Q4. Perhaps I could draw my right hon. Friend away from Brexit, which is about to crop up, I suspect. I believe it is common knowledge that the Conservative party is the party that strives to protect our green belt. It was therefore a shock to me and a vast number of my constituents in the Guildford wards of Mole Valley when Guildford Borough Council submitted its draft local plan. The council seeks to build 57% of the houses in its plan on green belt. Does my right hon. Friend agree that local authorities should focus their imaginations on developing buildings of sufficient height, density and imagination on brownfield sites, not green belt?

My hon. Friend is right to raise this issue on behalf of his constituents. As he will know, a local authority may alter a green belt boundary only in exceptional circumstances. In our housing White Paper, we were very clear that this means

“when they…have examined fully all other reasonable options for meeting…identified development”

needs. Of course, that includes looking at and building on brownfield sites. In the case of Guildford, I understand that the local plan was submitted for examination earlier this month, and of course it will be examined by an independent inspector for soundness in due course. I can assure my hon. Friend that he is absolutely right that we want to ensure that green belt is protected.

The inquiry will look at abuse that has taken place in state institutions and non-state institutions. It will look at why it was possible for that abuse to take place. Those who are in authority in a school have a duty to protect the children and not to abuse them. The inquiry will look at whether the duty of care was exercised properly by people in those institutions, and at what lessons we need to learn to ensure that such abuse does not happen in the future.

Mr Speaker will not be surprised to hear that my position as an ethnic minority immigrant from New Zealand adds to my support for the statement. One thing that I have noticed in New Zealand is that it suffers from “tall poppy syndrome”. That came through at the last election in New Zealand, when very unpleasant, anonymous accusations were made. I suspect that someone with the standing and career of Justice Goddard will have been the subject of such false and probably anonymous accusations. If my right hon. Friend is aware of any such accusations, can she kill them dead now?

I thank my hon. Friend for his support for the appointment of a New Zealand judge. It became apparent during the due diligence process that there is a blog with an accusation against Justice Lowell Goddard relating to a potential cover-up. I have spoken to her and to New Zealand’s Attorney-General about it, and I have been assured that there is absolutely no truth to the allegation. That information was shared with a number of survivors and they were comfortable with the explanation that was given. I am clear not only that Justice Goddard has the necessary experience in this area, but, crucially, that her track record shows—for example, in the work that she did to look at police conduct in these matters—that she is willing to go where the evidence takes her, without fear or favour.

The hon. Gentleman’s question about counselling support for victims is more appropriate for other Departments to consider, but I will certainly raise it with my colleagues. In relation to the way in which we discuss this issue, he is right that many people are working assiduously to protect and safeguard children, and I in no way wish to undermine the work that they are doing. It is important for us to look at a number of allegations and cases where people have been prosecuted for historical abuse, but we have of course seen more recent cases of abuse—I mentioned a number of areas in my statement—and it is important for us to learn from those cases to ensure that we have the best systems in place to provide the protection for children that we all want.

I thank my right hon. Friend for her statement. Does she not agree that the situation has dramatically improved since, say, 2003? The public attitude has improved, and legal changes have led to improvements; in fact, the authorities are now in a position to be proactive when they get the chance and when information is brought forward. Does she agree that agencies such as the police and social services should have a legal obligation to provide information to the inquiry on request, and to act in a positive manner towards it?

I certainly agree with my hon. Friend that all agencies should act constructively and positively in relation to the inquiry—I encourage them to do so—because that is how we can get to the truth. We have seen that in similar inquiry panels that have taken place. On his first point, I commend my hon. Friend for the work that he has done over many years in looking at the legislative structure, dealing with the issues and working with the police to ensure that the best possible support is given in relation to the activities of paedophiles. Most recently, we have of course seen the new offence of possessing paedophile manuals in the Serious Crime Bill.

The National Crime Agency, whose investigation will take place at the request of the chief constable of North Wales police, will pursue whatever avenues they need to pursue to ensure that they can take an appropriate approach to bringing perpetrators to justice.

Does my right hon. Friend agree that many fresh allegations could come from individuals who have hidden the appalling attacks made on them so many years ago, and who will be reluctant to come forward because that would disturb the life that they have built since? Do such people not need the reassurance and protection that can be provided by CEOP, the police and others if they do come forward?

That is an important point. For many victims who wish to come forward, it will not be an easy process but a very painful process, which, as my hon. Friend says, could disrupt the lives that they have been able to build subsequently. However, I assure him that CEOP is well able to deal, and well used to dealing, with people who are in difficult circumstances and who may find it difficult to come forward. That is why I think it so important for CEOP’s ability and specialism to be brought to bear on the investigation.
