Question to the Ministry of Justice:

To ask the Secretary of State for Justice, what criteria his Department uses to assess the (a) quality of service, (b) financial sustainability, and (c) status as a fit and proper service provider of Approved Enforcement Agencies.

a) Bidder’s tenders were evaluated against key quality and technical criteria assessing experience, capability and capacity. This was a two-stage process where minimum criteria had to be met to progress to the next stage of the procurement process, to ensure that highest quality and best value for money bids were assessed.

b) Preferred bidders are also subject to a financial viability risk assessment assessing: profit & loss, organisation performance, organisational stability, growth management, financial stability, efficiency and other areas deemed necessary.

c) Bidders must adhere to codes of conduct as detailed in the specification.
