Question to the Ministry of Justice:

To ask the Secretary of State for Justice, what estimate he has made of the savings that will be passed on to motorists through reduced insurance premiums as a result of changes proposed in the Civil Liabilities [HL] Bill.

A legislative stage Impact Assessment detailing the Government’s estimates for savings to motor insurance premiums arising from the whiplash reforms, including the data sources and evidence used, was published alongside the Civil Liability Bill on 20 March 2018. The impact assessment shows estimated savings to be passed on to consumers of on average, around £35 per policy.

This Impact Assessment covers both the measures being taken forward in the Civil Liability Bill, and the supplementary measures to increase the small claims limit for personal injury claims, and is available at https://publications.parliament.uk/pa/bills/lbill/2017-2019/0090/whiplash-IA.pdf.
