The Turkish government has a right and responsibility to act against the perpetrators of the coup attempt and also against those who have committed or are planning terrorist acts. However, it is important that legal measures under the State of Emergency following the coup attempt are proportionate, justified and in line with Turkey's democratic principles and its international human rights obligations. I have made this point consistently with Turkish Ministers.
