It is important to differentiate between the domestic market, which is much more heavily regulated and for which, of course, we have the energy price cap, and the non-domestic market, which is much more complicated and for which we have not felt that a one-size-fits-all approach would work. But my hon. Friend is absolutely right to highlight issues where companies do not behave in the right way. That is why my right hon. Friend the Secretary of State and I are working with Ofgem to ensure that it fulfils its obligations. It may not be fully regulated in the same way, but it has licensed conditions and it needs to fulfil them.

Will the Minister confirm that post offices, which are at the heart of our community, will receive support for their energy bills so that they can continue to function for the rest of the community?

Post offices, like all non-domestic businesses and institutions, will benefit from the new energy price discount scheme, which follows the energy bill relief scheme, as announced by the Chancellor.

The subsidies that are paid, when they are paid, have to be reasonable and proportionate and we are finding that, with some of the old contracts that we have based on the gas price for renewable energy, it has led to very high prices. North East Somerset was the site of the old Somerset coalfields, which were a very successful part of the economy historically. I think everyone in this country will have to do their bit to help with energy security.

I wonder whether the Secretary of State would placate the luddites and publish the up-to-date evidence that enabled the Government to U-turn on both their manifesto commitment and the previous Prime Minister’s policy.

I believe that this decision is completely consistent with the manifesto commitment on the safety of shale gas. The reason it has come to the fore now is the very high price increase in gas and the issue of energy security caused by Putin’s invasion of Russia. That has fundamentally changed, and so on the balance of arguments and practicalities, with a safe and well-proven technology, it is right now to extract shale gas as far as we can do so.

My hon. Friend and I have met to discuss this issue at least three times, and he continues to be a champion for his constituents. I know he is doing a lot of constituency meetings on this. I will continue to engage and make sure that National Grid also engages with him constantly.

The Minister knows that 115 Horizon Europe grants were cancelled last week. Will he commit to ensuring that that money is given to our excellent scientists, just as the previous, excellent, science Minister would have done?

I am pleased to announce that we have, in the first instance, committed to Horizon, but we also have a plan B—an alternative that will ensure that all the money we have put into Horizon is retained in the UK. That is exactly what I am discussing with the Chancellor of the Exchequer.

As my right hon. Friend knows, I am unable to comment on potential planning applications. Solar projects developed through the nationally significant infrastructure project planning process are subject to strict controls to protect local communities and the environment, including requirements for environmental impact assessments and public consultations. The Government recognise the importance of preserving the most productive farmland. Planning guidance is clear: where possible, large solar farms should use previously developed land, and projects should be designed to avoid, mitigate, and where necessary compensate for impact.

May I start by paying tribute to Sir Richard Shepherd, who has sadly died? He was a fantastic parliamentarian in the constituency next to mine, and he was very kind to me when I first came here.

There is a plan to build a battery energy storage system on green belt land. We appreciate that such a facility is needed to provide capacity for green energy, but will the Minister give a commitment that it will not be built on green belt land?

Let me first join the right hon. Lady in her tribute to Sir Richard Shepherd. I share her sadness at his passing, of which I was not aware. He and I used to overlap with each other, and enjoyed a number of very productive times together.

I do not know whether the right hon. Lady is referring to a specific planning application, in which case it may be difficult for me to comment on it. What I will do is agree to meet her to discuss it, and if it does relate to a specific application in or near her constituency, I will ensure that I have officials there to hear what she has to say about the proposal.

My hon. Friend is right, and he is also a powerful envoy for the Government in terms of our polar science. The royal research ship Sir David Attenborough is something of which all of us in the House can be proud. It is an incredible platform, and it embodies the very best of British leadership in science and innovation, with international scientists working on global challenges.

Will the Minister publish details of the business innovation forum, and how it will hold the Government to account on the distribution of the shared prosperity fund throughout the UK?

Yes. We are in the process of establishing the forum, and I want to ensure that we are talking not just to the same old people whom the Government always talk to but to the companies on the frontline—the leaders of the sectors of tomorrow. In the innovation strategy we set out seven high-growth sectors, and I will publish details of that in due course.

Who designates a primary authority?

That is a good question, and I will come back to it in a second. We have worked together to come to this point, and businesses support what we are doing here. The regulation has been a long time in the making. Local authorities face a lot of challenges in interpreting at pace the regulations made under part 2A to reduce the impact of the covid-19 pandemic, as well as the associated burdens experienced by businesses in trying to comply with all of that. Business stakeholders, local authorities and trade associations have offered strong support for bringing part 2A within the scope of the scheme. In November 2020, the British Retail Consortium, which represents more than 170 major retailers, wrote to the then Business Secretary—now the COP26 President —to request that part 2A be brought within scope. The context for that request was that, in 2020, around 46,000 businesses with an existing primary authority partnership received informal advice on coronavirus regulations made under part 2A.
