In answer to this line of questioning at the PACAC hearing on 9 May, John Manzoni (not the Minister for Cabinet Office) stated that when contracts are renegotiated social value is among the factors taken into account. Following the Carillion insolvency, the Cabinet Office is carrying out an internal lessons learned exercise, in order to establish what, if any, changes to public outsourcing process should be made to prevent an event of this scale from happening again. The results of this review will be set out in due course.
