I take very seriously the issue the hon. Lady raises and what happened at Medomsley detention centre. The independent inquiry into child abuse is looking into historical cases of abuse in state institutions. It is doing so on a step-by-step basis in the areas it is looking at. I am surprised at the statement she made that the Medomsley detention centre cases were not able to be covered by that inquiry and I will certainly look at that issue.

Along with Scottish colleagues, I was pleased to welcome the Prime Minister to Aberdeen on Friday. The Prime Minister will be aware that the SNP Scottish Government want to postpone devolved VAT powers and delay social security powers, and have U-turned on the air departure tax. Does the Prime Minister agree that it is time for new leadership in Scotland? It is time for Ruth Davidson in Bute House.

I absolutely agree with my hon. Friend. What do we see from the SNP Government in Scotland? We gave them powers over welfare payments, which they asked for—not used. It was an SNP manifesto commitment to cut air passenger duty. They have the power. They are not going to use it. But what are they using? They have used their power to change taxes, so that people doing a job in Scotland are being charged more tax than those doing the same job south of the border. When given the chance to help people, they reject it. When given the chance to take more money out of people’s pockets, they take it. It is certainly time for Ruth Davidson in Bute House.

I have therefore this morning written to President Tusk, the President of the European Council, informing him that the UK seeks an extension to the article 50 period until 30 June. Copies of the letter are being placed in the Library. The Government intend to bring forward proposals for a third meaningful vote. If that vote is passed, the extension will give the House time to consider the withdrawal agreement Bill. If not, the House will have to decide how to proceed. But as Prime Minister—[Interruption.] As Prime Minister, I am not prepared to delay Brexit any further than 30 June.

Q4. Will the Prime Minister welcome Oil & Gas UK’s report today predicting £200 billion of new investment in the sector, supported by this Government’s fiscal policy in direct contrast to the SNP’s failure to stimulate the Scottish economy?

We have been clear that the current system for dealing with the legacy of Northern Ireland’s past is not working well for anyone. Around 3,500 people were killed in the troubles; 90% were murdered by terrorists. Many of these cases require further investigation, including the deaths of hundreds of members of the security forces. The system to investigate the past does need to change to provide better outcomes for victims and survivors of the troubles, but also to ensure that our armed forces and police officers are not unfairly treated. That is why we are working across Government on proposals to see how best we can move forward. We are carefully considering the very large number of responses that we received to the consultation on this issue. We will be publishing our next steps in due course and the MOD is looking at what more can be done to ensure that service personnel are not unfairly pursued through the courts, including considering legislation.

The SNP Scottish Government have resurrected Alex Salmond’s call for a Scottish currency. Does the Prime Minister agree that this is reckless and risks destabilising the Scottish economy?

I seem to recall that, back in the 2014 referendum, the SNP were absolutely adamant that Scotland would keep the pound. There have been a few changes since then. They have looked at the option of the euro, then they went back to sterling, and now they are into an independent currency. This Government are working to secure a Brexit deal that protects jobs and our economy. The SNP should focus on that rather than continuing to pursue their independence fantasy.

This deal does not create a border down the Irish sea. The outline political declaration on the future relationship takes the interests of people’s jobs into account by ensuring that we are negotiating a free trade area that will maintain a good trade relationship with the European Union that enables jobs to be not only maintained but created here in the UK.

Yes, I am very clear about that. Indeed, I think that my hon. Friend and our Scottish Conservative colleagues are an admirable contrast to SNP Members, who are committed to neither fishing nor the Union.

I will be raising a number of cases with the Crown Prince when I see him over the next couple of days, but we do not wait for a visit from the Crown Prince to raise the case of Raif Badawi. We monitor the situation regularly and raise the issue regularly with the Saudi Government, and we will continue to do so.

Q12. Will the Prime Minister support the work that the Department for Business, Energy and Industrial Strategy and the Oil and Gas Authority are doing to facilitate the production of £1 trillion of oil and gas revenue from the continental shelf, supporting 300,000 jobs? Will she also join me in paying tribute to the men and women who work offshore to ensure that our homes stay warm?

I am happy to join my hon. Friend in paying tribute to those who work in our offshore oil and gas industry, and thanking them for the work that they do. Last week’s weather highlighted just how important that work is to us all. We remain committed to supporting the industry, building on the £2.3 billion package announced in recent Budgets. My right hon. Friend the Secretary of State for Business, Energy and Industrial Strategy and the oil and gas sector recently committed themselves to working together to ensure that the UK continues to enjoy the benefits of a world-leading offshore oil and gas industry.

The hon. Lady raises what is obviously a distressing case; I recognise that. Arrangements are in place that ensure, as I understand it, that an individual does not have to pass on their bank details directly. The fact that her constituent has been asked to do so is something that should be looked into. I am sure that if she passes those details to the appropriate Department, it will look into the matter.

Does the Prime Minister welcome the findings of the Social Research survey that the majority of Scots believe that the rules on trade and immigration should be the same in Scotland as in the rest of the UK? It looks like they agree that we are better together.

My hon. Friend has raised a very important point. People across the UK want to see controlled immigration—that is people in Scotland as well as people in the rest of the United Kingdom. As we leave the European Union, we will be able to introduce our own immigration rules and to control that immigration to Britain from Europe. The only point of differentiation is that, of course, we do have a Scotland-only shortage occupation list to recognise the particular labour market needs in Scotland. For the most part, that actually matches the UK-wide shortage occupation list, which shows that this is an issue for the whole of the UK, and that we need the same policy approach.

Indeed, this is not just about looking ahead to the agenda for the next G20 meeting. It is also about what the United Kingdom has been doing practically, through our international development budget. For example, a significant number of girls, in particular, around the world are now being educated as a result of our input. We think that the global education agenda is very important.

As the Prime Minister said in her statement, we are leaving the European Union but we are not leaving Europe. May I welcome her announcement that we will continue to work with our European friends and allies to develop a better overall approach to managing economic migration?

My hon. Friend is absolutely right. Again, this is an issue that the UK has been leading on, and other countries are increasingly recognising the importance of what we have been saying about differentiating between refugees and economic migrants. We will continue to work on this not just in the G20 but in the United Nations work that started last year and will be progressing towards the end of this year on the compact for migration and refugees across the world.
