, we believe that the Spanish constitution should be upheld and that the rule of law should be upheld.

Has the Prime Minister spoken to her Spanish counterpart about the need to uphold democracy in Catalonia? If not, will she do so shortly?

Conversations that I have had on a number of occasions with the Spanish Prime Minister have contained our reassurance that the Spanish constitution and the rule of law should be upheld.

I thank my hon. Friend for raising this point. We all recognise the value of stable and strong families, and this is a cause she has championed, not only through her time in this House, but outside it. I am happy to join her in welcoming the development of family hubs, and I will certainly encourage Conservative mayors and councils across the country to be champions of them.

Q5. As the Prime Minister will be fully aware, my great city of Dundee has been repeatedly in the news over the last week: Dundee has launched its European capital of culture bid; it is now the world centre for pharmaceutical innovation; and The Wall Street Journal, no less, listed Dundee as one of the top 10 places to visit on earth, making it “Scotland’s coolest city”. So wouldn’t it be great if the Prime Minister today could finally tell the innovative, creative and cool people of Dundee and the surrounding area what precisely is the UK Government’s date for delivering their full and fair share of the Tay cities deal?

Theresa May Portrait The Prime Minister
- Hansard - -

I am afraid I did not hear the end of the question. The hon. Gentleman stands up and waxes lyrically about his city of Dundee. He will recall that I was asked about Dundee’s city of culture bid last week, and I made the point that a number of places throughout the UK might put in bids. On the creative industries, I am pleased to see the development of the V&A in Dundee. The Tay cities deal will be important for Dundee and the whole Tay area, as other city deals in Scotland have been for the areas in which they have been agreed.

A very happy new year to you, Mr Speaker, and I would like to extend that to everyone in this House.

It has been more than six months since the European referendum. Embarrassingly for the Prime Minister, the Scottish Government are the only Administration on these islands to have published a plan on what to do next. Has she read it yet? When will she be publishing her own plan?
