Hold a referendum for devolution in the North of England

As the Northern Powerhouse is a marketing ploy, there's a strong cases to suggest that the North deserves its own devolution just like Scotland, Wales and Northern Ireland have. From the Wirral across to Flamborough Head and from South Yorkshire up to Northumberland, install a Northern Parliament.

I'd like the government to rightly hear the concerns of the North as although successive governments have said that they're investing in the North, it is all just to try get votes come election time. To ensure the North is successful, I say a Northern Parliament is needed and devolution granted. Overall powers can be held within Westminster but greater authority on some things needs to be made here in the North. Nobody up here feels as though they've a say.
