Question to the HM Treasury:

To ask Mr Chancellor of the Exchequer, what assessment the Government has made of the potential merits of protecting customers who wish to use payment initiation services under the revised Payment Services Directive in the event that a product they order online does not arrive or meet their expectations.

The Government has not made an assessment of the merits of protecting customers who wish to use payment initiation services. These consumers are already protected by the Consumer Rights Act 2015, which sets out consumers' rights regarding the arrival and condition of goods and services, and apply regardless of the method of payment used.

There are separate existing protections that apply to consumers who order a product online but don't recieve it or are dissatisfied in the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013.
